City Council from front page
lum came to the podium on Tuesday asking
the Council to reconsider a fee for the library
study room. She felt that the charge will have
an “undesirable effect on customer service.”
Nicol noted that homeowners may feel some
of the fee increases are “egregious,” but that this
is a case of “bringing up to standard” items that
the City previously subsidized. Councilmember
Chris Pimentel mentioned the fee tripling for
those who have their water turned off due to
a delinquent utility bill and said the City must
be mindful when it’s a case of someone going
through financial hardship versus one who is
merely lazy. Finance Director Joe Lillio said
the City doesn’t shut off the water when a
resident has a true hardship. Most of the fees in
question will go into effect on August 1, with
the remainder kicking in on September 1. The
list of items approved does not include water/
sewer fees and development impact fees. The
Council earlier this month adopted new fees
for aquatics programs -- and that prompted
protest on Tuesday from a couple of public
speakers who discussed the negative impacts
on families and disabled persons.
Tuesday night also saw second reading
and adoption of the new ordinance prohibiting
loud and unruly gatherings, with fines
progressing from $2,500 for the first offense
to $5,000 for the second and $7,500 for each
additional incident within a 12-month period.
The Council held off on any action related to
the proposed “social host liability ordinance,”
as staff continues to get community input on
the matter. The item will return to the Council
on July 17 for further consideration.
Tuesday additionally was the first reading
to amend portions of the code in the local
Corporate Office (CO) Zone to open up the
number of permitted service uses that cater to
offices in that area. The impetus for the item
came from a zone text amendment application
from Marcos Neri, who invested money
to relocate his dry cleaning business to the
CO Zone only to find out that this particular
business type was not allowed there. This
prompted a larger discussion of what uses
should be allowed beyond just the request
for dry cleaning. Under the classification of
“Office Worker-Oriented Services,” the City
will broaden accepted uses in the CO Zone to
include parcel shipping, printing and business
centers (Fed-Ex, Kinko’s, UPS Store), and
self-service parcel delivery such as Amazon
Locker. The category of freight forwarding
will be prohibited. Meanwhile, Neri will be
able to continue construction at his own risk
-- but cannot officially open the new business
until the new code goes into effect in late July
(30 days after the Council’s second reading
scheduled June 25).
During Council member reports, Mayor Drew
Boyles and Mayor Pro Tem Carol Pirsztuk asked
to form an ad hoc aquatics committee to advise
on issues related to local aquatics programs
as the new facility gets ready to open at the
Wiseburn High School site. Nicol brought up
the subject of developing a social media policy
so Council members have parameters on how
to interact with the public when engaging on
Facebook or other sites.
Boyles also announced appointments to
the Recreation and Parks Committee (Julie
Stolnack), Planning Commission (Michelle
Keldorf), Technology Committee (Joe Lipsey,
Madelon Smith and Jessica Davis), Investment
Advisory Committee (Stephen Smetana), CIPAC
(Eric Kari), Senior Housing Corporation Board
(Paul Lanyi and Paula Rotolo), Arts and Culture
Advisory Committee (Natalie Strong, Brian
Mitchell and Eva Sweeney) and Environmental
Committee (Kevin Maggay). •
