Minimum contract term is one (1) year.
Quoted prices must stay in effect for one (1)
year after award of bid and may be extended
upon mutual consent of District and Contractor
for an additional two (2) years in accordance
with provisions contained in Education Code
Section17596 and the bid documents.
There will be a mandatory Pre-Bid Conference
on Friday, June 26, 2020 at 10:00AM Sharp
at Kornblum School, 3620 West El Segundo
Blvd, Hawthorne, CA 90250. We will gather
in the parking lot. Please allow enough time for
parking due to parking restrictions in the area.
Any Contractor bidding on the Project who fails
to attend the entire mandatory conference and
job walk will be deemed as non-responsive
bidder and will have its bid returned unopened.
Due to the current mandate regarding social
distancing to prevent the spread of COVID-19,
anyone attending the Pre-Bid Conference shall
at all times maintain a distance of six feet from
other people and shall at all times wear a
face covering. It is further recommended to
use gloves while attending the Pre-Bidder’s
Conference and If not compliant, the company
representative will be asked to leave and the
company shall be deemed non-responsive.
Each bid must strictly conform with and be
responsive to the Contract Documents as
defined in the General Condition s.
It is each bidder’s sole responsibility to ensure
its bid is timely delivered and received at the
location designated as specified above. Any
bid received at the designated location after the
scheduled closing time for receipt of bids shall
be returned to the bidder unopened.
Bid Security. Each Bid Proposal shall be
accompanied by Bid Security in an amount
FIVE HUNDRED DOLLARS Failure of any Bid
Proposal to be accompanied by Bid Security
in the form and in the amount required shall
render such Bid Proposal to be non-responsive
and rejected by the District.
No Withdrawal of Bid Proposals. No Bidder
shall withdraw its Bid Proposal for a period of
ninety (90) days after the award of the Contract
by the District’s Board of Education. During this
time, all Bidders shall guarantee prices quoted
in their Bid Proposals.
Substitute Security. In accordance with the
provisions of California Public Contract Code
§22300, substitution of eligible and equivalent
securities for any monies withheld by the District
to ensure the Contractor’s performance under
the Contract will be permitted at the request
and expense of the Contractor. The foregoing
notwithstanding, the Bidder to whom the Contract
is awarded shall have thirty (30) days following
action by the District’s Board of Education to
award the Contract to such Bidder to submit
its written request to the District to permit the
substitution of securities for retention. The failure
of the Bidder to make such written request to
the District within said thirty (30) day period
shall be deemed a waiver of the Bidder’s rights
under California Public Contract Code §22300.
Waiver of Irregularities. The District reserves
the right to reject any or all Bid Proposals, or
to waive any irregularities or informalities in any
Bid Proposal or in the bidding.
Award of Contract. The Contract for the supplies,
if awarded, will be by action of the District’s
Board of Education to the responsible Bidder
or Bidders submitting the lowest responsive
Bid Proposal. The district fully reserves the
right to award to one, make multiple awards,
to make no award at all, or to award based
upon any combination of base bid and/or
individual line items.

Planning Commission of the City of Hawthorne
will hold a public hearing to consider the following
matter:
PROJECT DESCRIPTION: Amendment
to Zone Text Amendment No. 2019ZA05
–Resolution No. 2020-07 recommends City
Council approval of changes to certain definitions
pertaining to short-term rentals in order to
allow “secondary residences” owned by persons
whose primary residence is located in the City
of Hawthorne to be subject to “home-sharing”
regulations rather than those for “vacation
rentals” with an added consideration of a “cap”
on the number of “secondary residences” that
may receive a short-term rental permit and
making related changes to Chapter 17.74
(Short-Term Rentals).
PROJECT LOCATION: Citywide within all
residential, commercial, and industrial zones.

ENVIRONMENTAL REVIEW: The City
Council finds and determined that adoption
of the proposed amendment is not a project
subject to the California Environmental Quality
Act (CEQA) in accordance with Section 21065
of CEQA and State CEQA Guidelines Sections
15060 (c)(2), 15060 (c)(3), and 15378, and is
exempt from CEQA pursuant to State CEQA
Guidelines Section 15061 (b)(3) (general rule)
and 15301 “Existing Facilities” (Class 1). Class
1 consists of the operation, repair, maintenance,
permitting, leasing, licensing, or minor alteration
of existing public or private structures, facilities,
mechanical equipment, or topographical
features, involving negligible or no expansion
of use beyond that existing at the time of
the lead agency’s determination. Short Term
Rentals (STRs) involve the leasing of existing
residential structures involving negligible or no
expansion of use.
PLEASE NOTE that pursuant to Government
Code Section 65009: In an action or
proceeding to attack, review, set aside, void,
or annul a finding, determination or decision
of the Planning Commission or City Council,
the issues raised shall be limited to those
raised at the public hearing in this notice or
in written correspondence delivered to the
Planning Commission or City Council at or
prior to the public hearing.
