The current schedule has received positive
feedback from District survey respondents,
including allowing teachers to see students
four times a week; students spending more
time in Spanish and Art/Music classes than
in prior years; and the new schedule treating
all eight subjects “more fairly and equitably.”
Areas of concern included that, for some,
it is hard to remember the schedule. Also,
some students have had difficulty juggling
an eight-class load and there is “not enough
time for inquiry and project-based learning
for students” because of the shortened class
periods. Gooden, summing up the presentation,
noted a teacher survey that was based
on their “comfortability” with continuing the
current bell schedule for 2018-19. It garnered
a 64 percent approval amongst instructors.
With student representative Jake Nichols
out of town, serving as a cabin leader at
the District’s Outdoor Science week, the
Board quickly tackled consent agenda items,
of which there were 13. The Eagles’ Nest
learners were again front and center, with
the Board approving an agreement with a
firm that provides teaching strategies for
the preschool staff; and ratifying a contract
to allow the youngsters to participate in a
program with Zooga Yoga.
Also on the consent agenda were two
items involving para-educator training and
intervention. The Board moved forward
with PBK Architects to update the District’s
Long-Range Facility Master Plan (LRFMP).
The District is considering placing a bond
issue on the ballot in November to help
finance needed improvement projects. The
Board has decided to review the LRFMP,
with a lens on school safety concerns. “A
deep-dive” explained Moore. “Safety is a
deep-dive.” Board President Emilee Layne
noted how District stakeholders will hopefully
get involved in updating the LRFMP.
Earlier, during public comments, multiple
attendees implored the District representatives
to not only secure the safety of campuses,
but also address the issue of school campus
bullying. Prior to the meeting, Moore
noted that with the Board now focused on
the school bond, they will, with the help
of PBK Architects, revisit the LRFMP. She
said that they will scrutinize each project
“line-by-line,” which includes $4 million in
“safety measures” in the plan, but nothing
specifically for automated protective “door
mechanisms.”
Campus safety is a hot-button topic of community
interest, particularly after the latest
school shooting rampage in Florida. Moore
said they will also investigate increasing campus
video surveillance, possibly looking into
interfacing a system that could be monitored
by the El Segundo Police Department. The
LRFMP review process will take place over
the next few months.
Tuesday’s action items included passing
the state-mandated Single Plan for Student
Achievement at each of the District sites, and
approving the new El Segundo High School
class in the fall of 2018 based on “functions,
statistics and trigonometry.”
Construction change orders were next on
the agenda, with quick approvals. But Layne
did register her consternation at some of
the change orders, which typically cost the
District extra money.
The only information pending action item
was the comprehensive school safety plan for
the current school year, at each site. Board
members expressed their concerns about
the need for community stakeholders to get
involved in the implementation of any uptick
in District safety plans. “We need help,”
said Layne. Added member Jim Garza: “We
can’t do this alone. Nothing is more special
than our kids.”
In other District news, the Board met on
Feb. 21 to review and discuss Governor
Brown’s proposed budget and to hear recommendations
regarding how that could impact
upcoming potential personnel, program and
facilities’ needs. The members also reviewed
recommendations regarding Ed! Foundation
funding and looked at possible grants available
to the District.
Moore reported that the special meeting was
productive, noting that “while the Governor’s
budget is somewhat brighter for education,
we are still not back to even 2007 funding
levels.” The Board looked at services and
programs that will be added in the 2018-19
school year, including Chromebooks to third
grade, and updated iPads for all middle and
high school students.
Last Thursday, El Segundo High School
Principal Jennifer Tedford, in concert with
Moore, chaired a meeting that took place in
the campus library, bringing together local
business and civic leaders as well as students
to develop a graduate profile that would “encapsulate
the skills a graduate from ESHS
shall possess to meaningfully contribute to the
future workforce.” Moore said she “felt we
had a good representation of both civic and
business leaders.” Now it will come down to,
she added, “packaging the information” so
that it can be utilized to build the high school
graduate profile.
On Monday, El Segundo Middle School
celebrated its selection as one of 22 schools in
the state of California recognized as a “Model
Middle School.” The 10:30 a.m. program featured
student performances and concluded with
a reception for community members and guests.
The next regularly scheduled El Segundo
School Board meeting is on the docket for
Tuesday evening, March 13. •

SUMMARY OF ADOPTED ORDINANCE
Ordinance No. 1565 amends Title 1 of
the El Segundo Municipal Code (ESMC),
modifying ESMC Chapter 3 regulating
the City Seal; 3-1 to 3-9 (Description,
Use Required, Custody, Adoption, Use,
Promotional Use, Additional City Logo,
Penalties). Specifically, the amendment
achieves the following:
Adds, identifies, and describes the new
logo.
Establishes permissible uses and
penalties for unauthorized uses.
Harmonizes the existing to the new
language.
Distinguished custodian of the seal from
the logo.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1565 was duly introduced by said
City Council at a regular meeting held
on the 6th day of February 2018, and
was duly passed and adopted by said
City Council, approved and signed by the
Mayor, and attested to by the City Clerk,
all at a regular meeting of said Council
on the 20th day of February 2018, and the
