2020 City of El Segundo Urban Water
Management Plan Update:
Public Notice
The Urban Water Management Planning
Act (AB 797) and Assembly Bill 2661
(AB 2661) respectively, require all urban
water suppliers who provide water to
more than 3,000 customers, to prepare
and adopt an Urban Water Management
Plan (UWMP) every five years. Our last
plan was adopted in 2015/2016. The
2020 plan, which includes data through
the end of 2020, is required to be adopted
by July 2021. As mandated, the City of
El Segundo, in coordination with the
West Basin Municipal Water District
(WBMWD), is making the draft 2020
Plan available for public review in May
2021. Any interested parties can request
information or leave comments with the
City’s Public Works Department.
Since the original act’s passage in
1983, several amendments have been
added. One of the most recent changes
includes legislative requirements set
forth by SBX7-7 or the20x2020 Water
Conservation Plan, which calls for a 20
percent per capita water use reduction by
the year 2020. The City’s reduced water
use targets were introduced in the 2010
UWMP and met in the 2020 Plan update.
The City is currently in compliance with
SBX7-7 requirements.
A public hearing will be held in June/
July 2021 to present the final plan to City
Council and allow for public comment on
the Plan update. The date of the hearing
is to be determined.

Segundo on June 15th, 2021 at 6:00
pm in the Council Chamber, City Hall

All persons wishing to appear for or
against the proposed FY 2021-22 Budget

Request for Qualifications (RFQ) for
Construction Management Services for
the Demolition & Removal of the former
Wiseburn USD’s R.H. Dana Middle

the middle school she lives near. Effler explained
that the school district had been at
work on the gym project since 2019, and yet
residents who would be impacted by the gym
only heard about the project in March 2021.
In COVID-19 news, city staff said El
Segundo is on herd immunity’s “low side”,
with 74% of residents vaccinated. Staff also
noted that the city is presently planning for
its annual July 4th festivities and advised
residents to sign up for CA Notify so that
individuals would be notified if they’d been
in contact with someone who tested positive
for the coronavirus.
In keeping with a growing trend to hold
city elections on even-numbered statewide
general election years in November, City
Council opted to move its next scheduled
election from March 2022 to November
2022 and to continue with elections coinciding
with the statewide November elections
moving forward.
City Council also decided to opt to align
with AB 571, which sets a default limit for
political campaign contributions as state
law and would save the city money because
campaign contribution oversight would switch
from the city to the Fair Political Practices
operation. The FPPC campaign donation
limits are slightly higher than the current
El Segundo contributions limit, but the city
council noted the city’s limit was set in 2008.
Council member Pirsztuk gave a shout-out
to graduates and a thank you to city board
members. Nicol brought up the city’s senior
housing board and said the council could
expect to hear from them due to concerns
on “very specific items” and that a discussion
of Park Vista would need to take place.
Pirsztuk also noted that each city board
should have the opportunity to make a presentation
to the city council once a quarter
on a regular schedule.
Boyles called for legislative information
of interest to the community to be communicated
publicly. Mitnick said perhaps city
staff could add “Legislative Updates” to the
city newsletter.
The next city council meeting is scheduled
for June 15th, beginning at 6 p.m. Then the
council will take July and August off, with
meetings scheduled if they become necessary. •

A traffic accident (with injuries) occurred
at 1739 hours on North Nash Street and East
Maple Avenue, vehicle versus vehicle.
One male adult was arrested at 0026 hours
from the 400 block of North Pacific Coast Highway
for possession of a controlled substance.
One male adult was arrested at 0201 hours
from the 100 block of Main Street for battery.
One male adult was arrested at 0205 hours
from the 100 block of Main Street for public
intoxication.
An assault with a deadly weapon report was
taken at 0321 from the 200 block of Main
Street. Unknown suspect pointed a handgun
at the victim and fled the area.
Saturday, May 29th
A petty theft report was taken at 0715 hours
from East El Segundo Boulevard and North
Nash Street.
One female adult was arrested at 0715
hours from the 100 block of North Continental
Boulevard for one outstanding U.S. Marshals
federal want.
A stolen vehicle was recovered at 0818
hours from the 100 block of North Continental
Boulevard. Recovered was a 2021 Audi Q7
reported stolen out of Inglewood PD.
An identity theft report was taken at 0931
hours from the 700 block of Loma Vista Street.
A lost property report was taken at 1028
hours from the 500 block of North Pacific
Coast Highway. A backpack was reported lost.
A child custody order violation report was
taken at 1134 hours from the ESPD lobby.
One male adult was reported missing at 1158
hours from the 1400 block of East Imperial
Avenue. The missing person was located a
short time later.
A felony evading report was taken at 1537
hours from the Plaza El Segundo.
A stolen vehicle was recovered at 1537 hours
from the 300 block of West Franklin Avenue.
Recovered was a 2006 Nissan Armada reported
stolen out of Anaheim PD.
One male adult was arrested at 1701 hours
from the 600 block of North Pacific Coast
Highway for possession of a dirk or dagger.
One male adult was arrested at 1826 hours
from the 400 block of Main Street for public
intoxication. •
