Another myth the IRS is trying to dispel
is that the tax withholding on individual
employees’ and self-employed people’s
paychecks is correct since a refund was
issued this year. It’s not true that getting
a refund means there’s no need to adjust
the withholding for the rest of 2019. The
IRS encourages people to do what is calls
a “paycheck checkup,” especially if the
current tax return contained surprises or
“unexpected results.” Either too little or too
much withholding requires action for next
year, as does additional tax withheld to avoid
a costly tax bill. The IRS has a withholding
calculator on its website that helps taxpayers
to dial in the correct amount of federal tax
to be withdrawn from each check.
Given all of the changes in tax brackets
and deductions that tax filers are seeing firsthand
this filing season, the IRS offers some
simple advice for those procrastinators who
haven’t prepared their federal returns yet.
File for an extension, but pay any amount
they expect to owe the IRS to avoid penalties
and interest.
The easiest way to file an extension is
through the Free File link at IRS.gov. In
a matter of minutes, anyone, regardless of
income, can use this free service to electronically
request an automatic tax-filing extension
on Form 4868. Filing an extension avoids
a late-filing penalty of up to 5 percent per
month and any payments made by April 15
reduce the interest and late penalties that
come with unpaid taxes to the feds.
California residents who file for a federal
extension automatically receive more time
to prepare and file their state returns, too.
It doesn’t grant an extension to pay their
state taxes. Residents still need to pay any
tax due to the Franchise Tax Board using a
payment voucher. The form is at www.ftb.

ENVIRONMENTAL REVIEW: Pursuant to
the California Environmental Quality Act
(CEQA) Guidelines Section 15061(b)(3),
this proposed Ordinance is covered by the
CEQA Categorical Exemption for actions
when it can be seen with certainty that
there is no possibility of a significant effect
on the environment. Zone Amendment
No. 2019ZA01 would amend the Municipal
Code to clarify signage regulations in
residential zone to avoid regulating
speech above and beyond what is
constitutional. Amending the text of the
HMC relating specifically to residential
sign limitations will not result in new
physical development, cumulative adverse
environmental impacts, or any other
potentially significant impact described in
State CEQA Guidelines Section 15300.2.
The ordinance is therefore exempt from
the provisions of CEQA.

Code Section 65009: In an action or
proceeding to attack, review, set aside, void,
or annul a finding, determination or decision

Markings) of Title 10 (Vehicles & Traffic)
to the Hawthorne Municipal Code
(“HMC”).
Pursuant to Government Code section
36933(c), the following constitutes a summary
of Ordinance No. 2175 adopted by the City
Council at its regular meeting on April 9, 2019
at 6:00 p.m. Pursuant to California Government
Code section 36933(c)(1), the City Council has
previously directed the preparation and publication
of a summary of Ordinance Nos. 2175
which clarifies and updates the municipal code
pertaining to parking definitions and specifies
acts that are expressly prohibited by the Code.
Ordinance No. 2175 updates Chapter 10.20
of the HMC relative to traffic and parking control
devices/signs and markings. Seventeen (17)
definitions have been added. Also, Ord. No.
2175 clarifies that the definition of traffic control
device includes posted parking signs, which is
consistent with the California Manual of Uniform
Traffic Control Devices. This ordinance will
prohibit vehicular parking on any street or
alleyway where a “No Parking” or “Parking
Prohibited” sign is posted during the hours

HMC § 2.04.040(F) provides that the city
manager is both required and empowered to
serve as agent for the city council to supervise
the expenditure of all departments, divisions or
services of the city government and to act as
purchasing agent for the purchase of all supplied,
goods, wares, merchandise, equipment and
material which may be required for any of
such departments, divisions or services, and
to execute any purchase orders or specialized
or professional services agreements that
comply with the city’s adopted purchasing
policy. In 2006, 2010 and 2014 the City
Council adopted Resolution Nos. 7026, 7316
and 7680, respectively, which provided for the
city’s framework for a formal purchasing policy
to allow for the efficient procedures for
securing supplies, equipment and services
at the lowest possible cost commensurate
with the quality needed, to exercise positive
financial control over purchases, to clearly
define authority for the purchasing function
and to assure the quality of purchases in
compliance with Hawthorne Municipal Code
Section 2.04.040.
Ordinance No. 2180 codifies and establishes
a comprehensive Purchasing System
in addition to formalizing the City’s procedure
for public works contracts. The purpose of
Chapter 3.20 is to establish a system which
meets the following goals: 1) Obtains the most
cost-effective result for the city, which avoids
improvidence, extravagance, and any other
waste of public funds or public property, and
which also achieves an appropriate balance
between the costs and benefits of maximizing
quality within available resources; 2) Takes into
consideration all reasonably available relevant
information regarding the range of types,
effectiveness, quality, and costs of potential
property, services, public projects, and contractors
available to achieve the city’s project goals.
Depending upon the particular requirements of
the project (and the more particular procedures
identified in this chapter), the information to be
considered shall include data gathered from
one or more of the following sources: similar
set forth on such signs.
