NOTICE OF ORDINANCE
CITY OF EL SEGUNDO
ORDINANCE 1556
AN ORDINANCE AMENDING
TITLE 15 OF THE EL SEGUNDO
MUNICIPAL CODE RELATED TO
THE COMMERCIAL CENTER (C-4)
ZONE AND APPROVING A REVISED
AND RESTATED DEVELOPMENT
AGREEMENT FOR THE PLAZA
EL SEGUNDO AND THE POINT
DEVELOPMENT PROJECT.
SUMMARY OF ADOPTED ORDINANCE
The purpose of this ordinance is to amend
the permitted uses and uses subject to
use permit, increase the height limits for
certain monument signs, and establish a
site plan review process in the C-4 zone.
In addition, the ordinance amends an
existing Development Agreement remove
some of the restrictions on uses and
tenant spaces for the Plaza El Segundo
and The Point development project.
Specifically, the ordinance amends
the use and development standards in
the C-4 zone (zone text amendment)
to: 1) add new non-retail sales uses
as permitted uses; 2) remove size
restrictions from certain permitted
uses; 3) allow permitted temporary
uses in trailers or similar structures
(pop-up retail), subject to approval of
an administrative use permit (AUP); 4)
allow micro-breweries with tasting rooms,
subject to approval of a conditional use
permit; 5) increase the permitted height
for monument signs along Sepulveda
Boulevard from 35 to 45 feet and for one
monument sign along Allied Way from 25
to 65 feet; and 6) establish a site plan
review process to review new buildings
and additions to existing buildings for
consistency with project approvals and
applicable standards.
The ordinance also approves a “Revised
and Restated Development Agreement”
to: 1) consolidate the original agreement
and all subsequent amendments into one
document; 2) remove size restrictions
from certain permitted uses; 3) simplify
the limitations on the minimum size of
individual tenant spaces; and 4) establish
a term of 20 years.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1556 was duly introduced by said
City Council at a regular meeting held
on the 19th day of September, 2017, and
was duly passed and adopted by said
City Council, approved and signed by the
mayor, and attested to by the City Clerk,
all at a regular meeting of said Council
on the 3rd day of October, 2017, and the
same was so passed and adopted by the
following vote:

REQUEST FOR CLASS 1* PERMIT
MODIFICATION
For
Raytheon Space & Airborne Systems
2000 East El Segundo Boulevard, El
Segundo, California 90245
The Department of Toxic Substances
Control (DTSC) would like to notify
you of a request for a Class 1* Permit
Modification for Raytheon Space and Air
Borne Systems (Raytheon), located at
2000 E. El Segundo Blvd., El Segundo
California, 90245. DTSC is the state
agency responsible for regulating the
generation, storage, treatment, and
disposal of hazardous waste in California.
Raytheon is a manufacturer and
assembler of electronic components
and accessories with a Resource
Conservation and Recovery Act
(RCRA) Hazardous Waste Facility
Permit (HWFP). The Facility comprises
of approximately 127-acres of land
zoned for commercial/manufacturing
uses. The RCRA-permitted hazardous
waste storage unit, also known as Solid
Waste Management Unit-1 (SWMU-1),
is located at the south end of the facility
(see Figure 1).
Raytheon is requesting the Class 1*
Permit Modification to update the DTSCapproved
2006 Closure Plan. These
updates are detailed in the RCRA Closure
Plan Addendum (2017 Closure Plan
Addendum), appended to the Class 1*
Permit Modification. The main difference
between the 2006 Closure Plan and the
2017 Closure Plan Addendum is that
Raytheon is requesting to convert the
East and West Yards of SWMU-1 to 90
day hazardous waste storage areas, and
no longer plans to demolish the East and
West Yards. Additional modifications that
are being requested to the 2006 Closure
Plan include:
•Administrative and informational
modifications to update facility boundary,
phone number, and certifying official;
•Replacing vertical drilling through the
existing concrete pads with angled
drilling from the perimeter of the concrete
pads to
obtain soil samples from beneath the
East and West Yards;
• Using existing shallow soil vapor data
collected within the footprint of SWMU-1
in accordance with the Corrective Action
Consent Agreement (CACA) to evaluate
soil vapor under the East and West
Yards;
•Updating closure performance standards
from non-detect to risk based;
• Updating the Closure Cost Estimate and
Financial Responsibility.
These changes are a Class 1*
Modification pursuant to California
Code of Regulations Title 22 Section
66270.42(a)(2).

SUMMARY OF ADOPTED ORDINANCE
Chapter 4 is revised to clarify the City of
El Segundo’s legal authority to implement
and enforce storm water discharge permit
regulations, and clarify definitions of
dischargers, Best Management Practices,
illicit discharges, pollutant controls,
mitigations and other related contents.
Chapter 7 is revised to clarify definitions
of developments, redevelopments, Low
Impact Developments, inspections,
enforcements, mitigation measures and
other contents related to storm water
discharge requirements for new and
redevelopment projects.
