NOTICE IS HEREBY GIVEN that the Hawthorne
School District of Los Angeles County,
California, acting by and through its Governing
Board, hereinafter referred to as the “Owner” or
“District”, will receive prior to the above stated
time and date sealed bids for the award of a
contract for the following: Bid No. T19-20-6
Network Equipment.
All bids shall be made and presented only on
the forms presented by the Owner. Bids shall
be received in the Office of the Hawthorne
School District, Purchasing Department,
14120 Hawthorne Blvd., Hawthorne, California
90250, and shall be opened and publicly
read aloud at the above stated time and place.
It is each bidder’s sole responsibility to ensure
its bid is timely delivered and received at the
date, time, and location designated as specified
above. Any bids received at the designated
location after the scheduled closing date and
time or any extensions due to material changes
for receipt of bids shall be returned to the bidder
unopened. The District is not responsible for
any delays or errors in delivery.
Minimum contract term is one (1) year. Quoted
prices must stay in effect for one (1) year after
award of bid and may be extended upon mutual
consent of District and Bidder for an additional
four (4) years in accordance with the provisions
contained in Education Code Section17596
and the bid documents.
Each bid must strictly conform with and be
responsive to the Contract Documents. All
bidders are required to read and completely
familiarize themselves with the terms and conditions
of this bid, and to submit all necessary
paperwork as required of bidder as specified
in this bid. The District reserves the right to
postpone the opening of the bids, accept or
reject any all bids or to waive any informality
or irregularities in any bid, all as District deems
to be in its own best interests.
Each Bid Proposal shall be accompanied by
Bid Security in the amount of TEN PERCENT
(10%) OF THE TOTAL BID AMOUNT. Failure
of any Bid Proposal to be accompanied by
Bid Security in the form and in the amount
required shall render such Bid Proposal to
be non-responsive and rejected by the District.
No Bidder shall withdraw its Bid Proposal for
a period of ninety (90) days after the award of
the Contract by the District’s Board of Trustees.
During this time, all Bidders shall guarantee
prices quoted in their respective Bid Proposals.
The Contract, if awarded, will be by action of the
District’s Board of Trustees to the responsible
Bidder submitting the lowest responsive Bid
Proposal. The District fully reserves the right
to make multiple awards, to make no award at
all, or to award based upon any combination of
base bid and/or individual line items.
The project is 100% contingent upon the
approval of funding from the Universal Services
Fund’s Schools and Libraries Program,
otherwise known as E-Rate. The District
may or may not proceed with the purchase
of equipment, in whole or in part even in the
event E-Rate funding is approved. Execution
of the contract, in part or in whole, is solely at
the discretion of the District. Bidders wishing
to bid, do so solely at their own risk. The
District is not liable or responsible for any
costs, loss, fees or expenses, of any kind,
associated with the bid and/or a decision not
to proceed with the purchase of equipment,
even after award of the bid. By submitting a
bid, each Bidder agrees to bear all of its own
costs, fees, expenses, and losses, of any and
all kinds, should the District cancel the contract.

Summary of Adoption of Ordinance 2195
Enacting Section 2.41 of the Hawthorne
Municipal Code (“HMC”) Re: the Establishment
of the Reserve Police Officer
Program.
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2195 which was unanimously adopted
by the City Council at its regular meeting on
January 28, 2020 at 6:00 p.m. Pursuant to
California Government Code section 36933(c)
(1), the City Council has previously directed the
preparation and publication of a summary of
Ordinance No. 2195 which adds Section 2.41
to the Hawthorne Municipal Code establishing
the Reserve Police Officer Program.
The Hawthorne Police Department supplements
its complement with the Reserve Unit,
which consists of police officers who are civilian
members of the community, and who receive
limited compensation in return for performing the
functions of sworn police officers. The reserve
police officers assume all duties and privileges
which are vested in regular police officers while
on assignment. Reserve police officers are not
exempt from the responsibilities charged to
regular police officers by the Department, and
are held to standards of conduct enumerated
in the Hawthorne Police Department Policies
and Procedures Manual.
California Penal Code Section 830.6, et seq.,
sets forth authority to form a reserve unit, and
provides guidelines and requirements for the
designation of reserve officers. These designations
govern the scope of authority and duties
of reserve officers. Section 830.6 requires a
duly enacted ordinance that grants the Chief
of Police the authority to appoint reserve officers
to certain level designations. Ordinance
2195 fulfills the requirements of Section 830.6.
The City Council finds and determines that
there is no possibility that the adoption of this
Ordinance will have a significant effect on the
environment. Accordingly, this Ordinance is not
subject to the requirements of the California
Environmental Quality Act (CEQA) pursuant to
Sections 15061(b)(3) and 15378 of Division 6
of Title 14 of the California Code of Regulations
A certified copy of the entirety of the text of Ordinance
No. 2195 is available both on the City’s
website and also in the office of the City Clerk,
4455 West 126th Street, Hawthorne, California,
and is open for public inspection. Pursuant
to Government Code section 36933(c), the
summary Ordinance No. 2195 was published
at least five (5) days before the ordinance was
considered for adoption on January 28, 2020
at a duly convened regular meeting of the
Hawthorne City Council.
