$300,000. The field is used by several sports
organizations and also by the public. According
to Recreation and Parks Director Meredith
Petit, patrons and residents often cite the lack
of parking as principal reasons that they don’t
use the site. Cost of the parking lot is about
$440,000 with the share of cost being 70 percent
by the City and 30 percent for ESUSD in
line with the Urho Saari swim stadium usage.
The parking lot was expanded, resulting in
the loss of a portion of grass area. Construction
staging is going to result in a temporary
loss of one soccer field, but this should be
back in use once the project is finished.
Overnight parking was thought to be a
significant issue and the question of who
would lock up the lot was brought forth.
Boyles said the management of the lot was
already addressed. The item passed 3-1 with
Brann against it and Pirsztuk abstaining.
Budget Update
The City’s current budget is balanced with
reserves in place as recommended by staff
with an economic uncertainty reserve of
about $2.2 million. Special revenue funds
come to the City from Measure R and are
transportation-related. Within a few years
pension costs are projected to be about 25
percent of the City’s budget.
There were a few contentious items, including
the Teen Center improvements. It was
brought up that the allocated $200,000 won’t
be sufficient to make significant progress and
that the Teen Center’s deferred maintenance
was really starting to show. Another item
questioned was the $1 million to be spent on
security at City Hall. Boyles indicated that he
would rather see this money spent elsewhere.
The condition of the restrooms at a number
of parks was brought up with Councilmember
Chris Pimentel warning that upgrading the
restrooms could trigger significant increases
in spending due to ADA requirements. Additionally
there was discussion of completely
removing the pool at Acacia Park. The argument
was that without the pool, there would
be significant cost savings both in redoing
the park and also in annual maintenance.
Staff also received direction to take a look at
business license taxes. It was stated that the
City’s current tax code is very out of date.
There was also discussion of adding a tax
to paid parking structures, as parking garages
in other towns do have a tax on them but El
Segundo does not. The Council also broached
the subject of a higher transient occupancy
tax (assessed on overnight stays at hotels).
Neighboring communities charge as much as
12 percent whereas El Segundo’s is lower.
The Council decided to pass on the idea
and Boyles indicated that he would rather
see the City be more efficient than seek
additional taxes. •
