PROCEEDINGS LEADING THERETO,
INCLUDING THE ADOPTION OF A
RESOLUTION THAT AUTHORIZES
THE ISSUANCE OF BONDS AND THE
EXECUTION AND DELIVERY OF A
TRUST AGREEMENT, RELATING TO THE
ISSUANCE OF BONDS.
DETAILED SUMMARY OF MATTER TO BE
VALIDATED:
The City provides its employees with
retirement benefits under the requirements
of the Public Employees Retirement Law,
California Government Code section 20000
et seq. (Retirement Law), pursuant to a
contract, as amended from time to time, it
has entered into with the California Public
Employees Retirement System (CalPERS,
and the CalPERS Contract). The City
has established three pension plans for
its employees, a Miscellaneous Plan (the
“Miscellaneous Plan”), a Safety Police First
Tier Plan (the “Policy First Tier Plan”), and a
Safety Fire Plan (the “Fire Plan”) pursuant to
the CalPERS Contract. The Retirement Law
obligates the City, among other things, to: (1)
make annual contributions to CalPERS to
fund pension and other retirement benefits
for its members and their beneficiaries; (2)
amortize the unfunded accrued actuarial
liability of the City under the Retirement Law,
which is the liability for retirement benefits
that has accrued under the Retirement Law
and the CalPERS Contract but which the
City has not yet paid to CalPERS; and (3)
appropriate funds to pay these obligations.
As of June 30, 2019, based upon the
actuarial reports of pension liability as
calculated by CalPERS with respect to
the Miscellaneous Plan, the Police First
Tier Plan, and the Fire Plan (together,
the “Actuarial Reports”), the City had an
aggregate obligation for its Unfunded
Accrued Actuarial Liability in the amount
of amount of $151,299,753 (consisting of
$34,576,384 for the Miscellaneous Plan,
$61,384,985 for the Police First Tier Plan,
and $55,338,384 for the Fire Plan) pursuant
to the Retirement Law, based on the market
value of assets. The City understands and
believes that, in the current market, it can
issue taxable bonds at a true interest cost
not more than 4.00% (current expected true
interest cost estimated at 2.73%). Thus, the
City can realize a substantial savings on its
interest expense by issuing the Bonds, using
the proceeds to refund its Unfunded Accrued
Actuarial Liability under the CalPERS
Contract, and thereby pay a lower interest
rate on the Bonds than the rate it would
otherwise have to pay to CalPERS.
On January 19, 2021, after public notice
in accordance with law, the City Council
adopted the Resolution (Resolution No.
5246), entitled, “Resolution Of The City Of
El Segundo, California Providing For The
Issuance Of One Or More Series Of City
Of El Segundo Taxable Pension Obligation
Bonds And Authorizing A Trust Agreement, A
Validation Action And Other Matters Relating
Thereto” (Resolution). A true and correct
copy of the Resolution is attached to the
complaint. Summarized, in the Resolution
the City Council authorized, among other
things, the issuance of one or more series
of pension obligation bonds, and the
execution and delivery of a trust agreement
and supplemental trust agreements in
connection with the issuance of such bonds,
to facilitate the payment of all or a portion of
the City’s unfunded accrued actuarial liability
and, to the extent consistent with the City’s
then-existing local debt policy, the City’s
annual contributions to CalPERS, to fund
pension benefits for its members and their
beneficiaries.
The City brought this validation action to
confirm the validity of this bond transaction
and its terms, as described above and more
specifically in the complaint. The City seeks
an order declaring, among other things,
that the City’s incurrence of any and all
indebtedness and/or liability in connection
with the pension obligation bonds, the City’s
unfunded accrued actuarial liability, and
any annual contribution to CalPERS, as
authorized in the Resolution and pursuant
to the CalPERS Contract, is subject to an
exception, and not otherwise subject, to the
debt limitation set forth in Article XVI, Section
18 of the California Constitution. The Plaintiff
has filed a civil complaint against you. If you
wish to contest the legality or validity of the
matter that is the subject of this lawsuit, you
must appear and file with the Court a written
pleading in response to the Complaint not
later than March 22, 2021. Your pleading
must be in the form required by the California
Rules of Court. Your original pleading must
be filed in this Court with proper filing fees
and proof that a copy thereof was served on
Plaintiff’s attorneys.
Unless you so respond, your default will be
entered upon Plaintiff’s application, and this
Court may enter a judgment against you
for the relief demanded in the complaint.
Persons who contest the legality or validity
of the matters which are the subject of this
lawsuit will not be subject to punitive action,
such as wage garnishment or seizure of their
real or personal property.

