RFP’s shall be received in the Office of the

California 90250, at the above stated
time and place and there will be no formal bid
opening. Any proposal received after the time

There will be a mandatory Pre-Bid Conference
on March 27, 2019, at 10:00 AM Sharp, at

Any Respondent submitting a proposal on this
project who fails to attend the entire mandatory
Pre-Bid conference will be deemed as a
non-responsive Respondent and will have its
proposal returned unopened. Allocate extra
time due to parking restrictions in the area.
It is each Respondent’s sole responsibility to
ensure that their proposal is delivered on time
and received at the location specified above.
Any proposal received at the designated
location after the scheduled closing time for
receipt of proposals shall be returned to the
Respondent unopened.
No Withdrawal of Bid Proposals. No Respondent
shall withdraw its Bid Proposal for
a period of ninety (90) days after the award of
the Contract by the District’s Board of Education.
During this time, all Respondents shall
guarantee prices quoted in their respective
Bid Proposals.
Waiver of Irregularities. The District reserves
the right to reject any or all proposals, make
an award, or make multiple awards, or to
waive any irregularities or informalities in any
Bid Proposal or in the bidding.
Award of Contract: The Contract for the Work,
if awarded, will be by action of the District’s
Board of Trustees, to the Respondent that
meets the qualifications established by the
RFP documents.
Small, Minority, Women, and Disabled Veteran
Business Enterprise (SBE/MBE/WBE/DVBE):
The District in an effort to encourage small,
minority, women, and disabled veteran owned
business enterprises may consider the efforts
of a Respondent to meet the goals set forth
in the RFP documents.

of Hawthorne has prepared a draft Substantial
Amendment to the 2016-2017 Annual Action
Plan; and adoption of the 2019-2020 Annual
Action Plan. The publication of this notice is the
beginning of the 30-day public review period
required under Federal Regulation 21 CFR
91.105 (b)(2). The public review and written
comment period will begin March 22, 2019
and run through April 23, 2019.

BACKGROUND
The Action Plan is the City’s application to HUD
for CDBG and HOME funds delineating the

other resources expected to be used to address
the priority needs and goals noted in the City’s
Five-Year Consolidated Plan.
The Substantial Amendment to the 2016-2017
Action Plan will amend the funding level for the
following activities:

HOME funding received from HUD is higher
or lower than anticipated, the City proposes to
adjust the funding amounts for each project/
activity identified in the Action Plan proportionally
and in compliance with regulatory requirements
for funding allocations to certain types of CDBG
and HOME projects and activities.

Summary of Adoption of Ordinance 2176
Adding Section 12.04.031 to Chapter
12.04 (Sidewalk & Curb Repair) to the
Hawthorne Municipal Code (“HMC”).
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2176 adopted by the City Council
at its regular meeting on March 12, 2019 at
6:00 p.m. Pursuant to California Government
Code section 36933(c)(1), the City Council
has previously directed the preparation and
publication of a summary of Ordinance Nos.
2176 which expressly imposes the legal obligation
for sidewalk repair on adjacent property
owners, as follows:
Streets and Highway Code §5610 requires that
the owners of property fronting a public street
or sidewalk shall maintain any sidewalk in such
a condition that it will not endanger persons
or property and that the property owner will
maintain it in a condition that will not interfere
with the public convenience. Property owners
will not be liable for damages or injuries
unless the municipality enacts an ordinance
that addresses liability. Ordinance No. 2176
will establish property owner liability for adjacent
public sidewalks, parkways, lawn strips, driveway
aprons, curbs and gutters. In addition, Ordinance
No. 2176 will result in the efficient identification
and repair of public sidewalks, decrease the
burden and the expense on the City to identify
and effectuate repairs and to more effectively
defend against litigation arising out of alleged
sidewalk defects.
