The City of Inglewood invites and will receive bids
duly filed as provided herein for the furnishing
of labor and materials and/or completing the
above-designated project.
A mandatory pre-bid meeting for interested
bidders will be conducted on June 10th at
9 a.m. at the Public Works City Yard at
222 Beach Avenue, Inglewood, CA 90301.
Due to the current COVID-19 situation, the
City will use best practices to accommodate
social distance during the meeting. Bidders
shall attend with proper face mask/coverage
and follow local protocols and guidelines.

Each bid to be considered must be delivered
to and received by the City Clerk no later than
10:30 a.m. on June 24th, 2020 at the Office of
the City Clerk, Inglewood City Hall; One West

Each bid shall be submitted and completed in
all particulars using the form entitled, “Bidder’s
Proposal and Statement” attached hereto and
must be enclosed, together with the requisite
bid security in a sealed envelope addressed to
the City Clerk with the designation of the project
“Inglewood ITS Gap Closure Improvement
Project: Construction” appearing thereon.
Each bid shall state the unit price of each
item if called for on the Bidder’s Proposal and
Statement form. In the event alternative bids
are called for in said form, each alternative bid
shall be completed.
Bids will be opened in public in the City Clerk’s
Office and will then and there be announced
to all persons present.
Specifications and other bid documents for the
above items are on file in the Public Works
Department, and may be obtained upon request.
Each bid must be accompanied by a deposit in
the form of cash, a cashier’s or certified check
made payable to the City of Inglewood, or a
bid bond, for an amount of not less than ten
percent (10%) of the aggregate of the bid, as
a guarantee that the successful bidder will,
within the time specified, enter into an agreement
as provided in the bid document and
furnish bonds when required in the Special
Provisions; one for faithful performance in the
amount of the contract sum, and another for
contractor’s labor and materials in the amount
of the contract sum.

