Whenever she can, Kelly likes to use local
artists and vendors to stock her ample supply
of gift items and home accents. Dave Dunlop
is just one “hobbyist” she features to showcase
some of her one-of-a-kind inventory. Oil paint
on canvas artwork by Dawn Whitney -Hall
is another artist prominently displayed. One
corner of the storehouses a section of tye-dye
aprons, scarves, sarongs, pillow covers and
tablecloths all hand- crafted by her friend,
Adriana. Kelly’s own daughter Emma, stocks
a rack of vintage jeans and Hawaiian shirts
that are cleverly embellished with pieces of
fabric and bits of lace under the aptly titled
“Reclaimed Designs”. Seems the talent,
creativity and energy is a strong family trait!
During my visit I couldn’t help but notice
another shopper stopping in with his pet pooch,
who was quickly and thoughtfully offered a
doggie treat! Kelly thinks of everyone which
is why she offers pet related accessories such
as bandanas, collars and pet food dishes.
My eyes couldn’t stop taking in all the
goodies, so I made another round… How
could I have missed the cute throw pillows,
doormats, dishtowels, postcards, wreaths and
Christmas ornaments? Mermaids pop out from
the most unlikely spots, you cannot help to
be enchanted! Kelly adds to her long list of
gift items and services with special attention
to her gift bags and expert suggestions of
gift-giving.
If Kelly could add more hours to the day
you would find her in the studio workshop in
the back of her store, busily turning out even
more refurbished furniture and craft projects.
So just in time for this holiday season, I
personally and highly recommend a visit to
Kelly’s Beach Hut for convenient one-stop
shopping. Options for fulfilling your gift
giving list (or even a little self-indulgence) are
almost endless. Help yourself to a chocolate
from the candy dish on the way out the door
and you will be sure to leave with a smile. •

AN ORDINANCE AMENDING TITLE
15 (ZONING REGULATIONS) OF THE
EL SEGUNDO MUNICIPAL CODE
ESTABLISHING A PUBLIC ART OR
IN-LIEU FEE REQUIREMENT AND A
CULTURAL DEVELOPMENT FUND
SUMMARY OF ADOPTED ORDINANCE
The intent of the Ordinance is to promote
the public arts in the City of El Segundo
by creating a collection of visual artwork
and providing artistic and cultural
services, such as performing arts, literary
art, media art, arts education, art events,
and temporary artworks, by recognized
artists, and of the highest possible
quality, throughout the City, for the
public’s benefit. As of the effective date of
the Ordinance, the City shall require that
certain private developers use a portion
of building development funds (equal to
or exceeding one percent of the project
cost) for the acquisition of publiclyaccessible
artwork, or pay to the City
an in-lieu fee, as a condition of project
approval. The requirement shall apply to
all commercial or industrial development
projects where the project cost exceeds
$2,000,000.00.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1594 was duly introduced by said
City Council at a regular meeting held
on the 5th day of November, 2019, and
was duly passed and adopted by said
City Council, approved and signed by the
Mayor, and attested to by the City Clerk,
at a regular meeting of said Council held
on the 19th day of November, 2019, and
the same was so passed and adopted by

AN ORDINANCE AMENDING EL
SEGUNDO MUNICIPAL CODE TITLE 11,
chapter 1 TO MODIFY WATER SERVICE
DISCONNECTION procedures IN
ACCORDANCE WITH STATE LAW
SUMMARY OF ADOPTED ORDINANCE
Senate Bill 998 (Dodd) was adopted
by the Legislature in 2018 and became
law in 2019. It requires a public water
system to have certain procedures in
place before residential water service
is discontinued. For example, the state
law prohibits a public water system
from discontinuing residential service
for nonpayment until a payment by a
customer has been delinquent for at
least 60 days. The ordinance extends
and clarifies the City’s delinquency and
discontinuation of service procedures to
comply with the new state law.

NOTICE OF URGENCY ORDINANCE
CITY OF EL SEGUNDO
ORDINANCE 1610
AN ORDINANCE OF THE CITY
OF EL SEGUNDO TEMPORARILY
PROHIBITING EVICTIONS WITHOUT
JUST CAUSE THROUGH DECEMBER
31, 2019 FOR RESIDENTIAL REAL
PROPERTY BUILT PRIOR TO
JANUARY 1, 2005 AND DECLARING
THE URGENCY THEREOF
SUMMARY OF ADOPTED URGENCY
ORDINANCE
Assembly Bill 1482 (“AB 1482”), the
Tenant Protections Act of 2019, was
signed by the Governor and on October
8, 2019 and becomes effective on
January 1, 2020. The bill limits “rentgouging”
in California by placing an
upper limit on annual rent increases
(5% plus an inflation adjustment). To
prevent landlords from engaging in rentgouging
by evicting tenants, the bill also
requires that a landlord have and state a
just cause, as specified, in order to evict
tenants who have occupied the premises
for at least one year. Both the rent cap
and the just cause provisions are subject
to several enumerated exemptions.
AB 1482 can have the unintended effect
of incentivizing landlords to evict longterm
tenants without cause in order to
raise rents before AB 1482 becomes
effective. Tenants have reported receiving
notices of termination of tenancy without
just cause, as defined herein, and threats
of eviction without just cause since AB
1482 was signed into law. This Ordinance
temporarily prohibits evictions without
just cause from October 8, 2019 through
December 31, 2019 for those residential
real properties that will be covered by AB
1482 beginning on January 1, 2020.

No. 1610 was duly passed, approved and
adopted by said City Council, approved
and signed by the mayor, and attested
to by the City Clerk, all at a special
meeting of said Council on the 6th day
of December, 2019, and the same was
so passed and adopted by the following

Pirsztuk, Council Member Pimentel and
Council Member Nicol
