Mayor Pro Tem Olivia Valentine added that
she felt that the state should not be linking
transportation money to affordable housing.
“The voters voted for SB 1 and we voted again
to keep SB 1 and the voters have shown that
they are interested in infrastructure repairing
and replacing the streets that need it. Any
delay or diversion of transportation funds
from any community in the state is going to
hurt the taxpayers that paid for these improvements
with their tax money,” Valentine said.
“Because Sacramento is under the belief that
it should dictate where the cities can build
their housing – we are totally opposed to
that concept and we are certainly opposed to
linking our receipt of transportation funding
to any housing production.”
Councilman Alex Monteiro added that
the Council is open to smart development
that encouraged property ownership. “What
the governor is trying to do is to force us
to approve projects that are more dense
apartments,” Monteiro said. “They want to
build transit-oriented projects that can create
more density to our city and our city
of Hawthorne is very dense but we’re not
against development. If it’s a good quality
development for single-home, townhomes,
condominiums for sale, we would approve
them -- but if they’re going to try to build
hundreds of units of apartments, we’re going
to stop them.” •

Analyzing statistics for children who joined
WIC at age 2, researchers found an 11 percent
lower obesity risk for boys receiving
the new food package but no reduced risk
for girls. It is not clear whether the disparity
in risk reduction was due to biological
or sociocultural differences, Chaparro said.
Nearly one in five school-age children
and young people (6 to 19 years) in the
United States has obesity, according to the
U.S. Centers for Disease Control. Children
are considered overweight when their bodymass
index is at or above the 95th percentile
for their peers. Genetic factors contribute to
excess weight gain, and those are difficult
to change, the CDC admits. Federal health
officials say that sugary drinks and fatty foods
should be limited. Taking a cue from WIC,
the government recommends that children
eat more fruits and vegetables to maintain
a healthy weight and avoid health problems.
Children with obesity are at higher risk of
having chronic diseases, including asthma,
sleep apnea, bone and joint problems, type 2
diabetes, and risk factors for heart disease. It’s

Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2180 adopted by the City Council at its
regular meeting on April 23, 2019 at 6:00 p.m.
Pursuant to California Government Code section
36933(c)(1), the City Council has previously
directed the preparation and publication of
a summary of Ordinance Nos. 2180 which
establishes a formal city purchasing system &
procedure for public works contracts & repeals
Chapter 3.24 (Sale of Surplus Property
HMC § 2.04.040(F) provides that the city
manager is both required and empowered to
serve as agent for the city council to supervise
the expenditure of all departments, divisions or
services of the city government and to act as
purchasing agent for the purchase of all supplied,
goods, wares, merchandise, equipment and
material which may be required for any of
such departments, divisions or services, and to
execute any purchase orders or specialized or
professional services agreements that comply
with the city’s adopted purchasing policy. In
2006, 2010 and 2014 the City Council adopted
Resolution Nos. 7026, 7316 and 7680, respectively,
which provided for the city’s framework
for a formal purchasing policy to allow for
the efficient procedures for securing supplies,
equipment and services at the lowest possible
cost commensurate with the quality needed,
to exercise positive financial control over
purchases, to clearly define authority for the
purchasing function and to assure the quality
of purchases in compliance with Hawthorne
Municipal Code Section 2.04.040.
Ordinance No. 2180 codifies and establishes a
comprehensive Purchasing System in addition
to formalizing the City’s procedure for public
works contracts. The purpose of Chapter
3.20 is to establish a system which meets
the following goals: 1) Obtains the most
cost-effective result for the city, which avoids
improvidence, extravagance, and any other
waste of public funds or public property, and
which also achieves an appropriate balance
between the costs and benefits of maximizing
quality within available resources; 2) Takes into
consideration all reasonably available relevant
information regarding the range of types,
effectiveness, quality, and costs of potential
property, services, public projects, and contractors
available to achieve the city’s project goals.
Depending upon the particular requirements of
the project (and the more particular procedures
identified in this chapter), the information to be
considered shall include data gathered from
one or more of the following sources: similar
city projects, other public agencies, professional
journals, private businesses, outreach to potential
contractors, and private businesses, competitive
bids, formal or informal quotes, proposals, or
qualification statements; 3) Guards against
favoritism, fraud, corruption, and conflicts of
interest; 4) Efficiently uses city resources in
the preparation, approval, administration, and
enforcement of contracts which are effective
tools in achieving the city’s goals.
Chapter 3.20 endeavors to ensure that all
city contracts shall be prepared in a manner
consistent with all state and federal laws, in
particular the requirements for public works
construction, public project construction, and
private development construction, real property
acquisition and disposition, and the requirements
related to funding received from other public
agencies. Chapter 3.20 will also ensure that all
city contracts, and the purchasing regulations,
shall implement the purpose and goals identified
in this section. Any contract made, or purported
to be made, by the city in violation of Chapter
3.20 shall be void and of no force or effect.

the City’s website and also in the office of the
City Clerk, 4455 West 126th Street, Hawthorne,
California, and is open for public inspection.
Pursuant to Government Code section
36933(c), the summary Ordinance No. 2180
was published at least five (5) days before
the ordinance was adopted on April 23, 2019.
