Page 2 July 24, 2014 Food Services Director Gives School Board Food for Thought By Dylan Little The Hawthorne School Board heard a presentation from Food Services Director Anna Apoian on what it takes to feed all the children in the district, and what changes her department is facing as school lunches become a big issue in Washington D.C. During the July 16 meeting Apoian said her staff recognizes that while they aren't in the classroom, they play a critical role in the development of the students they feed every day. “Our job isn't just to feed the kids, but to motivate, inspire and lift them up,” said Apoian. “They are the future leaders of tomorrow.” The future leaders currently learning in Hawthorne require a lot of food. Apoian's staff prepares 2,500 meals a day. This year they used 19,000 pineapples, 50,000 pounds of strawberries, 40,000 grapes, 2,300 watermelons, 3,500 kiwis (all of which were peeled), 150,000 oranges, 18,000 cucumbers, as just some examples of the staggering about of food they prepare. The department has a budget of $6.5 million dollars, 46 percent of which goes to food and 36 percent to labor. When broken down into a single $2.60 lunch: $1.17 covers food, $0.94 covers labor, $0.06 covers paper goods and $0.43 covers other expenses. Apoian said the Food Services department could use a few more hands prepping food. “Labor could be a little bit higher,” said Apoian. “We could use a few more lunch ladies in the kitchen.” To illustrate how important feeding the district's students is, Apoian referred to one of the basic concepts of psychology Maslow's Hierarchy of Needs, which ranks conditions that need to be met for “self-actualization” with food and shelter being the most basic need. “If we remember Maslow's Hierarchy – back to the basics – if they are hungry they aren't “They are the future leaders of tomorrow.” going to learn,” said Apoian. “We really see ourselves as part of the educational system and we take our jobs very seriously.” The Food Services department is facing changes imposed by the federal government, which provides funding for free and reduced priced meals. The government is asking districts to increase prices for full-priced meals so as not to encroach on the funding for reduced price meals in a program they call “Paid Meal Equity.” Apoian opposes these increases and is seeking an exception. “The federal government is telling us our paid meals cannot be subsidized by our free and reduced price meals. In other words we cannot set the price anymore; every year they tell us how much we have to increase the price. Our price is pretty high already. For a single meal it's $2.60 and they want it to be $2.65.” The higher prices can be extremely tough on families who are just above the threshold for free or reduced price meals. Apoian said to help these families out, she is pushing to continue the district's practice of offering lunch bundles at a reduced price for families that pay in advance. “A lot of our families are right on the border . . . so we do a lot of meal deals,” said Apoian. “If they pay in advance the price goes down. We try to support our families as much as possible.” While the federal government is cracking down on under charging families, they are also scrutinizing how Food Services departments spend their budgets. While their efforts are turning up cases of what Apoian believes are unintentional misappropriation at other districts, she thinks that without clearer guidelines for indirect costs uncertainty will paralyze departments and make getting the equipment they need difficult. “We're going to be very careful and ask permission,” said Apoian. “Right now, if I want to buy a piece of equipment I have to ask the state if it's allowable.” Another change heading to the lunch counter involves stricter regulations about what must and must not be in school lunches. The federal government is asking Apoian and her staff to add more fruit and vegetables (the fruit portion in the district's breakfasts is doubling this year). They are also cutting the amount of sodium they'll allow, although Apoian said this hasn't greatly affected meals yet. While the changes are clearly health conscious, Apoian is worried. “We're concerned that what they eat here is very different than what they eat at home,” said Apoian. “That's a really big change.” Modeling healthy meals and eating habits is an important duty for cafeteria workers throughout the country. Apoian summarized a nationwide study, which showed that during school year students lost weight, but during the summer they gained it back. She said this effect was statistically significant and especially pronounced in overweight and obese children. Apoian sees the healthy eating habits her staff tries to instill in students as a way to reverse that trend. “We want to encourage parents . . . to do at home what we model here,” said Apoian. “The children of Hawthorne still have a high rate of obesity.” The Board had mostly positive comments for Apoian. Board member Luciano Aguilar said that when he's toured the schools in the district the diversity and choice student have when it comes to food impressed him. “I'm wowed by the options our students have,” said Aguilar.
