Board President Emilee Layne. The voters
also passed Measure ES, a $92 million school
bond initiative.
Emailed Miller-Zarneke prior to Tuesday’s
Board meeting: “I have been attending School
Board meetings for months now, so I know
that I can hit the ground running, and in the
right direction at that. I am grateful that El
Segundo voters showed that they understand
and support the value in their tax-based
investment in our schools, and I am excited
for the amazing, thoughtful improvements to
our facilities to come over the next decade.
I am ready to see that financial prudence is
respected in every dollar that is spent in this
long and involved, but important, process, and
I can’t wait to see our campuses evolve to
better serve our students and staff.”
Tuesday evening’s main presentation
was the yearly state-of-the school address
from ESHS, helmed by the departing secondyear
Principal Hawn. She and her team of
faculty and administrators shared many of
the accomplishments of the 2017/18 school
year, including decreases registered in
chronic absenteeism and campus suspension
rates. Survey results were shared as well
as the latest testing metrics. Highlights
included an increased graduation rate, a
successful WASC accreditation visit, an
Apple Distinguished School notation, higher
testing scores on multiple platforms, and a
larger number of National Merit Students.
Said Hawn, “I have no doubt that this team
will continue on their upward trajectory to
success in order to meet the community’s
high expectations for the finest education
available.” The presentation concluded with
data involving action plans to be implemented
for the 2018/19 school year.
Chief Bill Whalen addressed the Board,
updating the partnership between the District
and the El Segundo Police Department
(ESPD) and speaking about their unique
synergy and collaboration with the various
campuses. Whalen talked about the safety
and security of the school children, and how
the department will be there every step of
the way working to mitigate social media
bullying, the vaping epidemic, and other issues
plaguing school districts in 2018. That
includes suicide prevention, which Whalen
said was a “taboo” subject to address in the
past. Garza and Watkins both gave kudos to
the partnership with ESPD, noting how important
it was for the safety and security of El
Segundo students and community members.
Next, Moore gave plaudits to Watkins and
Garza for their years of service to ESUSD,
reciting their accomplishments as District
employees and Board members.
Tuesday evening’s consent agenda included
the Board approving an ESMS field trip to
Catalina Island in May; a consultant agreement
with Michelle Borba to “ produce empathetic,
compassionate, courageous students
with strong character in a digital-driven,
self-absorbed, global world;” renovating the
Little League field at Center Street Elementary
School; a substitute teacher agreement with
Swing Education; renewal of a student teaching
contract with Loyola Marymount University;
and an agreement with the Wiseburn Unified
School District to participate in its Success
Learning Center.
The Board then approved three schools’
single plans for student achievement; as well
as ESHS’ AP Capstone Diploma Program
and Media Design and AP Studio Art 2-D
program.
The Board also approved the hiring of
Kimberlie Linz, who will become the new
District Chief Business Official, replacing
the retiring Susan Aceves. Linz comes to the
ESUSD from the Manhattan Beach Unified
School District, where she was serving as
the principal for the middle school there.
Moore then highlighted the upcoming calendar,
which includes a full week of vacation
next week, as the District heads towards the
always welcome Christmas break.
The next regularly scheduled El Segundo
Board meeting is slated for Tuesday evening,
Dec. 11. •

SUMMARY OF ADOPTED ORDINANCE
The purpose of this ordinance is to adopt
the new Smoky Hollow Specific Plan
area. The new Specific Plan contains
regulations for development on private
property and strategies for improvements
in the public right-of-way. In addition
to adopting the new Specific Plan, the
ordinance approves related amendments
to the City zoning map and the El
Segundo Municipal Code (ESMC) to
ensure consistency with the new Specific
Plan.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1573 was duly introduced by said
City Council at a regular meeting held
on the 18th day of September, 2018, and
was duly passed and adopted by said
City Council, approved and signed by the
mayor, and attested to by the City Clerk,
all at a regular meeting of said Council
