Complete the Fire Service Accreditation Study

savings and the service impacts of the items
listed above and provide recommended fire
department expenditure savings and service
revisions as part of the FY 2022-2023 General
Fund Budget preparation process.
Speaking passionately to Council, Gurney,
also president of the El Segundo Firefighters
Association, said he wanted “to give a perspective
on your decision to brown out fire engine
32. Simply put, the fire department is already
understaffed for the risks and hazards of El
Segundo according to every major fire study
done.” He also mentioned the accreditation
process the department is currently undergoing,
stating the harm the cutbacks could bring to
accreditation, with the fire department one year
into the process and starting the next phase,
which is standards of coverage. “And it is
already very clear that we are not adequately
staffed to meet these risk assessments. Browning
out a fire engine can only be expressed as
a reduction in service and violates the original
directive proposed on June 15 of 2021 to find
$1 million without compromising the level of
service.”
He noted that the fire department has responded
to 48 fires this year, that 27 percent
of calls this year have been overlapping (last
year that number was 45 percent), and that
engine #32 has responded to 811 of the city’s
2,226 calls so far this year. He then provided
Council with statistics and data in support
of why and how the city council could say
“the current pension system in El Segundo is
sustainable,” as well as the financial data and
reasoning he felt supported keeping fire engine
#32 in service, including $2.7 million in surplus
funds from last fiscal year not yet allocated
and funds from the American Recovery Act.
“And it’s funny, the last meeting I heard such
a strong argument to increase the reserves to
25% and save as much as possible because
you never know when a local disaster might
hit and federal aid might not be available, yet
conversely we’re cutting public safety resources
to respond to these local public disasters. I
haven’t wrapped my head around that one yet.”
He told Council that “what happened at
the last meeting was clearly a vote to reduce
the level of service to El Segundo to save
$600,000. To spend on what exactly? What
will you tell the residents that justifies the
reduction of one of their fire engines? We
are now at a comparable staffing level to the
1950s when we were strawberry fields and
had goats on Imperial (Highway) eating the
foliage. The data used to make this decision
was primarily call volume, and you have voted
to experiment on a community, tossing out the
scientific data compiled over decades through
reputable third-party institutions, including
our current process of accreditation, for an
arbitrary number.”
Gurney closed with, “I say stop playing
money ball with public safety. We can cherrypick
data all day long, but in the end, unless
you can tell me when your family member
will have a heart attack, or your child will
have a broken bone, or when your house is
on fire, fire department staffing is based on
a series of risk assessments. You can choose
to select a cheaper insurance policy less than
what is recommended but what you will get is
a reduction in service when you need it most.”
Residents on Maryland Avenue and Virginia
Street expressed concerns about the coyotes in
their neighborhood and pet and public safety,
asking Council to do something before someone
gets hurt. One resident brought up trapping
coyotes and spoke about the city’s Coyote
Management Plan, which was developed in
2016 during a previous rash of coyote issues
in the city. The city is holding a public meeting
titled “Living With Coyotes in El Segundo”
on Thursday, December 10, from 5:30-7 p.m.
at the Joslyn Center, 339 Sheldon Street. A
representative from the California Department
of Fish and Wildlife will offer tips and explain
laws related to coyotes in an urban environment.
In holiday news, the city is resuming its
Christmas Eve Dinner, and residents who
wish to attend the free meal event or are unable
to attend but would like a meal delivered
to them may call the city at (310) 524-2706
to make arrangements. On Wed., December
1, the city will hold a Menorah Lighting in
City Hall Plaza on Main Street from 5:30-6
p.m. On Thurs., December 2, from 3-7 p.m.,
the city will hold a tree lighting ceremony
and activities in the 300 block of Main Street
with the tree lighting at 5:30 p.m. On Friday,
December 3, the El Segundo Library will hold
its inaugural “Festival of Holidays” at City Hall,
350 Main Street, to “honor our community’s
diversity through food, performance, and art”
from 4-8 p.m.
Santa’s Mailbox is back for 2021 from
November 29-December 10, with two mailbox
locations for kids to post their letters to Santa
for a return response. To receive a response
from Santa, each letter must have the name and
address of its letter writer. Santa Mailboxes are
at Recreation Park in the Checkout Building
and the library. •
