his buddies.
Adzuki is a high energy, confident little girl,
who is as social with humans as she is with
other cats. Like her brother, Fava, she plays

Perry is a wonderful kitten who is on his
way to being one chubby kitty. He is exceptionally
loving and cuddly, never hesitating
to come running when called. He has a loud
purr but almost never meows. Perry is great
with his littermates. His ideal adoption would
hard and then rests hard by climbing onto
your chest or lap for some snuggles and a
super loud purr of affection. “Zuki” excitedly
responds when you call. She will run up to
you to engage in a game of chase if she is in
a playful mood, or willingly accept a snuggle
when she is getting sleepy. She has an epic
purr and always wants to relax near or on her
human friends. If you don’t have any other
pets, please consider adopting Adzuki with her
brother, Fava. They adore each other!
Orville is the sweetest little boy who was
rescued from the street with a very bad eye
infection. Unfortunately, he lost an eye but that
does not slow him down. Orville runs around
and plays with our other cats and kittens. He
loves attention and loves to snuggle with you.
He’s a love bug who will sit in your lap and

purr and purr. Orville would love a home
with another kitten. This sweet boy deserves
a loving home after a rough start on the street.
These cats and kittens are available for
adoption through Kitten Rescue, one of the largest
cat rescue groups in Southern California. All
our kitties are spayed/neutered, microchipped,
tested for FeLV and FIV, dewormed and current

An Ordinance of the City Council of the
City of Hawthorne, California, Amending
Hawthorne Municipal Code Chapter 1,
8, 15, and 17, Regarding Organic Waste
Disposal Reduction Requirements and
Setting a Hearing Date on November 9,
2021.at 6:00 p.m.
In September 2016, Governor Brown signed into
law SB 1383 (Lara, Chapter 395, Statutes of
2016), establishing methane emissions reduction
targets in a statewide effort to reduce emissions
of short-lived climate pollutants in various sectors
of California’s economy. SB 1383 requires the
implementation and/or amendment of several
ordinances and policies to facilitate compliance,
including but not limited to: a mandatory organics
service ordinance, an enforcement ordinance,
a CALGreen C&D ordinance, a Model Water
Efficient Landscaping Ordinance (MWELO), and
procurement policies aligned with the state’s
Public Resources Code.
SUMMARY MUNICIPAL CODE CHANGES:
The following is a summary of the updates made
to the City’s Municipal Code for compliance with
the legislation and other City policy decisions.
• Enforcement of the Code has been reviewed
for compliance with SB 1383 and did not
require updates.
• Recyclable Materials, Organic Materials,
and Solid Waste Collection and Disposal
modifications:
• Definitions have been added and updated
to align with SB 1383.
• Sections were inserted to aid organization
of the Chapters.
• Includes requirements for the City’s franchise
hauler and limitations for self-haul/back-haulers.
• Prohibits generators from placing incorrect
materials in containers, such as organic materials
in the recycling container.
• Includes the requirements for single family,
multi-family, and commercial businesses as
separate sections.
• Adds the requirements for issuance and
approval of allowable waivers from collection
service under SB 1383. Allows City, with proper
documentation, to automatically issue waivers.
• Updates enclosure space requirements to
include space for an organics, recycling, and
solid waste container.
• Gives the City authority to inspect and
investigate complaints or confirm compliance
for SB 1383.
• Includes provisions that City cannot take
enforcement action before required date in SB
1383 (January 1, 2024).
• Adds the edible food recovery requirements
for commercial edible food generators to comply
with the requirements including arranging for edible
food donation services, record keeping, etc.
• Adds requirements for food recovery organizations
to comply with the requirements including
implementation of written agreements, record
keeping, reporting, etc.
• The Landscape Water Efficiency chapter
has been reviewed for compliance with SB
1383 and required minor updates.
• Building Standards Codes and Administrative
Provisions Pertaining to Building and Construction
has been reviewed for compliance with SB
1383 and required minor updates.
• Sample language was provided to align
with the procurement requirements for internal
administrative policy update and is not required
to be included in the Municipal Code.
• Other Notable Revisions/Updates:
• Clarifies the responsible party for participation
or subscription to collection service that was
ambiguous in prior legislation.

