At the time, the Task Force went ahead and
accepted the submission. The City Attorney
did not feel this presented a competitive
advantage for TopGolf since all the other
bids remained sealed.
The topic evoked some emotional and divided
responses from public speakers. Some,
including The Lakes pros Brian Lewis and
Josh Alpert (also a partner in the Billy Casper
endeavor), expressed their desire to keep the
focus on promoting youth and traditional golf
rather than the financials. Others, including
former Councilmember Dave Atkinson and
Task Force member/Planning Commissioner
Ryan Baldino, begged to differ. The latter felt
that TopGolf’s offer provides a compromise
that improves the facility and also “helps the
City right its financial woes.”
In upcoming talks with the finalists, the
Council will broach the subject of renegotiating
the deals after the initial lease period. Other
priorities include maintaining youth programs
and providing local resident price breaks.
Also on Tuesday, the Council authorized
movingforward with the Prop 218 process to
give residential property owners the chance
to protest a proposed fee for future solid waste
collection. El Segundo is one of only two
cities in LA County (Commerce is the other)
that does not charge residents for this service.
With bids soon going out for the next
refuse hauler contract, the City anticipates
that costs to continue subsidizing the
residential program will spike dramatically.
Under Prop 218, the City will send out ballots
to residential property owners informing
them of a proposed $20 per month maximum
charge (with future consumer price index
increases over five years). The residents
have the option of declining the increase by
returning a “no” ballot. If a majority of the
parcels do not protest it, then the Council
will have the authority to implement the fee.
The new contract will include both manual
and automatic services as base bid options
and exclude 671 three- and four-unit multi-
family complexes. With the remaining
eligible 3,230 single-family and two-unit
dwellings paying the $20 monthly fee, the
City estimates total general fund savings of
$935,000 annually.
Brann was the lone no vote on the item,
arguing that a prior attempt to impose trash
fees failed miserably in 2011 when over 3,000
protest ballots arrived at City Hall. “Don’t
be surprised when people aren’t excited…
especially in a year we are thriving and flush
with money,” he said.
Tuesday’s meeting additionally featured
a presentation by Economic Development
Intern Megan Covarrubias to approve
amendments to the Economic Development
Advisory Council (EDAC) bylaws. Changes
included increasing the group’s membership
from 18 to 19 and reducing the number of
members needed to constitute a quorum
from 10 to 8. Another request to establish
a three-year term for members with EDAC
ability to reappoint that person for a second
term sparked Council discussion – as all but
one of the other committees, commissions
and boards have four-year terms and none
possess such appointment power. To tweak
this, Mayor Pro Tem Carol Pirsztuk suggested
a six-year term with EDAC ability to remove
the person after three years.
Continuing in the economic development
realm, the Phelps Group will provide
expanded services to the City over the next
year for its marketing and branding efforts.
A presentation summarized the agency’s
key accomplishments over the past year and
goals for 2018/19 to bolster new business
attraction and build hospitality and tourism.
City funds and Chevron grant monies will
roughly split the costs of next year’s program
(about $596,000).
Councilmember Chris Pimentel asked to pull
a consent agenda item to potentially approve
a new social host ordinance and move it to
the Sept.18 meeting when it won’t compete
for residents’ attention with The Lakes. His
colleagues agreed.
During public communications, several
speakers voiced their concerns about shortterm
rentals in town and the need to regulate
them going forward in light of a couple
of Airbnb “party houses” that continue to
adversely impact neighbors. The item will
come back to the Council in October. •
