Council Candidates Tackle the
Issues: This Week-Lance Giroux

opting not to seek reelection, the El Segundo
City Council will soon welcome two new
members. Four candidates threw their hats
into the ring to vie for the available spots
and voters will decide on April 10 who joins
Drew Boyles, Don Brann and Carol Pirsztuk
on the dais. To introduce the candidates to
the community and to get their thoughts on
important local issues, the Herald reached out
to each with questions on a variety of topics.
Raised in Massachusetts and a graduate
of Boston College, Lance Giroux worked
for Procter & Gamble for five years during
which time he earned an MBA. He then had
a stint with a footwear company headquartered
Council Extends RFP Timeline for
The Lakes; Looks at Metro Grant

On Tuesday night, the El Segundo City
Council agreed to extend the timeline on
the request for proposal (RFP) process
for The Lakes at El Segundo site. Key
changes to the original schedule include
allowing bidders 49 days from the RFP
release date (instead of the previous 30-
to 35-day window that was viewed as
insufficient) to submit their proposals; and
providing additional time to complete a
clubhouse facility assessment. According
to Recreation and Parks Director Meredith
Petit, a consultant will wrap up that assessment
this week and draft a report in
time for the March 12 Lakes RFP Task
Force meeting.
The Council will look at the draft RFP
on March 20, with review from the city
attorney and revisions made over the following
two weeks. Final approval of the
RFP is set for the April 3 Council meeting
and the document will be released two
days later. A mandatory site visit will
take place April 23-25 so City officials
can meet the potential bidders, who can
in turn ask questions. Proposals must be
submitted by May 24, followed by an
evaluation period to narrow it down to
the top three candidates by the end of
May. At Councilmember Don Brann’s
request, he and his colleagues will take it
over from there and choose the winning
in Taiwan. After spending two years in
China and then Mexico, managing millions
of dollars-worth of production for the US
market, he joined Dynasty Footwear in El
Segundo in 2001 and currently serves as vice
president of sales.
Giroux was an elected member of the El
Segundo Little League (ESLL) board of
directors for five years and has served as
president for the past two years. He also
served on the board of directors for El
Segundo Girls Softball (ESGS) for three
years and president for two of those years.
He is additionally a member of El Segundo
Kiwanis, and has coached and managed teams
for ESLL, ESGS and AYSO.

Why are you running for City Council?
LG: For the past 18 years I have been a
resident, homeowner, volunteer and employee
of a local company. I want to preserve what
we love about this city -- quality public
services, strong schools and a deep sense of
community. My goal is to serve in the best
interests of all El Segundo’s residents from
the youngest toddler to our valued senior
citizens -- all of whom call this town home.
What unique skill sets do you bring to
the table that will benefit the city?
LG: I have lived and worked internationally
and domestically, in big cities and in
small towns. Each environment has exposed
me to innovative people and ideas that bring
together the best of different opinions and
perspectives. I bring those experiences to this
opportunity to serve El Segundo, knowing
that strong and creative solutions start with
thoughtful listening and deep appreciation
for what others bring to the table.
The Issues
What are the two most important issues
facing El Segundo and what would you do
to address those?
LG: We must re-examine the revenue
streams we traditionally rely on and seek
out new opportunities to attract and retain
businesses that enhance our community and
bring in needed capital. I will work closely
with EDAC, our local business owners and
our city management to continue to harvest
new opportunities and create an effective
long-term strategy.