The Contract Time will be coordinated with
the awarded Contractor(s), and referenced in
the Notice to Proceed. CONTRACTOR should
consult the General Conditions, Supplementary
Conditions, Drawings, and General Requirements
regarding Milestones and Liquidated
Damages.
There will be a mandatory Pre-Bid Conference
and Job Walk on June 8, 2020 at
10:00AM Sharp at Zela Davis School, 13435
S. Yukon Ave., Hawthorne, CA 90250. We will
gather in corner of Yukon Ave. and W. 134th
St. Please allow enough time for parking due to
parking restrictions in the area. Any Contractor
Bidding on the Project who fails to attend the
entire mandatory conference and job walk will
be deemed as non-responsive Bidder and will
have its Bid returned unopened. Job walk will
immediately follow after Bidder’s conference.
Due to the current mandate regarding social
distancing to prevent the spread of COVID-19,
anyone attending the Pre-Bid Conference and
Job Walk shall at all times maintain a distance
of six feet from other people and shall at
all times wear a face covering. It is further
recommended to use gloves while attending
the Pre-Bidder’s Conference and Job Walk.
If not compliant, the company representative
will be asked to leave and the company shall
be deemed non-responsive.
Each Bidder shall be a licensed contractor
pursuant to the California Business and Professions
Code, and be licensed to perform the
work called for in the Contract Documents. The
successful Bidder must possess a valid and
active Class B License at the time of Bid and
throughout the duration of this Contract. The
Contractor’s California State License number
shall be clearly stated on the Bidder’s proposal.
Subcontractors shall be licensed pursuant
to California law for the trades necessary to
perform the Work called for in the Contract
Documents.
No contract shall be awarded to any contractor
or subcontractor that has been barred
from Bidding on, accepting, or performing any
public works contracts.
Each Bid must strictly conform with and be
responsive to the Contract Documents as
defined in the General Conditions.
In accordance with California Public Contract
Code Section 22300, the Owner will permit
the substitution of securities for any moneys
withheld by the Owner to ensure performance
under the Contract.
Small, Minority, Women, and Disabled Veteran
Business Enterprise (SBE/MBE/WBE/DVBE):
The District in an effort to encourage small,
minority, women, and disabled veteran owned
business enterprises may consider the efforts
of a Contractor to meet the goals set forth in
the RFP documents.
Prevailing wages are applicable to the Project.
These per diem rates, including holiday and
overtime work, as well as employer payments
for health and welfare, pension, vacation, and
similar purposes, are available from the Director
of the Department of Industrial Relations.
Pursuant to California Labor Code Sections
1720 et seq., it shall be mandatory upon the
Contractor to whom the Contract is awarded,
and upon any subcontractor under such Contractor,
to pay not less than the said specified
rates to all workers employed by them in the
execution of the Contract.
A contractor or subcontractor shall not be
qualified to Bid on, be listed in a Bid proposal,
subject to the requirements of Section 4104
of the Public Contract Code, or engage in
the performance of any contract for public
work, as defined in the Labor Code, unless
currently registered and qualified to perform
public work pursuant to Labor Code section
1725.5. It is not a violation of this section for an
unregistered contractor to submit a Bid that is
authorized by Section 7029.1 of the Business
and Professions Code or by Section 10164 or
20103.5 of the Public Contract Code, provided
the contractor is registered to perform public
work pursuant to Section 1725.5 at the time
the contract is awarded.
The Contractor and all subcontractors shall
furnish certified payroll records as required
pursuant Labor Code section 1776 directly to
the Labor Commissioner in accordance with
Labor Code section 1771.4 on at least on a
monthly basis (or more frequently if required by
the District or the Labor Commissioner) and in a
format prescribed by the Labor Commissioner.
Monitoring and enforcement of the prevailing
wage laws and related requirements will be
performed by the Labor Commissioner/ Department
of Labor Standards Enforcement (DLSE).
The Contractor and all subcontractors shall
adhere to all the Federal, State, City, and
Centers for Disease Control (CDC) guidelines
in regards to work and community mitigation
actions to prevent the spread of COVID-19.
Separate payment and performance bonds,
each in an amount equal to 100% of the total
Contract amount issued by a California admitted
surety as defined in California Code of Civil
Procedure Section 995.120, are required, and
shall be provided to the Owner prior to execution
of the Contract and shall be in the form set
forth in the Contract Documents.
Bid Security. Each Bid Proposal shall be
accompanied by Bid Security in an amount
TEN PERCENT (10%) OF THE TOTAL BID
AMOUNT. Failure of any Bid Proposal to be
accompanied by Bid Security in the form and
in the amount required shall render such Bid
Proposal to be non-responsive and rejected
by the District.
No Withdrawal of Bid Proposals. No Bidder
shall withdraw its Bid Proposal for a period of
ninety (90) days after the award of the Contract
by the District’s Board of Education. During this
time, all Bidders shall guarantee prices quoted
in their respective Bid Proposals.
Substitute Security. In accordance with the
provisions of California Public Contract Code
§22300, substitution of eligible and equivalent
securities for any monies withheld by the District
to ensure the Contractor’s performance under
the Contract will be permitted at the request
and expense of the Contractor. The foregoing
notwithstanding, the Bidder to whom the Contract
is awarded shall have thirty (30) days following
action by the District’s Board of Education to
award the Contract to such Bidder to submit
its written request to the District to permit the
substitution of securities for retention. The failure
of the Bidder to make such written request to
the District within said thirty (30) day period
shall be deemed a waiver of the Bidder’s rights
under California Public Contract Code §22300.
Waiver of Irregularities. The District reserves
the right to reject any or all Bid Proposals or to
waive any irregularities or informalities in any
Bid Proposal or in the Bidding.
Award of the Contract. The Contract for the
Work, if awarded, will be by action of the District’s
Board of Trustees to the responsible Bidder
submitting the lowest responsive Bid Proposal.
Inquiries and Clarifications. The Bidder is
advised that all inquiries and clarifications about
the Bid Documents, Drawings, Specifications,
etc., shall be submitted to the District in writing
at least eight (8) calendar days before the
Bid opening date. The District will respond
at its earliest possible opportunity. Verbal
communication by either party with regard to
this matter is invalid. Inquiries shall be sent in

