Whalen emphasized that the objective in
offering the much healthier bonus to laterals is
not to steal them away from other departments.
He pointed to cases when officers after five or
10 years with a given department will often
think about the dynamics of the job and if they
envision spending the the rest of their career
in the same place. For the chief himself, the
answer was no (he moved from Garden Grove
to Irvine PD a decade after his initial hire).
“We certainly don’t want someone who doesn’t
belong here,” Whalen said. “With a lateral police
officer, it’s a lot about fit…For the right person,
once we get their attention, this is a fantastic
place to work.” Whalen added that the bonus
will provide the department with the tools to
get its message out to lateral officers and he
hopes that the process will be “much like a
bidding war on a house” and lead to “more
applicants than we want to hire.”
In addition to laterals, the department will
also offer a $10,000 bonus to police academy
graduates and pre-service officers (those
without the aforementioned certificate). These
individuals might have been hired elsewhere,
but didn’t get through training. “We have
some successful officers [in El Segundo] that
didn’t make it in other departments,” Whalen
said. And finally, entry level applicants will
receive an incentive of $5,000 once they
graduate from a police academy.
Other financial perks include moving expense
reimbursement from those relocating
from areas outside of Los Angeles, Orange,
Riverside and San Bernardino counties (up to
$5,000) and police cadet tuition reimbursement
of up to $1,750 per year effective at
completion of the two-year hire anniversary
date while still employed with the City.
As part of the Council approval, Mayor
Drew Boyles asked for eventual clarification
on how many officers of each type the
department hopes to hire by a certain date.
Monies for the incentives and marketing
firm will not come from new general fund
allocations, but rather from existing salary
savings due to the shortfall. The amounts will
also not impact pensions. The program will
additionally have a sunset clause, ending by
whichever comes first—when the funds run
out or Sept. 30, 2020. Boyles also suggested
that expert input from the marketing firm (an
RFP will go out to solicit the service) can
also help Human Resources staff identify best
practices when hiring for other departments.
Whalen explained that specific short-term
hiring target totals may be challenging, particularly
with entry level positions that take at
least 18 months from the time the candidates
walk through the door until when they can
actually be on the street. “There are a lot of
ways they can’t make it,” he warned.
On the other hand, the procedure to bring
in laterals goes much faster and those officers
can be up and running in just few months
after testing and background checks. Still,
Whalen stressed the need to be cautious
with laterals and not “tip the scales with
too many.” He thought bringing in five to
10 of them would be a “solid” number. In
looking at an overall recruitment goal over
the long haul, Whalen remarked, “Success
is 30 officers in three years.”
Mayor Pro Tem Carol Pirsztuk asked if any
associations or broader organizations engage
in general outreach to attract police officers
to the region itself. “Not much,” Whalen replied.
“This is in individual game. Everyone
is in it for themselves.” He described public
safety agencies as in “competition with each
other” in “a race” for a “shrinking candidate
pool.” As to why there are fewer applicants
today, the chief pointed to the stronger
economy (recessionary times when there
are more layoffs tend lead to higher recruit
numbers) as well as the increase on attacks
-- both physical and otherwise -- on police
officers. The end results are “a much more
scrutinized profession” and “less and less
qualified people.” To drive home the latter
point, Whalen reported that the department
received 1,250 applications (entry level and
pre-service) from the summer of 2016/17 and
only three are still with ESPD. By bringing
in the marketing firm, the chief added that he
wants to put out a message that “resonates
with modern-day applicants and millennials.”
The other meeting agenda item was Council
approval to ask the Metropolitan Transit
Authority (Metro) to remove a housing study
from the scope of work included in the
agency’s $659,000 grant offer connected to
the City’s general plan update for the east
side of town. Staff requested in its place
a mobility study to survey residents living
within a mile of a Green Line station in El
Segundo to gauge commuting habits, learn
about attitudes towards the Green Line as a
transportation option, and identify any issues
that may prevent those individuals from using
Metro. A second requested study area focuses
on employees in the project area, how they get
to work and the way they move about during
a given day (such as going to lunch). The
City hoped to fund the proposed new study
points with monies previously earmarked for
the housing analysis. Staff also made various
revisions to the budget schedule, including
allocating a chunk of the City’s matching funds
towards the environmental impact report as
a good will gesture to Metro and to ensure
those costs are adequately covered. Metro’s
response to the City was not yet available
at the time of this writing. •
