about the open DEI committee seats, of
which there are presently three. She noted
that the city has completed “the noticing”
for the open DEI Committee seats and that
the staff is in the process of scheduling
interviews. The mayor then said the city was
the first to have a DEI Committee of area
cities, and Voss confirmed that El Segundo
remains the only city in the area with a
DEI Committee.
In additional public comment, resident
Randall Duncan addressed beautifying the
downtown outdoor dining areas to change
it from a sea of orange safety barriers to
areas with potted plants and other attractive
fixtures and furnishings. Duncan, a privately
formed El Segundo Downtown Beautification
Fund group member, said a private/public
partnership to benefit residents and bring
more visitors downtown would help area
retailers and residents. The idea is for the
partnership to fund and reimburse vendors for
labor and items such as fixtures, furnishings,
equipment, soil, plants, and pots to “restaurant
food beverage service providers” bounded
by a preliminary map of Mariposa Avenue
to the north, El Segundo Boulevard to the
south, Richmond Street to the west and
Standard Street to the east. “I hereby challenge
the city to embrace the concept of the El
Segundo Downtown Beautification Fund and
immediately implement measures, working
with the private sector, to expeditiously remove
from view the sea of orange construction
K-rail barriers and replace with safe, accessible
beautification projects,” Duncan said funds
could be used for dining chairs and tables,
tents, umbrellas, heaters, and temporary
lighting. He noted that the new area could
include raised platforms, adding that the
area would be more accessible to address
mobility issues. The group has already started
its fundraising. When asked by Mayor Drew
Boyles about the group, Acting City Manager
Joe Lillio said he was not aware of them but
would check with city staff to see if anyone
had heard from the group previously.
During Public Comment, resident “Nick
Nicotine” said he was “really sad” that the
council did not pass an amended smoking
ordinance at its previous meeting on February
1 that would have regulated and prohibited
smoking in designated areas. He cited how
El Segundo considers itself “child friendly”
and yet declined to take action to change the
municipal code. “Nicotine” has worked for
five years in the South Bay — at two high
schools and a middle school — and says,
“the nicotine problem, the vaping problem,
the smoking problem is here to stay.” He
said he “wished” the city could “get it
together.” At the February 1 meeting, Nicol
said he supported the amendment to the
ordinance. Mayor Pro Tem Chris Pimentel
and council member Lance Giroux openly
attacked the ordinance as not enforceable and
government overreach.
During the Top Golf agenda item, city
staff revealed an amendment to its agreement
with Top Golf that changed the “community
benefit” of $200,000 Top Golf would provide
the city with according to contract to include
doing so to include the Consumer Price Index
inflator, resulting in a 10 percent increase
every five years. The previous agreement had
not made any provisions for that increase,
keeping the “community benefit” static. Top
Golf, where The Lakes at El Segundo once
was located, confirmed they still aim to open
on April 15 and intend to employ roughly
400+ employees.
City Council also voted 5-0 to send a
letter asking Los Angeles County to allow
the city to either follow State mask-wearing
laws or allow a Public Health staff member
overseeing the city to decide where and
under what circumstances masks will need
to be worn. •