TO APPROVE ZONING CODE
AMENDMENT 2021-001 (ZCA-2021-001)
TO AMEND CHAPTER 12 (PLANNING AND
ZONING) OF THE INGLEWOOD MUNICIPAL
CODE TO MODIFY REGULATIONS FOR
SMOKE SHOPS.

WHEREAS, on July 7, 2021 the Planning
Commission conducted a public hearing for the
matter and approved Resolution No. ___ entitled:
A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF INGLEWOOD,
CALIFORNIA, APPROVING AND
RECOMMENDING TO THE CITY COUNCIL
FOR APPROVAL OF ZONING CODE
AMENDMENT ZCA 2021-001 TO
AMEND CHAPTER 12 OF THE INGLEWOOD
MUNICIPAL CODE (IMC) TO ESTABLISH
REGULATIONS FOR SMOKE SHOPS.
(Zoning Code Amendment ZCA-2021-001)
WHEREAS, On September 21, the City
Council scheduled a public hearing for October
5, 2021; and,
WHEREAS, notice of the time and place of
the hearing was given as required by law and,
WHEREAS, the City Council afforded all
persons interested in the matter of the proposed
amendments to the Inglewood Municipal Code,
or in any matter or subject related thereto, an
opportunity to address the City Council and be
heard and to submit any testimony or evidence
in favor or against the proposed Code
amendments; and,
WHEREAS, after taking public testimony
and considering the issues, the City Council
determined that certain changes specified
herein, should be made to the text of Articles
1 and 6 of Chapter 12 of the Inglewood
Municipal Code; and,
NOW, THEREFORE, THE CITY COUNCIL OF
THE CITY OF INGLEWOOD, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1.
1. That the proposed Smoke Shop amendment
supports the intent of the Inglewood General
Plan in that it:
a. Provides for the orderly development and
redevelopment of the city while preserving a
measure of diversity among its parts because
the Code amendment will allow for the city
to regulate the proliferation of Smoke Shops
in the City of Inglewood. Additionally, the
SUP requirement will allow these uses to be
adequately conditioned.
b. Helps promote economic development
and employment opportunities for the City’s
residents by responding to changing economic
conditions because the code amendment will
provide distance requirements that will restrict
the number of new Smoke Shops and allow
a greater diversity of new commercial uses.
2. The changes to the text of Chapter 12
regarding Smoke Shops does not constitute
an establishment of unique standards, offering
special privilege to a particular individual or group
of individuals because the code amendment
will apply citywide.
3. That the proposed amendment to establish
regulations for Smoke Shops is exempt from
further review under the California Environmental
Quality Act (CEQA), therefore a notice of exemption
(EA-CE-2021-020) has been prepared.
SECTION 2.
Section 12-1.106.1 (Smoke Shop) is hereby
added to Chapter 12 of the Inglewood Municipal
Code to read as follows:
Section 12-1.106.1. Smoke Shop
“Smoke Shop” shall mean any business with
25 percent or more of the retail total floor area
allotted to the display and sale of tobacco
products or tobacco paraphernalia for off-site
consumption.
SECTION 3.
The text of Article 7 (“C-2” General Commercial
Zone Regulations), Section 12-24. (Permitted
Uses) of Chapter 12 of the Inglewood Municipal
Code is hereby modified to read as follows:
Section 12-24. C-2 Zone Permitted Uses.
(28) Smoke Shops. New or expanded Smoke
Shops are prohibited within 5,280 feet of another
Smoke Shop, prohibited within 600 feet
of any school, public playground or nonprofit
youth facility, and are subject to Special Use
Permit approval.

The City Clerk shall certify to the passage
and adoption of this ordinance and to its
approval by the City Council and shall cause
the same to be published in accordance with
the City Charter and thirty days from the final
passage and adoption, this ordinance shall be
in full force and effect.
