Next on the agenda, Mayor Butts introduced
a video commemorating the 2019 State of
the City. The four-minute clip chronicled
the history and revitalization of Inglewood
in dramatic fashion. Butts noted the video
was shown at the recent State of the City
event and drew wide praise.
The event, held April 18 at the LAX Hyatt
Regency, drew a cavalcade of CEOs and local
political leaders and was hosted by Fred
Roggin, sports anchor of KNBC. Butts said
Roggin called him after the event to rave
about the video, saying “that was network
quality.” Butts was thrilled to say it was
produced by staff member and Inglewood
resident Thomas Bunn.
City Treasurer Wanda M. Brown congratulated
the science fair winners. “We
have one of the most progressive cities in
the country,” she said.
Brown thanked the sponsors for her recent
community workshops on financial literacy, including
Council members and local restaurants
and media who donated funds and other
goods and services to the event.
In public comment, Reverend Frederick
Shaw, vice president of the local NAACP,
announced that the chapter will be launching
the ACT-SO program in Inglewood. The
year-long achievement program promotes
competition in the arts, humanities, business
and STEM among high school participants.
Matt Palm, an engineer, reported on a
tentative agreement reached between management
and union workers of the County
of Los Angeles Sanitation District. Palm
noted the agreement will be voted on
at the upcoming meeting of the collective
committee, the 80-member governing
board for the sanitation department. “We
are asking for a vote of support,” Palm told
the mayor.

Citizen Scientists from page 3
Citizen scientists contribute to the advancement
of mankind’s understanding of the
natural world by collecting much-needed data
on a massive, coordinated and collective scale.
For example, NASA scientists and an association
of beekeepers collaborate to gather important
datum on local bee populations and their direct
correlation with climate change research. During
this data collection process, citizen scientists
learn about how honeybees pollinate over
130 crops in the United States annually and
their significant role in the modern industrial
agricultural system. Citizen scientists also learn
about the initiatives that NASA is implementing
to analyze the cataclysmic consequences
to the ecosystem as bee populations decline.
By recruiting a robust network of participating
citizen scientists, NASA is able to quantify and
study the data and incorporate other environmental
studies and satellite-based indicators
to gauge changes and patterns dating back
to the 1920s. This provides scientists with a
framework to understand the negative effects
of rapid industrialization and modern sprawling
urbanization that results in increased global
temperatures. This information is imperative and
these studies can’t be completed without the
help of dedicated volunteers. A little goes a long
way in coming together and addressing alarming
environmental dilemmas on a global scale.

a citizen scientist and play a pivotal part in
our understanding of climate and ecosystem
change, please make a beeline to the Inglewood
Public Library to learn more about bees and
other useful pollinators. Your local library is a
one-stop shop for knowledge acquisition and
activated public space dedicated to collaborative
action and positive community change.

learn more about opportunities to contribute to
important research and become a full-fledged
global citizen.
So let’s start acting like every day is Earth

ENVIRONMENTAL REVIEW: Pursuant
to State CEQA Guidelines Section 15061,
this proposed ordinance is covered by the
CEQA Categorical Exemption for actions
when it can be seen with certainty that
there is no possibility of a significant effect
on the environment. Zone Amendment No.
2018ZA07 would amend the Municipal
Code to define accessory structures within
residential, commercial, and industrially
zoned properties. Accessory structures
are currently permitted uses within these
zones in the City of Hawthorne and the
amendment will further clarify the types
of accessory structures permitted under
certain conditions, would not cause cumulative
adverse environmental impacts,
or any other potentially significant impact
described in State CEQA Guidelines
Section 15300.2.

Goals (PHGs).

Summary of Ordinance 2182 Amending
Chapters 17.04.010, 17.20.030, 17.35.00,
17.35.030, and 17.35.130 of the Hawthorne
Municipal Cope (“HMC”) Related
to Structures and Signage in
Residential Zones.
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2182 which will be considered for adoption
by the City Council at its regular meeting on May
14, 2019 at 6:00 p.m. Pursuant to California
Government Code section 36933(c)(1), the City
Council has previously directed the preparation
and publication of a summary of Ordinance Nos.
2182 which clarifies existing residential yard sign
provisions, and provides new time, place and
manner restrictions on the number and types
of yard signs homeowners can place in their
yards. The ordinance amendment is designed
to protect free speech rights of Hawthorne
residents while preserving the aesthetics and
integrity of residential neighborhoods.
Ordinance No. 2182 recognizes that signs
constitute a vital means of communication and
can serve as an economic and aesthetic asset.
The intent of this ordinance is to promote and
facilitate commerce by means of attractive
signage and by addressing aesthetic concerns
about visual clutter and visual blight. 2182 is
intended to be consistent with land use patterns
by adding rather than detracting from the architecture
of the buildings where they are located.
A summary of the amendment is as follows:
a) Section 17.04.010 – Introduces “holiday
decorations” to the definition section of the
HMC to distinguish from commercial advertising
and free speech, and mandates a maximum
45-day duration period.
b) Section 17.20.030 – Clarifies accessory
structures that are permitted within residential
zones and their heights.
c) Section 17.35.000 – Now contains language
that addresses applicability, adds depth to the
purpose and intent of Section 17.35.000 and
delineates clear standards and introduces a
new violation policy.
d) Section 17.35.030 – Distinguishes governmental
signs, addresses security signs and
discusses temporary non-commercial signs.
e) Section 17.35.130 – describes personal
expression, and includes more information
regarding sign face and number of signs.
The revised ordinances permit a resident to
post up to five yard signs with a maximum
three-foot sign face on his property, with a
five-foot setback from the sidewalk. Structures
over four feet are not permitted in residential
yards. However, portable sports equipment
such as basketball hoops, soccer kickbacks,
etc. are exempt from the structure limitations.
Lastly, the proposed new sign ordinances
maintain the City’s right to protect the interests
of traffic safety, aesthetics and public welfare
by the limitations placed on residential signs.
A certified copy of the entirety of the text of
Ordinance Nos. 2182 is available both on
the City’s website and also in the office of the
City Clerk, 4455 West 126th Street, Hawthorne,
California, and is open for public inspection.
Pursuant to Government Code section
36933(c), the summary Ordinance No. 2182
will be published at least five (5) days before
the ordinance is adopted on May 14, 2019.
