firefighter who distinguishes themselves by
extraordinary valor above and beyond the call
of duty,” El Segundo Police Chief Bill Whalen
explained. “Officer Darringer is the recipient
of this award for the El Segundo Police
Department for heroism displayed in the
apprehension of a suspect armed with a
hatchet who was threatening multiple people
that resulted in an officer involved shooting.”
The primary distinction in awarding the
Medal of Valor is imminent threat of great
bodily harm or loss of life to the officer, a
colleague, or a citizen.
The incident that earned Darringer his
Medal of Valor took place on January 18,
2017. He was the primary officer in pursuit
of a suspect who had driven off in an SUV
after threatening various individuals with an
axe in a residential area near Sheldon Street
and Imperial Avenue. Darringer joined with
Sgt. Glenn Delmendo, Officer Christopher
Jenkins and Officer Steve Paulsen in a chase
that eventually moved into Westchester. Once
the suspect reached Manchester Boulevard
west of Sepulveda, he began to drive erratically.
This spurred Darringer to complete a
legal intervention maneuver. The SUV then
spun around and came to rest next to Darringer’s
vehicle, trapping the officer inside.
The suspect then exited his vehicle and
stepped onto the hood of Darringer’s car
while raising the hatchet as if he was going
to attack through the windshield. Realizing
the extent of the danger he was in,
Darringer fired several rounds through the
windshield while in a seated position. At
the same time, Delmendo and Jenkins had
taken positions behind Darringer’s car and
saw that their colleague was in grave danger.
They proceeded to fire on the suspect, who
was ultimately killed. “The heroic efforts of
Officer Darringer saved his own life and the
bravery and sound decision-making of Sgt.
Delmendo and Officers Paulsen and Jenkins
saved Officer Darringer’s life,” it reads in the
submission about the honorees.
Sgt. Tony de la Rambelje earned the
Distinguished Service Award for his actions
during an incident on November 17, 2017.
“The Distinguished Service Award is given
to a police officer or firefighter who perform
acts that exemplify the finest standards of
their respective departments,” Whalen said.
“Sgt. De La Rambelje is the recipient of this
award for the El Segundo Police Department
for his efforts in successfully resolving a
call involving a mentally ill individual that
was armed with multiple knives and was
threatening suicide.”
On the date in question, de la Rambelje was
one of several officers dispatched to a residence
to respond to an assault and deadly weapon
call. The reporting party said he went to visit
a friend and found the man covered in blood,
prompting an immediate 9-1-1 call from outside
the home. The officers made phone contact
with the bloody individual and determined
this was a likely suicide attempt. It was also
possible someone else was in the residence.
When de la Rambelje and the other
officers entered the home, they found
a shirtless man about 10 feet away
“holding two knives in a threatening
manner while bleeding profusely from
several apparent self-inflicted cuts to his body
and throat.” There was also a great deal of
blood on the hallway floor and pouring from
his body. The man was also very agitated
and did not comply with orders to put down
the knives.
Using his skills as a crisis negotiations team
leader, de la Rambelje positioned himself
between the man and the officers and began
a calm and “empathetic dialogue” to
determine why the man was so upset – it
was apparently due to a situation with his
mother. The conversation went on for about
20 minutes until the sergeant convinced the
distraught individual to put down the knives
and seek help outside. After the surrender,
de la Rambelje provided water and a blanket
for the man to cover the wounds and hide
those from his mother. As it turned out, the
man had ingested 30 aspirin pills and 30
Tylenols in addition to drinking three beers.
He proceeded to cut his wrists and then slit
his own throat when officers arrived on the
scene. The individual eventually underwent
surgery after being transported to the hospital.
The honoree write-up commended de la
Rambelje for utilizing “outstanding verbal
skills, empathetic listening and rapport building
to de-escalate” a situation that might have
otherwise resulted in the use of deadly force.
The other officers were so impressed by their
colleague’s leadership and handling of the
situation that they nominated de la Rambelje
for the Distinguished Service Award. •

Project Description: A zone text amendment to 1) allow the payment of parking in-lieu fees for the purpose of
meeting the City’s parking requirements; 2) establish a process for paying in-lieu fees, and 3) establish an area,