It is each Bidder’s sole responsibility to ensure

On May 26, 2020 at 6:00 p.m., the City
of Hawthorne adopted Ordinance No. 2197,
an ordinance adopting by Reference the
2019 Editions Of The California Building
Standards Code, California Residential
Code, California Electrical Code, California
Plumbing Code, California Mechanical Code,
California Existing Building Code, California
Green Building Standards Code, California
Energy Code, California Administrative
Code, California Historical Building Code, And
1997 Uniform Code For The Abatement
Of Dangerous Buildings; Adopting Local
Amendments To The Referenced Codes;
And Adding Chapters 15.07 (Administrative
Code), 15.13 (Energy Code), 15.30 (Historical
Building Code) And 15.46 (Uniform Code For
Abatement Of Buildings And Repealing And Re-
Enacting Chapters 15.04, 15.05, 15.08, 15.24,
15.28, 15.32, 15.36, And 15.40, & Repealing
All Prior Editions Of The California
Building Code Previously Adopted By
The City Council.
Pursuant to California Government Code
section 36933(c)(1), the City Council had previously
directed the preparation and publication of
a summary of Ordinance No. 2197 as follows:
Ordinance No. 2197 regulates and governs
the conditions and maintenance of all property,
buildings and structures by providing the standards
essential to ensure that structures are safe,
sanitary and fit for occupation and use. The
ordinance adopts and modifies 2019 edition of
California Building Code to the greater requirements
than those set forth in California State
Building Standards and reasonably necessary
for the local climatic, geological, or topographical
conditions. The said modifications are required
due to the local geological conditions that include
major earthquake faults and assure that new
buildings are constructed in accordance with
the scope and objectives of the International
Building Code. This includes requiring more
than the conventional framing requirements.
The ordinance also adopts in full the 2019
editions of the California Mechanical Code,
Plumbing Code, Electrical Code, Existing
Building Code, Residential Code, California
Energy Code, California Administrative Code,
California Historical Building Code, 1997 Uniform
Code for the Abatement of Dangerous Buildings
and California Green Standards Building
Code. The aforementioned codes together with
certain amendments, deletions, exceptions, and
qualifications, generally deal with all aspects of
building construction, specification of building
materials, plumbing design, water supply and
drainage systems, approved construction and
plumbing techniques, electrical specifications,
engineering formulas to be utilized during building
design, fire safety systems for residential buildings,
retrofitting techniques, energy conservation
techniques, and special requirements dealing
with fire and seismic safety.
In addition to adopting the various Codes
set forth above, this Ordinance adopts certain
fees and penalties.
A certified copy of the entirety of the text of
Ordinance 2197, together with the Codes to be
adopted thereby, are available in the office of the

All contractors and subcontractors must furnish
electronic certified payroll records to the Labor
Commissioner for all new projects awarded on
or after April 1, 2015. The Labor Commissioner
may excuse contractors and subcontractors on
a project that is under the jurisdiction of one of
the four legacy DIR approved labor compliance
programs (Caltrans, City of Los Angeles, Los
Angeles Unified School District and County of
Sacramento) or that is covered by a qualified
project labor agreement. This project is subject
to compliance monitoring and enforcement by
the Department of Industrial Relations.
Attention is directed to the provisions of Sections
1777.5 and 1777.6 of the California Labor Code
concerning the employment of apprentices
by the Contractor or any subcontractor under
them. The Contractor or any subcontractor shall
comply with the requirements of said sections
regarding the employment of apprentices.
Information relative to apprenticeship standards
and administration of the apprenticeship program
may be obtained from the Director of Industrial
Relations, San Francisco, California, or the
Division of Apprenticeship Standards and its
branch offices.
Notice is hereby given that the City Council
has ascertained the prevailing rates of per
diem wages in the locality in which the work
is to be done for each craft or type of workman
or mechanic needed to execute the
contract in accordance with the provisions
of Section 1770, et. seq. of the Labor Code;
said prevailing rates are on file in the Office of
the City Clerk and are incorporated herein by
reference. Copies shall be made available to
any interested party on request.
Attention is directed to the provisions of Public
Contract Code Section 10164 concerning
Contractor’s licensing laws. This contract
requires at least a valid California Contractor
License Class “A” License and/or “C10”
Electrical Contractor at the time of bid. In
addition, a City of Inglewood business license
will be required.
