The bill’s impact on El Segundo High
School’s (ESHS) current bell schedule would
be significant, according to Tedford, with the
need to add a second period after lunch. That
may create timing issues/conflicts for athletes
who have to be pulled from class as well as
those with jobs or enrolled in co-curricular
activities. Tedford predicted that more students
will request a 0 period (7:30 a.m. start) to accommodate
practice schedules. In fact, ESHS
Athletic Director Steve Shevlin went so far as
to suggest that students “will lobby for a double
0 period,” an idea echoed by Board Student
Representative Jake Nichols. SB-328 requires
a full State Assembly vote in order to pass.
Also on Tuesday, the Board heard from consultant
Steve Ventura (Advanced Collaborative
Solutions) – contracted by El Segundo Unified
School District to facilitate achievement teams
where teachers collaborate creatively with the
ultimate end goal of increasing student efficiency
and tripling the speed of progress. Using a
five-step protocol, the main focus of the teams
is to appropriate new knowledge about the
teaching profession and to think outside of the
traditional GPA- and homework-based models
in order to engage students to “persevere and
come back for more.”
Tedford returned to lead a team presentation
for AVID (Proven Achievement Lifelong
Advantage), which looks to “close the achievement
gap by preparing all students for college
readiness and success in a global society.”
Recent program successes at ESHS include
an increased number of AVID sections as
well as trained teachers. One-hundred percent
of AVID students are on track for UC/CSU
A-G completion, while student enrollment in
at least one AP or PLTW course grew markedly
in 2017/18. Seniors in AVID applied to
at least one junior college and submitted 103
applications to four-year universities with acceptance
to 68. Students also applied for 174
scholarships via the ESHS scholarship packet
as well as 95 additional scholarships.
Other noted achievements: All AVID 9/10 students
took the PSAT and the program provided a
Study Hut tutoring partnership, as well as college
and career readiness presentations and AVID
counselor presentations. Goals for next year
include increasing higher level questions and
identifying quality “points of confusion”
schoolwide; increasing the number of students
earning a GPA of 3.0 or better; increasing student
access to advanced curriculum and courses; and
supporting the school’s effort to increase the
number of students who take AP exams in May.
The presentation concluded with comments
from eight AVID students (two from each grade
level), who provided first-hand testimonials on
the effectiveness of the program in helping them
improve their grades and organizational skills.
They also spoke of the “very welcoming” environment
and strong bonds with their fellow
AVID students. In a particularly heartfelt address,
12th grader Nyla Williams described how her
peers and counselors helped her navigate
through “the most life-changing situation” of her
life after the tragic passing of her younger sister
from a heart condition. Nyla managed to submit
17 scholarships and, inspired by her sister,
developed a plan to pursue a nursing career.
The comments moved Layne to tears and she
pointed out how her son – also in AVID – continually
asked for updates about the Williams
family to see if they were okay. “That’s the
AVID community,” Layne said, adding that the
program not only closes the achievement gap
but also “social and emotional gaps.”
The Board accepted several gifts, including
more than $3,000 in combined donations from
the Richmond Street School PTA for that campus
and $650 from the Eagles Nest Preschool PTO.
At the beginning of the meeting, El Segundo
Kiwanis Club President George Funk presented
a $5,000 check to ESHS to help financially
strapped students forced to make the difficult
choice not to take AP tests in order to pay
for other academic items. Tedford thanked the
Kiwanis for stepping in and filling the gap for
a need that was only recently identified.
Action items included approval of recommended
Science Pathway courses; adoption of
a resolution recognizing May 2016 as Classified
School Employee Week; designation of
Tedford and Shevlin as representatives to the
CIF; and approval to bring back Ventura next
year for more achievement team consulting;
Information pending items, which will come
back to the Board for final adoption on May 22,
included possible approval for a new standardized
Spanish textbook at El Segundo Middle
School that also aligns with high school level
curriculum. Additionally, the summer reading
lists for both ESMS and ESHG are now available
for parental preview, with multiple choices
for every grade level. Layne explained that
the list ensures “there are options” and that
a student “doesn’t have to read a certain one
they’re not comfortable with.” Superintendent
Dr. Melissa Moore stressed the importance of
those enrolled in honors programs to participate
in the required reading.
Moore also issued a reminder about two
town hall meetings scheduled for May 10 at
the ESMS Bulldog Hall and May 17 in the
ESHS library. Both start at 6 p.m. and the
topic is the long-range facility master plan
revision, with a now-reduced scope thanks to
escalating construction costs. Moore indicated
that the District wants public input on the
matter and plans to conduct a survey in the
next two weeks.
El Segundo Education Foundation CEO Carol
Pirsztuk spoke of another event – this Friday’s
Ed! Gala at Chevron Park, with more than 30
restaurants on hand and over 200 companies
that donated to the auction (which will also
be live online) or bought sponsorships. Layne
encouraged the community to attend and noted
that “you don’t have to cross Sepulveda.”

This project requires payment of State
prevailing rates of wages for Los Angeles
County. The contractor must post copies
of the prevailing schedule at each job

Note that the Project is subject to
compliance monitoring and enforcement
by California Department of Industrial

City must find bids failing to comply with
all applicable Labor Code requirements

Code §§ 1725.5 and 1771.4 to be
nonresponsive.
The contractor to whom the contract
is awarded must assist in locating,
qualifying, hiring and increasing the
skills of minority group employees and
applicants for employment, as set forth in
Executive Order 11246 and 11375.
Any contract entered into pursuant to
this notice will incorporate the provisions
of the State Labor Code. Compliance
with the prevailing rates of wages and
apprenticeship employment standards
established by the State Director of
Industrial Relations will be required.
Affirmative action to ensure against

The Contractor’s duty to pay State
prevailing wages can be found under
Labor Code Section 1770 et. Seq.

debarment.
Five percent (5%) will be deducted from
each progress payment and retained by
the City. The remainder less the amount
of all previous payments will be paid

for retention monies held by the City or
request that the City place such monies
into an escrow account. The Contractor

In entering into a Public Works contract,
or a subcontract, to supply goods,
services, or materials pursuant to a public
works contract, the Contractor, or Sub-
Contractor, offers and agrees to assign
to the awarding body all rights, title and
interest in, and to, all causes of action it
may have under Section 4 of the Clayton
Act (15 U.S.C. Section 15) or under the
Cartwright Act (Chapter 2 [commencing
with Section 16700] of Part 2 of Division
7 of the Business and Professions
Code), arising from purchases of

made and become effective at the time
