Residential Sound Insulation (RSI)
Program Termination
The RSI program used funds from Los
Angeles World Airports (LAWA) and the
Federal Aviation Administration (FAA) to treat
homes from the effects of noise from LAX. As
of May 11, 2018, LAWA and FAA ceased
to reimburse the City of El Segundo for RSI
administrative expenditures. This means the
RSI program cannot continue unless expenses
are paid from the City’s general fund and there
is no predictable schedule when construction
can restart. Terms and conditions for performing
RSI work have changed and some of the
criteria are yet to be resolved. As such, the
City does not feel that there is a benefit to
the residents for continuing to be involved
in this process. Instead, staff recommends
that the airport be responsible for mitigating
the noise it creates, which is the normal RSI
arrangement throughout the country.

Letters
El Segundo PO Landscape
Dear Postmaster Lorenzo,
My husband and I were located to El
Segundo by his company about four months
ago. I have enjoyed getting to know the community
and have come to the post office a
few times to mail packages. At first, when I
saw the terrible state of the yards that were
nothing but dirt and dead grass, trash scattered
about, low-limbed trees, and worn-away paint
markings for parking spaces, I was pretty
shocked, but then I thought the agency might
be preparing to have a new landscape put in.
Now, after the past couple months and
after talking to you, I know better. Thank you
for speaking with me but it is sad you have
no plan to improve the situation. I have to
remind you, that you are in charge of a large,
United States Post Office. There should be a
sense of pride--not only in the building--but
also in the landscape. As a leader of such a
place, I can imagine you got into your role
because you were resourceful, exercised good
judgment, and had excellent communication
skills with employees and customers, so I feel
you are qualified to make your workplace
better. I am encouraging you to make it happen!
I look forward to seeing your display
of championing the cause to clean things up
so the rest of us can be proud of our local
post office! Yours for a Better El Segundo,
– Debra Dingman •
