reduce impacts on the community. He noted
the Sept. 16 and 17 installations of new equipment,
including new biotrickling filters that
use microorganisms to clean the air. He also
said that the main holding tanks have had new
tops put on them and that plant executives and
staff “are proactively” working to minimize
its impacts. He explained bleach is not being
used at Hyperion and “no cleaning is going on
right now,” that all the sludge from the July
emergency has been taken care of.
Dafeta said that hydrogen sulfide “is just
inherent in wastewater,” and its odor is a
“byproduct of sewage, it’s what comes with
the nature of the material we have to handle.”
When he heard that that the odor being most
recently complained about did not smell like
hydrogen sulfide, he asked, “How do we try
to find out what those sources are?” in terms
of nearby plants that could be responsible for
the odors or the mix of odors, that have been
impacting the northwest part of El Segundo,
mainly at night.
Asked about the “root cause” of the July
emergency, Dafeta noted that “multiple
investigations are taking place… all those
assessments are ongoing.” He said officials
hope to have some information to report “in
less than 90 days” and that it will be “significant
information.” He said Hyperion wants to
become “invisible to the community, where
the impacts are not felt.”

Elias Sassoon told the council that representatives
from the South Coast Air Quality
Management District were monitoring the air
quality and working with Hyperion officials.
The Hyperion was “looking into their operation
to see what could be the source of the
(most recent) odor.” Dafeta mentioned that
the primary tanks have to be opted up for
“ordinary maintenance” to take place.
Sassoon told the council 2,350 El Segundo
residents applied for the reimbursements offered
by Hyperion due to the July emergency,
and 709 of those residents had been paid for a
total of $1,043,743 in reimbursement thus far.
Another 100 applicants are “ready to be paid
now,” with the City of Los Angeles Sanitation
Department now processing 70 requests per
day, up from 60 requests per day a week ago
due to adding staff to the effort.
Tonight (Thursday, Sept. 23) at 6 p.m., the
El Segundo Citizens Forum - Hyperion Update
will be held online via Zoom. Advance registration

virtually due to the current COVID-19 safety
guidelines for LA city. Topics will include
a Hyperion recovery update, maintenance,
operations update, a call log report, Hyperion
2035, and a question-and-answer segment. For

In other news from the meeting, two cannabis
proponents asked the city council to consider
creating its own cannabis initiative for the city
instead of the one presently being prepared to
be put on a ballot for voting citizens. They said
the council had the opportunity to “implement
a unique ordinance of benefit to everyone”
that would give the council “more control
over zoning and cannabis uses.” One of the
proponents suggested the council could craft
an ordinance that would allow for commercial
cultivation, manufactured products, and retail
and wholesale sales and that they would need
to reverse the city’s current ban on cannabis.
City Attorney Mark Hensley said that the
current initiative being prepared for the ballot
“is not going to tie council’s hands”, but
did note that the point system used to decide
who would operate the two retail cannabis
establishments the initiative, if passed, allows
is a “complex point system” that uses a third
party. City Manager Scott Mitnick added,
“The city is not advocating or opposing (the
current initiative being prepared for the ballot).
We’re just assisting with the ballot measure.”
City council member Carol Pirztuk honored
66-year resident Bernice Coveleski for her
100th birthday in a brief video at the beginning
of the meeting. Coveleski was born in 1921
in Scotia in Humboldt County, California,
with her twin Barbara. In 1945, she married
Tony, who worked for Standard Oil, and they
settled in Guerneville, CA. In March of 1955,
the couple moved into a home in El Segundo
with their two daughters. Tony worked for
Standard Oil for 32 years; Bernice worked in
the cafeteria for Standard Oil in El Segundo for
13 years and then at Western Delta Airlines,
where she retired in 1979. She has traveled
internationally and been in all 50 states. She
enjoyed dancing with Tony Sunday afternoons
at Alpine Village, took up golf in the late ’70s
after saying she would never hit a little white
ball with a metal pole, and enjoyed many
a road trip. She is an honorary member of
the Taylor Pharmacy employee “crowd” and
was a regular at CharBurger on Main Street,
said Pirztuk as Coveleski sat by her side in
the video. Coveleski happens to be Pirztuk’s
godmother as well as her neighbor. In the
video, the duo agreed to drink a beer each to
celebrate Coveleski’s 100th birthday.
During the meeting, City Council allowed
El Segundo Police Sergeant Alex Leavitt to
purchase the police department’s retired canine
Roxy for $1. Roxy and Sgt. Leavitt began
patrol together in 2015. During that time, the
Belgian Malinois discovered more than 200
lbs. of “dangerous drugs” and showed off her
skills at community presentations. •

