ES School Board Approves Site
Safety Plan, Security Assessment

Site safety has always been paramount in
school districts. But with the recent carnage
at a Florida high school, the safety issue has
taken on a new import in districts nationwide.
The El Segundo School Board took steps
at Tuesday night’s meeting to tighten security
at local campuses, passing an agenda action
item that will partner El Segundo Unified
School District with Actus Consulting and
Training to “provide a custom-tailored
security assessment” for all school sites.
The Actus group will be tasked, at a
cost of $9,800 ($6,500 covered by the
PTA Council) to the District, to provide
threat and vulnerability assessment; review
site and facility security; analyze local
crime data; review security policies and
procedures; and, among other missions,
provide a review of security personnel and
capabilities. School Board President Emilee
Layne stressed the need for the District to
be “proactive, not reactive” when it comes
to ensuring school site safety.
Tuesday’s agenda also included brief
presentations by student representative Jake
Nichols, who extolled the recent exploits of
the El Segundo High School boys varsity
soccer team that not only captured a divisional
CIF championship, but also triumphed
in the regionals that culminated in penalty
kicks last Saturday; and Ed! Foundation
CEO Carol Prisztuk, who spoke of past
not to seek reelection, the El Segundo City
Council will soon welcome two new members.
Four candidates threw their hats into the ring
to vie for the available spots and voters will
decide on April 10 who joins Drew Boyles,
Don Brann and Carol Pirsztuk on the dais. To
introduce the candidates to the community and
to get their thoughts on important local issues,
the Herald reached out to each with questions
on a variety of topics.
Born in Hawthorne, Scot Nicol, 37, graduated
from El Segundo High School in 1998.
He went on to UCLA, earning his Bachelor
of Science degree in Sociology in 2004. He
worked in the title insurance industry from 2006
to 2012. Nicol opened Beach Mex restaurant
on Grand Avenue in 2009 and became a realtor
in 2012 with an office on Main Street. He is
married with two young children.
An active Kiwanis Club member for 12
years, Nicol has also volunteered for Tree
Musketeers, the Ed! Foundation, CASE food
drives, PTA fundraisers such as Fall Festival
& Ice Cream Social. He supported numerous
organizations, sport team groups, churches and
nonprofit through Beach Mex and also coached
AYSO and El Segundo Little League teams.
Nicol currently serves on the El Segundo Planning
Commission, for which he was originally
appointed in August 2012.

Why are you running for City Council?
SN: I want to run for Council because I
love El Segundo and believe it is our duty as
citizens to give back to our town -- a town
that has provided so much to us. The people
of El Segundo deserve to be represented by
experienced, qualified members of their community.
Individuals that believe in preserving
the identity of our town while ushering her
through her evolution in the 21st century.
What unique skill sets do you bring to
the table that will benefit the city?
SN: My greatest skill is my ability to listen,
process and understand what truly matters to
each person I speak with from various backgrounds
and points of view. In my experience
I have found that when you build bonds with
people, you can then work together to find
a commonality. This leads to an elevated
conversation and compromises that create an
outcome shaped not in my image or yours,
but rather in our image…
