The “State of the City”
Luncheon
Mayor Alex Vargas promises to keep his
speech shorter than President Trump when
he delivers his annual “State of the City”
address on Wednesday, March 21st over at
the Memorial Center. Tickets to the luncheon
are $50 per person and can be obtained by
calling the Chamber of Commerce office.
Golf Anyone?

Parks and Recreation Foundation’s
29th Annual Golf Tournament on Monday,
April 16th. This year’s tournament is being
held at the Industry Hills “Babe Course”.
The schedule is as follows: 10 am Registration,

start, 5 pm dinner. If you are interested in

Football Coach Passes
Otto Plum, PE instructor and football coach
at Hawthorne High School for many years
passed away peacefully at the age of 90 in
Torrance on February 27th. The Cougartown
alums remember Coach Plum as a kind and
caring teacher and coach. He stayed active
in his retirement and attended many of the
HHS alum gathers. He will be missed.
St. Patrick’s Day
Here is the inside scoop on this Saturday’s
holiday: “Saint Patrick’s Day is a
cultural and religious celebration held on
17 March, the traditional death date of Saint
Patrick (c. AD 385–461),the foremost patron
saint of Ireland. Saint Patrick’s Day was made
an official Christian feast day in the early
17th century and is observed by the Catholic
Church, the Anglican Communion, the Eastern
Orthodox Church, and the Lutheran Church.
The day commemorates Saint Patrick and
the arrival of Christianity in Ireland, and
celebrates the heritage and culture of the
Irish in general. Celebrations generally involve
public parades and festivals, cèilidhs, and
the wearing of green attire or shamrocks.”

Wiseburn Board Puts Bond on the
Ballot, Selects New Superintendent

Last Thursday evening’s Wiseburn School
Board meeting capped a busy two-week period
for the members. Last Thursday evening, they
authorized a resolution to place a school bond
measure -- the fifth to face voters since 1997
-- on the June 5 California primary ballot.
This meeting took place two days after the
Board met with interested Wiseburn Unified
School District (WUSD) residents to discern
their thoughts on the possible bond.
The measure, asking for approximately $29
million from residents in the district, will be
the first measure since the 2010 $87 million
bond passed to help fund construction of the
new Wiseburn High School.
Last week’s meeting also took place on the
heels of the selection of Dana Middle School
Principal Blake Silvers as the new superintendent
to succeed the retiring Tom Johnstone,
who leaves Wiseburn at the end of the school
year. Johnstone, speaking of Silvers, said, “He
knows the community, he has provided District
leadership around [school site] safety… [and is]
the go-to person for safety, which weighs on
people’s minds right now. He has all the skills
and will have wonderful people around him to
support him. He is going to be outstanding.”
Johnstone said the District received applications
from “an awesome pool of candidates,” but
Silvers’ familiarity with a smaller school district
such as Wiseburn and his ability to handle multiple
job tasks set him apart from other candidates.
Board President JoAnne Kaneda talked about
the national superintendent search, saying, “We
are really excited that our selection was right
here in Wiseburn.” Board member Neil Goldman,
giving kudos to the outgoing Johnstone,
said he didn’t think of Silvers as a replacement
but rather as a successor. “Tom, you are not
replaceable,” Goldman said, adding that the
Board vote on Silvers was 5-0.
There were two special presentations on the
agenda, including bestowal of mini-grants to
three Wiseburn teachers by the Rotary Club
of Hawthorne/LAX/Lennox. Tanya Woodward
received a $300 grant, with the teaching team of
Alice Davis and Stacy Shepard netting $213.89.
The second presentation was helmed by
Cabrillo School Principal Lisa Baggio helmed
the second presentation along with Jennifer
Williams, a Cotsen mentor/math teacher on
special assignment (TOSA) at Cabrillo. Williams,
joined by more than a dozen of her
young students, helped demonstrate what is
termed “Cognitive Guided Instruction” (CGI)
in math at Cabrillo. The students sat on the
floor under the presentation whiteboard and
Williams guided them through “number talks.”
Through this process, the students figure out
math problems, develop their “mental math
skills,” and collaborate with their classmate
partners to explain to the teacher their thinking
in solving the problems. Baggio said the
presentation objective was to “share a CGI
journey and explain the impact [it] has had, on
both our teaching, and our learning at Cabrillo.”
The information section of the nearly threehour
meeting included comments from Johnstone
regarding the coupling of the District with the
Cotsen Foundation, and how Cotsen’s financial
largesse has benefitted the Wiseburn by
“enhancing the teaching profession, focusing
on how we teach -- not relying on a textbook
-- teaching with fidelity, investing professional
development dollars in human capital, and
really making a difference.”
Among the action items on the agenda, the
Board approved school safety plans for all
District sites. This is a hot-button issue with
the recent shootings in Florida. The members
also postponed acting on a proposed facilities
use agreement between WUSD, the City of El
Segundo and the El Segundo Unified School
District for the under-construction El Segundo
Aquatics Center, which will hopefully come
online after Labor Day. “We are going to
table this,” Johnstone said, noting further due
diligence is needed.
The Board also approved filing of the statemandated
second interim financial report, with
the District reporting a positive certification.
Chief Business Official Davis Wilson, who
also happened to be celebrating his birthday
that evening, presented the financial report,
noting that the information he posited was
fluid because, he quipped, “between now and