A grand theft report was taken at 1110
hours from the 500 block of East Walnut
Avenue. Unknown suspect(s) stole the catalytic
converter from the victim’s vehicle.
One male adult was arrested at 1251 hours
from the 500 block of North Pacific Coast
Highway for shoplifting.
A shoplifting report was taken at 1545
hours from the 500 block of North Pacific
Coast Highway for shoplifting. Unknown
suspects stole groceries from the business.
A petty theft report was taken at 1701
hours from the 500 block of North Pacific
Coast Highway. The suspect was detained
and issued a citation in the field.
A robbery report was taken at 1923 hours
from the 700 block of South Pacific Coast
Highway. The store security guard attempted
to retrieve the item the suspect had stolen
but was unsuccessful.
A stolen vehicle was recovered at 2233
hours from the 2100 block of East El Segundo
Boulevard. Recovered was a 2020 Mitsubishi
Outlander reported stolen out of LAPD.
An online report was taken at 0022 from
the 200 block of West Maple Avenue. Unknown
suspect(s) stole the victim’s catalytic
converter from her vehicle.
Two male adults were arrested at 0238
hours from the 200 block of Kansas Street
for suspicion of burglary.
One male adult and one female adult were
arrested at 0449 hours from the 700 block
of West Imperial Avenue for suspicion of
burglary. The male was additionally charged
for resisting, obstructing, or delaying a peace
officer. The female was additionally charged
for bringing a controlled substance into the jail.
Thursday, Sept 16th
A vehicle was reported stolen at 0747
hours from the 600 block of West Sycamore
Avenue. Taken was a 2020 Hyundai Tucson.
A vehicle was reported stolen at 0846 hours
from the 700 block of Bungalow Drive. Taken
was a 2003 Chevrolet Silverado.
A burglary (commercial) report was taken
at 1100 hours from the 200 block of North
Pacific Coast Highway. Unknown suspect(s)
stole a laptop from the victim’s workspace.
One male adult was detained at 1033 hours
in the 900 block of Sheldon Street and was
transported to Cerritos College Hospital for
a 72-hour psychiatric evaluation.

Coast Highway. Unknown suspects stole

Friday, Sept 17th
A vehicle was reported stolen at 0620 hours
from the 600 block of Illinois Court. Taken
was a 2017 Hyundai Sonata.
One female adult was detained at 1344 hours
in the 200 block of Concord Street and transported
by ESFD to Marina Del Rey Hospital
for a 72-hour psychiatric evaluation.
An injury report was taken at 1503 hours
from the 100 block of West Mariposa Avenue. A
child was injured when a post fell on top of him.
An attempted burglary and vehicle tampering
report was taken at 1914 hours from the 500
block of Indiana Street. An unknown suspect
attempted to gain access to an apartment by
checking/turning the doorknob of the front
door. The suspect also attempted to open a
pickup truck bed cover.
A South Bay DUI CHP unit detained a
juvenile male at 0041 hours at Pacific Coast
Highway and Rosecrans Avenue. The juvenile
was released with a citation to his parents.
One male adult was arrested at 0216 hours
from Maple Avenue and Pacific Coast Highway
for misdemeanor DUI and DUI with a BAC
of .08% or above.
Saturday, Sept 18th
A vandalism report was taken at 0808 hours
from the 500 block and 200 block of Main
Street. Unknown suspect(s) sprayed graffiti
on both buildings.
A petty theft report was taken at 1052 hours
from the 300 block of West Mariposa Avenue.
Unknown suspect(s) took the victim’s package.
A found property report was taken at 1137
hours from the 500 block of Virginia Street.
A bag containing two cell phones and other
electronics devices were found. Subsequently,
the owner of the items was reported as a Missing
Person by his brother.
A burglary (vehicle) report was taken at
1321 hours from the 100 block of East Pine
Avenue. Unknown suspect(s) ransacked the
victim’s vehicle and stole the garage opener
from inside the vehicle.
A battery report was taken at 1332 hours from
the 400 block of Sheldon Street. A male and
female became engaged in a mutual combat
stemming from a disagreement over tennis
court reservations.
A burglary (vehicle) report was taken at 1358
hours from the 800 block of South Douglas
Street. Unknown suspect(s) broke into the victim’s
vehicle and took miscellaneous property.
Sunday, Sept 19th
A grand theft report was taken at 1508 hours
from the 600 block of Vista Del Mar. Taken
was an electric bicycle valued at $12,000.00.
One female adult was arrested at 1828 hours
from the 1000 block of East El Segundo Boulevard
for resisting, obstructing, or delaying a
peace officer.
One male adult was arrested at 1828 hours
from the 1000 block of East El Segundo
Boulevard for possession of a stolen vehicle,
an outstanding misdemeanor warrant out of
Inglewood PD, false identification to a peace
officer, and a parole hold.
A burglary (commercial) report was taken
at 1840 hours from the 700 block of South
Pacific Coast Highway. Two male suspects
took several pieces of Nike clothing valued
at $2,700.00. •
