people were potentially not representing their
interests and making a choice for the wrong
reasons. Let the people speak their minds
and vote.
On the Measure C sales tax increase:
SN: Bottom line, this tax will only go
into effect if and when Los Angeles County
decides to increase their sales and use tax by
0.75 percent, to the max allowable of 10.25
percent. This is a way for us to direct these
funds towards our city as opposed to the
County. The language in the ordinance clearly
stipulates that the tax cannot be enacted unless
LA County raises their tax rate.
The City is looking at budget deficits in
the years to come. Should the Council look
to raise other taxes/ask residents to pay for
trash/increase fees for services?
SN: The budget is one of the only tools council
people have. Finding savings in the budget has
to be a priority. If there are still deficits in our
future financial planning, I would like to open
conversation about the state of our budget and
encourage a public dialogue on the subject.
On the City’s pension liability. What
should we do?
SN: As presented by our finance director
last month, the City has the option to start
making larger payments ahead of schedule to
save us money in the long term. Pension liability
will be a subject discussed not only for
this council, but for future councils to come.
Spending less and exploring maximizing tax
revenue we have now will be my goal. I will
champion the cause to get more than the 6.3
percent of the property tax pie we get now.
On dealing with LAX growth and your
thoughts about the City’s relationship and
recent agreement with LAWA:
SN: El Segundo needs to take an active role
in the discussion surround LAWA and LAX.
Dick Croxall and Mayor Pro Tem Boyles
currently sit on a committee for the airport
and it is my understanding that Los Angeles
is unwilling to hear our voice. That needs to
change and will change. Relationships inside
LA City Hall are being forged and El Segundo
will have a voice and we will fight to protect
our quality of life.
Is the City properly handling its relationships
with companies/agencies that impact
the community such as Chevron, DWP,
Hyperion and the City of LA?
SN: Based on the information available to
the Planning Commission and public, I believe
the City is doing a fairly good job. However,
we can direct staff to try to do more. LAX and
Hyperion are two of our largest quality-of-life
impactors. Giving El Segundo a voice with the
representatives from these two facilities is key.
Chevron and the City have a great working
relationship and are currently under contract
for another 10 years regarding tax liabilities.
Should the Council make decisions that
maximize improving the environment even
if it means spending more money?
SN: The State of California has set standards,
but the City could always push to be
better than the minimum standard. All things
need to be considered prior to investing City
funds into improvements. I am an individual
who does not look for quick fixes. I will look
at long-term plans for the City and make recommendations
and decisions according to our
long-term vision.

your opinion of the current joint-use agreement
and arrangement regarding the new
aquatics facility:

Last Thursday evening’s Wiseburn School
Board meeting capped a busy two-week period
for the members. Last Thursday evening, they
authorized a resolution to place a school bond
measure -- the fifth to face voters since 1997
-- on the June 5 California primary ballot.
This meeting took place two days after the
Board met with interested Wiseburn Unified
School District (WUSD) residents to discern
their thoughts on the possible bond.
The measure, asking for approximately $29
million from residents in the district, will be
the first measure since the 2010 $87 million
bond passed to help fund construction of the
new Wiseburn High School.
Last week’s meeting also took place on
the heels of the selection of Dana Middle
School Principal Blake Silvers as the new
superintendent to succeed the retiring Tom
Johnstone, who leaves Wiseburn at the end
of the school year. Johnstone, speaking of
Silvers, said, “He knows the community,
he has provided District leadership around
[school site] safety… [and is] the go-to person
for safety, which weighs on people’s minds
right now. He has all the skills and will have
wonderful people around him to support him.
He is going to be outstanding.”

from “an awesome pool of candidates,”
but Silvers’ familiarity with a smaller school
district such as Wiseburn and his ability to
handle multiple job tasks set him apart from
other candidates.
Board President JoAnne Kaneda talked
about the national superintendent search, saying,
“We are really excited that our selection
was right here in Wiseburn.” Board member
Neil Goldman, giving kudos to the outgoing
Johnstone, said he didn’t think of Silvers as a
replacement but rather as a successor. “Tom,
you are not replaceable,” Goldman said, adding
that the Board vote on Silvers was 5-0.
There were two special presentations on the
agenda, including bestowal of mini-grants to
three Wiseburn teachers by the Rotary Club
of Hawthorne/LAX/Lennox. Tanya Woodward
received a $300 grant, with the teaching team
of Alice Davis and Stacy Shepard netting
$213.89.
The second presentation was helmed by
Cabrillo School Principal Lisa Baggio helmed
the second presentation along with Jennifer
Williams, a Cotsen mentor/math teacher on
special assignment (TOSA) at Cabrillo. Williams,
joined by more than a dozen of her
young students, helped demonstrate what is
termed “Cognitive Guided Instruction” (CGI)
in math at Cabrillo. The students sat on the
floor under the presentation whiteboard and
Williams guided them through “number talks.”
Through this process, the students figure out
math problems, develop their “mental math
skills,” and collaborate with their classmate
partners to explain to the teacher their thinking
in solving the problems. Baggio said the
presentation objective was to “share a CGI
journey and explain the impact [it] has had,
on both our teaching, and our learning at
Cabrillo.”
The information section of the nearly
three-hour meeting included comments from
Johnstone regarding the coupling of the District
with the Cotsen Foundation, and how Cotsen’s
financial largesse has benefitted the Wiseburn
by “enhancing the teaching profession, focusing
