The City of Hawthorne Housing Department
is seeking proposals from qualified firms to
provide services required for implementing,
administering, and providing technical assistance
for the Community Development Block Grant
(CDBG) and Home Investment Partnership
Program (HOME) and all other programs that
fall under the umbrella of this funding source
and additional funding tied to these programs.
The City is seeking a multi-year agreement for
the fiscal years of 2022-2026. Funding for this
Request for Proposal (RFP) is made available
pursuant to the Federal Housing and Community
Development Act of 1974, as amended.
SUCCESSFUL PROPOSALS: Firms must
thoroughly demonstrate the ability to carry out
the Guidelines and Requirements as well as
the General Program Services and the Special
Provisions of the RFP.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HAWTHORNE, CALIFORNIA
DECLARING ITS INTENTION TO LEVY
STREET LIGHTING ASSESSMENTS FOR
FISCAL YEAR 2021-2022 AND SETTING
TUESDAY, JUNE 8, 2021 AT 6:00 P.M. AS THE
TIME AND DATE OF A PUBLIC HEARING
WHEREAS, the City Council of the City of
Hawthorne, California, adopted Resolution
No. 5178 on the 26th day of April 1982,
forming the Street Lighting Maintenance
District of Hawthorne, pursuant to the
provisions of Section 22585, et. seq. of
the Streets and Highways Code; and
WHEREAS, on May 11, 2021 the City
Council ordered the preparation of an
engineering report setting forth estimated
street lighting assessments for fiscal year
2021-2022; and
WHEREAS, the required Engineer’s Report
and estimates have been completed
and filed with the City Clerk and approved
by the City Council.
NOW, THEREFORE, IT IS HEREBY
RESOLVED by the City Council of the
City of Hawthorne, California as follows:
Section 1. That it is the intent of the City
Council to levy and collect assessments
within the assessment district described
in the City Engineer’s Report, attached
as Exhibit A, dated May 8, 2021 for the
fiscal year 2021-2022, except that there
shall be no assessment upon a Federal
or State government agency, or another
local agency.
Section 2. The improvements in the
district consist of the public and traffic
signal lighting facilities now or which may
hereafter be constructed or installed, and
the maintenance and servicing thereof.
Section 3. The district is designated as
the Street Lighting Maintenance District
of the City of Hawthorne and its general
location is within the boundaries of the
City of Hawthorne.
Section 4. A full and detailed description
of the improvements, the boundaries of
the assessment district, its zones and the
proposed assessments upon assessable
lots and parcels of land within the district
are contained in the City Engineer’s
Report of May 8, 2021, which report
is incorporated by reference hereby as
though fully set forth herein.
Section 5. In the event that the Hawthorne
City Hall remains closed to the public and City
Council meetings are held virtually through June
8, 2021, interested parties should review the
meeting agenda when published to confirm the
public participation process that will be used.
Therefore, interested parties are encouraged
to provide their comments by phone (310) 349-
2915 or by email (pjimenez@cityofhawthorne.
org) or by leaving their return phone number.
Any communication must be received no later
than June 8, 2021 at 4:00 p.m.
Section 6. That the City Clerk shall
give notice of said hearing causing the

Inquiries and Clarifications: The Bidder is
advised that all inquiries and clarifications about
the RFP shall be submitted to the District in
writing prior to Question Deadline noted above.
The District will respond at its earliest possible
opportunity. Verbal communication by either
party with regard to RFP is invalid. Inquiries
shall be sent in writing to Aneska I. Kekula
at ikekula@hawthorne.k12.ca.us or mailed
to Aneska I. Kekula, at Hawthorne School
District, 13021 S. Yukon Ave., Hawthorne,
CA 90250. Bidders are solely responsible for
ensuring their written inquiry is received prior to
this deadline and the District is not responsible
for any delays or errors in delivery. Bidders are
responsible for reviewing the District’s websites
and incorporating any and all clarifications
provided therein into their proposals.
It is each Bidders sole responsibility to ensure
its proposal is timely delivered and received at
the designated location as specified above.
Any proposal received at the designated
location after the scheduled closing time for
receipt of proposals shall be returned to the
Bidders unopened.