NOTICE OF AVAILABILITY
of Environmental Impact Report
Pacific Coast Commons Specific Plan Project
Address: 401-575 N. Pacific Coast Highway (PCH) and a parking lot on the 600-block of PCH
Applicant: MAR CDC Holly, LLC
Project Description: The proposed Project involves a new Pacific Coast Commons Specific Plan, which
includes approximately 6.3 acres of developed property. The Project would demolish existing structures,
including a former restaurant with meeting/ballroom space and the existing surface parking lots of the Fairfield
Inn & Suites by Marriott and Aloft Hotel properties. The Specific Plan would allow for the development of up to
263 new housing units and 11,252 gross square feet of new commercial/retail uses, and associated parking.
The Fairfield Inn & Suites and Aloft Hotel would not be redeveloped or expanded, but the zoning for the existing
properties would be changed to reflect the current land uses. The project applications/requests include the
following: Environmental Assessment (EA-1248); General Plan Amendment (GPA 19-01); Zone Text
Amendment ZTA19-08; Zone Change (ZC 19-01); Development Agreement DA19-02; Subdivision (SUB 19-03);
Site Plan Review (SPR 19-01); Parking Demand Study; Shared Parking Agreements; reciprocal access
agreements; and Waivers from street dedication requirements.
Notice of Availability: Pursuant to Section 15064 of the California Environmental Quality Act (CEQA)
Guidelines, the City of El Segundo (City) as the Lead Agency has prepared an Environmental Impact Report
(EIR) for the proposed Pacific Coast Commons Specific Plan Project (Specific Plan/Project). The Draft EIR has
been prepared to analyze the potential environmental effects of the proposed Project, identify ways to reduce
significant environmental effects, and analyze feasible alternatives to avoid or minimize significant environmental
effects. In accordance with CEQA Guidelines Section 15087, the City has prepared this Notice of Availability
(NOA) to notify responsible and trustee agencies, interested parties, the Office of Planning and Research, and
the County Clerk of the availability of the Draft EIR for public review. The full NOA with a detailed project

in the United States, many Americans are
preparing to get the vaccine to protect themselves
and help slow the spread of COVID-19.
If you’re able to get the vaccine, you probably
have a lot of questions. Knowing what to
expect and how to properly prepare for your
appointment can help put your mind at ease.
Covid-19 Vaccine Basics
COVID-19 vaccines are now available
in the U.S., and according to the Centers
for Disease Control and Prevention (CDC),
the vaccines approved in the U.S. do not
contain the live virus that causes COVID-19
and therefore you cannot contract COVID-19
from them. The CDC states these vaccines
have been carefully evaluated in clinical
trials and are deemed safe and effective by
the U.S. Food & Drug Administration (FDA)
with a full advisory committee meeting
review for all vaccines.
Preparing For
The Covid-19 Vaccine
Getting a vaccine not only protects you, but
also the people around you, especially those
who are unable to get vaccinated. The CDC
offers guidance summarized below to help
you prepare for your vaccination, whether
it’s your first or second dose:
1) If you’re approved to get a vaccine,
talk to your healthcare provider ahead of
time. You may be going to a vaccination
clinic where your healthcare provider is
not directly administering the injection, so
if you have questions, speak with them before
your appointment.
2) Do not schedule any other vaccinations
within two weeks before your COVID-19
vaccination. If you feel ill before your
appointment, call the vaccination clinic
and ask if you should still come in or reschedule.
3) Get good rest the days prior to the appointment,
especially the night before. Eat a
light meal or snack before your appointment
and stay hydrated. Rest and good nutrition
help prepare your immune system for the
vaccination.
4) Ask about side effects. While some people
have no symptoms, others may experience
headache, muscle/joint pain, chills, fever and
fatigue that generally subside after 48 hours.
Plan for several low-key days following
your vaccination.
5) Plan ahead for post-vaccination care
by having the essentials on hand in your
medicine cabinet. According to the CDC,
over-the-counter medications (like Advil)
can reduce pain, fever or discomfort associated
with post-COVID-19 vaccine, including
mild aches or arm soreness. According to
Dr. Jeffrey Fudin, B.S., Pharm.D., FCCP,
FASHP, FFSMB, “Aches and fever are
common side effects of coronavirus vaccination,
and can easily be treated with a pain
reliever like Advil.”
6) If your vaccine requires two doses, consult
with your vaccination clinic or pharmacy to
schedule your second dose.
While millions in the U.S. have received
the COVID-19 vaccine, availability is currently
limited and you may not be able to get
it right away. Continue to take smart safety
measures such as washing your hands frequently
with soap and water, wearing a mask
when out in public, avoiding large crowds,
and appropriate social distancing. When it
is time to get your COVID-19 vaccination,
these preparatory steps will help you feel
empowered as you take an important step
