NOTICE IS HEREBY GIVEN that
a public hearing will be held before
the City Council of the City of El
Segundo to consider the following
ordinance on Tuesday, November
5, 2019, at 6:00 PM in the Council
Chambers, City Hall, 350 Main
Street, El Segundo, CA 90245.
Interested persons will be given an
opportunity to testify.
Proposal: A City of El Segundo
Ordinance amending Title 15
of the El Segundo Municipal
Code to establish a Public Art
or In-lieu Fee Requirement and
a Cultural Development Fund.
The proposed ordinance will require
new construction of commercial
or industrial development projects
where the project cost is or
exceeds $2,000,000, to either (a)
commission or acquire and install
new artwork in a public place on or
in the vicinity of the project site, with
the appraised value of such artwork
and any direct expenses being
equal to or exceeding one percent
of the project cost; or (b) pay to the
City of El Segundo a fee equivalent
to one percent of the project cost.
The funds derived from the in-lieu
fee may be used by the City to
design, acquire and install public
artwork in the City, and to support
artistic or cultural services, as
defined by the proposed ordinance.
The proposed ordinance also
exempts certain projects, such
as certain rehabilitation work or
reconstruction of structures that
have been damaged, and outlines
the proposed process for submitting
a Public Art Plan and having artwork
approved by the City.
On October 10, 2019, the Planning
Commission formally considered
the ordinance and recommended
the City Council adopt the
ordinance. The City Council is the
final decision-making authority for
the proposed ordinance.
The project is exempt from the
California Environmental Quality
Act (CEQA) pursuant to 14 CCR
§ 15061(b)(3) of the CEQA
Guidelines because it can be
seen with certainty that there is
no possibility that the proposed
ordinance will have a significant
effect on the environment.

approach to evaluating water management
needs for the service area and implementing
innovative water reliability solutions. During
the multiple year drought of the 1980s, West
Basin became a pioneer in water treatment
technology by inaugurating a water recycling
facility in 1995 which now purifies 40 MGD
of treated sewage and is world renowned for
producing five unique types of customertailored
water.
West Basin continues this innovative water
solutions legacy through its partnerships in
groundwater replenishment by expanding
recycled water production, evaluating new
purification technologies, and by building
funding partnerships to increase access to
water conservation programs for local residents
and businesses.
The potential desalination project site
would be an 8 to 13 acre footprint within an
existing 33-acre industrially zoned location
within the El Segundo Generating Station
site (301 Vista del Mar in the City of
El Segundo). Today, the site houses a
heavy industrial power generation facility,
while the proposed desalination water plant
is considered a light industrial facility. The
potential desalination facility would include
a low velocity, screened intake system to
deliver ocean water to the facility, reverse
osmosis membrane technology, a brine
discharge diffuser system to return concentrated
seawater back to the ocean, and a drinking
water delivery system to distribute
potable water to the local and regional
supply systems.
A Draft EIR, published in the spring of
2018, evaluated the possible impacts of constructing
and operating the proposed project.
The report also identified mitigation strategies
to avoid, minimize, or compensate for
environmental impacts. During the extended
91 day public comment period, West Basin
received 213 comments. The Final EIR which
has been released provides detailed responses
to each of these comments, in accordance
with the California Environmental Quality
Act (CEQA).

Hawthorne officials estimate that every resident
in their city who returns a census form
or speaks with a field representative brings
in $2,000 per year for community programs.
The positions are temporary and could last
between one and three months, starting next

“We need people to apply now so they can be
considered for part-time census-taker positions
next spring,” said Timothy Olson, the Census
Bureau’s associate director for Field Operations.
“It’s important we hire people in every community
in order to have a complete and accurate census.”
Census Bureau officials have recruited national
and regional partners, including AARP and the
Boys & Girls Clubs of America to reach as many
people living in the South Bay as possible when
the counting begins next June. “As a trusted
voice in communities around the country, Boys
& Girls Clubs can help reach hard-to-count
communities, ensuring an accurate census and
snapshot of our population.” said Julie Teer,
the chief development and public affairs officer
for Boys & Girls Clubs of America.
Census-takers will be hired to work in their
communities and go door-to-door to collect
responses from those who do not reply to the
2020 Census online, by phone or by mail. A
follow-up head count of urban dwellers can be
done with a short drive out to a home address
or apartment building and a knock on the door.
These temporary, part-time positions offer
competitive pay, flexible hours, paid training
and weekly paychecks, according to a Census
Bureau announcement mailed out Oct. 22. Job
duties and the amount of travel required vary
by positions, which are listed at www.census.
gov/about/regions/los-angeles/jobs/all.html. The
page (at the bottom) includes tips for filling
out a census employment form and special
considerations for veterans.
Pay rates vary depending on where the job is
located, from $13.50 to $30 per hour. The selection
process for census-taker positions begins
in January, with paid training occurring in
March and April. Household that don’t respond
online or by mail to the Census will be identified
beginning in May. That’s when teams will
be out canvassing South Bay neighborhoods
-- and the work will continue at least into June.
Most households in the nation will receive
invitations in the mail to respond (online, by
phone or by mail) in March 2020. The Census
Bureau will begin advertising nationwide
in January to increase awareness about the
importance and benefits of participating in
the 2020 Census.
The 2020 Census officially starts counting
people in January 2020 in remote Toksook
Bay, Alaska. The U.S. Constitution mandates
that a census of the population be conducted
once every 10 years. •
