The debt swap could save El Segundo $61
million by eliminating interest charges that
CalPERS levies on local governments that
carry unfunded pension liability.
According to the council item, the underwriters
will develop a marketing plan for
rating agencies and investors and launch the
sale of pension-obligation bonds for investors
to buy. Underwriters will be paid up to
$325,000 for their services under the terms
of the contract approved Tuesday.
In Other Council Actions:
• A midyear budget review revealed El
Segundo received an unexpected bump in
revenues since October. City revenues were
nearly $1.7 million higher than projected. Despite
the slightly higher-than-projected income,
El Segundo lost almost $3 million in bed tax
in the past six months during the economic
shutdown caused by COVID-19. And next
year, the city is facing a $9 million structural
deficit that could require further spending cuts,
early retirement offers, and leaving vacant
positions unfilled for another year.
• The Wiseburn Aquatics Center ran a sizable
deficit from 2019 to 2020, prompting
Councilman Lance Giroux to call for changes
in how the facility is managed and promoted.
Despite the pool being reserved nearly yearround,
the center ran a $350,000 deficit in
the last fiscal year. “We need to figure out
how to hit a reset button and figure out how
to make that - if not profitable - come really,
really close to breaking even,” Giroux said
Tuesday. Wiseburn is an aquatics center, not
a local pool, and “we need to start running
it that way,” Giroux said. Booking outside
swim events would generate more money
and reduce pool time given to residents,
teams, and clubs.
• They decided to earmark the money from
the lease with TopGolf for the city-owned
golf property on Pacific Coast Highway to
pay CalPERS for unfunded liabilities. The
council adopted a policy directing 60 to 70
percent of the ground-lease income for pension
payments to CalPERS, and the rest to
rebuild the Equipment Replacement Fund.
Once the fund is replenished, the income
will be spent on capital improvements.
• Mayor Drew Boyles announced Kevin
Maggay ’s appointment to the Planning
Commission. His term will run through June
2023. Ryan Baldino and Brenda Newman
were reappointed to three-year terms, ending
on June 30, 2024.
• The Economic Development Advisory
Council will be retired and replaced by a
non-profit entity. The El Segundo Economic
Development Corporation will continue to
advise City Hall on policies and outreach
to attract and retain businesses. Deputy City
Manager Barbara Voss thanked all current and
former EDAC members for their participation
on the council, which boasts as many as 19
active members at a time.
• There are plans for upcoming cultural
and arts programs, including a Festival of
Holidays at Civic Plaza. Christmas, Hanukkah,
Kwanzaa, and possibly three more winter
holidays would be celebrated through food,
music, lights, and a tree lighting. Also, an
all-new program called TEDx El Segundo
would invite influential people to speak. The
city’s Arts and Culture Advisory Committee
envisions an after-school arts program, more
public art and displays in the outdoor dining
corridor along Main and Richmond Streets,
and a poet laureate program. The new initiatives
drew praise from some council members
and will need budget approval before the Arts
and Culture Committee schedules them. •
