that El Segundo is not the one raising its
rates. It’s passing along the inflationary costs
of the city of Los Angeles and West Basin
Metropolitan Water District. Proceeds from
the higher city Water Department bills will
be used to rebuild the city’s depleted wastewater
fund and make needed repairs to the
outflow meters that determine how much the
Hyperion charges the city to accept effluent
and food waste.
The Hyperion accepts effluent and solid
waste from properties east of Pacific Coast
Highway. The east side of El Segundo is
serviced by Los Angeles County.
Roughly one-fourth of the affected property
owners objected to higher water-utility
bills at this time, City Clerk Tracy Weaver
reported. That was not enough to block the
City Council from setting higher new waterutility
rates through 2025. Protests ballots
were mailed to 4,206 water customers and
4,155 wastewater customers, Weaver said.
A total of 1,092 water customers objected
to a three percent annual increase. A smaller
number - 989 - opposed raising the wastewater
portion of local utility bills, she reported.
The public hearing was held in accordance
with Prop. 218, and it takes a majority vote
by property owners to stop certain tax and
utility rate increases by local governments.
The three-year spike in Hyperion costs
to El Segundo forced the city repeatedly to
dip into the wastewater fund, according to
Chief Financial Officer Joe Lillio. The fund
should only be tapped for one-time use, City
Manager Scott Mitnick told the council on
Tuesday. That impression a city isn’t managing
its finances well is especially important
because El Segundo is preparing to issue
pension-obligation bonds to cover its $151
million obligation to CalPERS. Any sign of
financial weakness could lower the city’s
bond rating and hurt its ability to raise the
necessary capital.
Resigned to the fact that El Segundo
could not subsidize the rising water-treatment
rates coming from Los Angeles, Councilwoman
Pirsztuk suggested El Segundo band
together with other South Bay cities and
created a Hyperion oversight committee.
The goal: to compare notes about the
Hyperion’s pricing and be ready should
water-treatment rates continue to skyrocket.
City Manager Mitnick was tasked with making
that happen.
The quality of the effluent leaving El
Segundo is getting worse and costing more
to treat, the city’s Public Works Director
Elias Sassoon said. Low-flow toilets would
seem to be the obvious cause; however, he
pointed to the opening of more restaurants
on the city’s westside and higher density
in Smoky Hollow as bigger contributors to
the degradation.
Environmental impacts of businesses also
factored into the council’s decision to welcome
the California Green Business Network to the
city. Using a $30,000 grant from the state, the
Public Works Department will recruit local
businesses to join the program. The council
agreed to a one-year pilot program on the
condition that El Segundo can withdraw if
not enough local companies show an interest
or if the funding dries up.
The push for a green-business rewards
program came from the city’s Environmental
Committee. The advisory panel to the council
would rather that companies voluntarily
adopt sustainable practices that reduce the
carbon footprint, including waste and emissions,
than being forced by the city to do
it. Tracey Miller-Zarneke, who heads the
Environmental Committee, urged the council
to grab the opportunity offered by California
Green Business Network. It certifies member
businesses and allows them to market their
sustainable energy, waste, and water practices
and attract like-minded customers, it says.
The funding from Sacramento isn’t guaranteed,
and the network organizers won’t
know until May if money will be available
for El Segundo to participate. The grant will
pay for half of the first-year program costs.
City staff time and outreach will be required.

The Lakes at El Segundo officially changed
hands on Monday, when the city turned over
the property to TopGolf for planned improvements.
The course and driving range will
remain closed for 14 months, with a planned
reopening date of May 2022. Demolition
begins this month, and work on the golf
course is set to start in June.
The developer on the project, CenterCal,
informed the city it plans to make additional
improvements to the course and needs more
time to finalize the construction contract with
TopGolf. The council agreed to the request,
giving CenterCal, more time.

The Lakes. Topgolf’s long-awaited entrance
into the Southern California market began
on Tuesday. The nine-hole course is being
redesigned, and a three-level driving range
will be built at the Pacific Coast Highway
site. With a restaurant and entertainment venue
on-site, the golf property will bring 400 jobs
and generate up to $2 million per year in
new revenues for El Segundo, it estimates.
El Segundo will use Many Mansions to
develop and manage affordable-housing
projects, the council decided. The city currently
has $5 million set aside to increase the
number of affordable units, either through the
purchase of a multi-family unit or construction.
Many Mansion is an affordable-housing
services provider that contracts with Southern
California cities under orders from the state
to meet lower-cost housing goals.
Mayor Boyles has urged Gov. Gavin
Newsom and the Los Angeles County
Board of Supervisors to allow youth sports
to resume. In a letter to the governor and
county leaders, Boyles cited the emotional
trauma children are experiencing from being
isolated for nearly a year from their teammates
and friends. Allowing sports leagues
and competition again is “exactly what our
students need to weather the pandemic,” the
mayor wrote.
Parents and league organizers gathered at
City Hall before Tuesday’s council meeting
to raise awareness about the mental-health
effects that children are beginning to exhibit
because of the prolonged restrictions on
close-contact sports and social-distancing
requirements implemented by the state and
county to slow the spread of COVID-19. •
