Public Hearing Notice
The CITY COUNCIL will hold a public
hearing on:
2020-2021 Community Development
Block Grant (CDBG) Program
Project Description: The City of El
Segundo proposes a revision to the
federal Community Development Block
Grant (CDBG) Program which identifies
the use of federal funds for the Fiscal
Year July 1, 2020 through June 30, 2021.
This revision reports on a substantial
change to the City’s 2020-2021 CDBG
Action Plan. The proposed substantial
change is the cancellation of CDBG
Project 602062-19, entitled, “Joslyn
Center American with Disabilities Act
(ADA) Compliant Restroom Facilities
Improvement Project”, and instead, the
reprogramming of CDBG funds from
this cancelled project in the amount of
$122,361 to a new, proposed FY 2020-
2021 CDBG project entitled, “City Hall
ADA Restroom Facilities Improvement
Project”. CDBG funds will be used
for construction costs. Construction is
anticipated for spring 2021. The Joslyn
Center ADA Compliant Restroom
Facilities Improvement Project may be
implemented at a later date.
The El Segundo City Council will hear
and take action on the proposed change
to the City’s FY 2020-2021 Community
Development Block Grant (CDBG)
Program. Projects discussed at the
meeting are eligible under federal CDBG
guidelines and will principally benefit
the City’s senior adults and severely
disabled persons through the removal of
architectural barriers that impede access
and mobility.

Environmental Determination: This
action is exempt from CEQA pursuant
to CEQA Guidelines §15061(b)(3) which
is the general rule that CEQA applies
only to projects which have the potential
for causing a significant effect on the

where it can be seen with certainty that
there is no possibility that the activity
may have a significant effect on the
environment.

give testimony at the public hearing at
the time and place indicated above.

above. Note that any appeal of a decision

CITY’S INTERNAL ORGANIZATION,
INCLUDING REVISED NAMES OF
CERTAIN DEPARTMENTS AND
CLASSIFICATIONS
SUMMARY OF ADOPTED ORDINANCE
This ordinance adopts an amendment
to changes within the City’s Code to
approve a revised City organizational
chart which added a new Risk Manager
position and made changes to the name
of certain departments and positions.
The whole number of the City Council of
said City is five. The foregoing Ordinance
No. 1620 was duly introduced by said
City Council at a regular meeting held
on the 3rd day of November, 2020, and
was duly passed and adopted by said
City Council, approved and signed by the
Mayor, and attested to by the City Clerk,
all at a regular meeting of said Council on
the 17th day of November, 2020, and the
same was so passed and adopted by the
following vote:

Pimentel, Council Member Pirsztuk,
Council Member Nicol and Council
Member Giroux

Saturday, Dec 5th
A petty theft report was taken at 1310 hours
from the 400 block of East Maple Avenue.
Unknown suspect(s) took a package from the
victim’s front porch.
A traffic accident (no injuries) report was
taken at 1815 hours from the 300 block of
East Grand Avenue, vehicle versus building.
A burglary (vehicle) report was taken at
1815 hours from the 1100 block of East Acacia
Avenue. Taken were miscellaneous items.
One male adult was cited and released at
1818 hours from Imperial Avenue and Pepper
Street for vehicle theft.
One male adult was arrested at 0159 hours

theft and possession of drug paraphernalia.

from the 700 block of Bayonne Street for possession
of stolen property, possession of drug
paraphernalia and driving without a license.
A petty theft report was taken at 0917 hours
from the 900 block of Main Street. Unknown
suspect(s) stole the contents of a package.
A stolen vehicle report was taken at 0938
hours from the 700 block of Loma Vista Street.
Taken was a 2004 GMC Yukon truck.
Traffic accident (no injuries) occurred at
1019 hours from the 300 block of East Grand
Avenue, vehicle versus pole.
An attempt stolen vehicle report was taken
at 1123 hours from 500 block of Loma Vista
Street. Unknown suspect(s) attempted to steal
the victim’s vehicle.
A burglary (auto) report was taken at 1200
hours from the 100 block of North Continental
Boulevard. Unknown suspect(s) broke into the
victim’s vehicle and stole his property.
Traffic accident (no injuries) occurred at
1211 hours from Aviation Boulevard and Utah
Avenue, vehicle versus fence.
A found property report was taken at 1739
hours from Mariposa Avenue and Penn Street.
Found was a kitchen knife.
A grand theft report was taken at 1858 hours
from the 2000 block of East Mariposa Avenue.
Taken was the catalytic converter from the
victim’s vehicle.
One female adult was arrested at 2321 hours
from South Hindry Avenue for grand theft auto
and possession of drug paraphernalia.
A found property report was taken at 2359
hours from the 700 block of South Pacific
Coast Highway. Found was a debit card. •
