Williamson-Craig Wedding
Scott Bradley Craig, El Segundo High
School Class of 2007 and Jonna Williamson
of Pascagoula, MS were united in marriage
on October 20, 2018 at the Neighborhood
Church in Palos Verdes.
The bride is the daughter of Robin Rutledge
of Mississippi and Jon Williamson of Arizona.
The groom is the son of Lily Craig of El
Segundo and Steve Craig of Boise, Idaho.
The groom graduated from Cal Poly San Luis
Obispo with an Engineering degree while
the bride graduated from The University of
Mississippi with an Education degree. The
couple will reside in Houston. •

Force evaluating all the companies that made
proposals, the Council narrowed down the
candidates to Centercal/TopGolf and Drive
Shack. It then appointed members Scot Nicol
and Chris Pimentel to form a subcommittee
to work with staff and interview the finalists.
To get a first-hand sense of the potential offerings
in El Segundo, Nicol and Pimentel
flew to Orlando, Florida to tour TopGolf and
Drive Shack facilities side by side. Though
impressed with both, the two Council members
felt TopGolf presented the better option.
Pimentel expressed that TopGolf has a “far,
far higher floor as far as the City’s risk of
investment.”
Among several listed advantages that
led to the decision to negotiate solely with
TopGolf, the subcommittee pointed to the
firm’s proven track record with many successful
locations (whereas Drive Shack is
new); stronger financial return to the City;
and agreement to offer El Segundo resident
rates and early access to the driving range
plus no-cost access to school groups. A key
new component of the deal is that TopGolf
will now partner with Billy Casper Golf for
the latter to operate the nine-hole golf course,
clubhouse and instructional programs. Billy
Casper Golf was one of the nine firms that
responded to the request for proposal for The
Lakes, ranking third in the evaluation process.
According to City Attorney Mark Hensley,
the Planning Commission may be able to
consider the land entitlement item next month
with possible Council hearings to follow
as soon as February. The process requires
sign-off from Chevron, which has final say
on deed restrictions.
In a first reading Tuesday, with adoption
scheduled on Nov. 20, the Council introduced
an ordinance to further firm up the City’s
ban on any commercial marijuana activities.
That means no permits or licenses allowed
for cannabis businesses. The revisions come
as a year-old moratorium is set to expire.
Additional clarifications arose from recent
Planning Commission discussions considering
if any exceptions should be made in certain
cases, such as allowing pharmaceutical research
companies or those who sell products
with CBD--an industrial hemp derivative
shown to have medical benefits with very
low concentrations of cannabis that are not
enough to make a person “high.” The recommendation
is to ban those as well, since they
are still illegal under federal law. However,
the Planning Commission hoped to allow a
situation in which an existing local marketing
company had a few empty, sample prototype
boxes in the building that would eventually
be used for cannabis product packaging
elsewhere—provided no marijuana is onsite
in El Segundo.
After lengthy discussion and questions to
the vendor, the Council (with member Scot
Nicol the sole no vote) agreed to award
a $366,477 overall contract covering five
years to Granicus, Inc. for a complete City
website overhaul. The deal includes design,
development, implementation and ongoing
hosting and maintenance services, plus a free
redesign in the fourth year. Representatives
from Granicus walked the Council through
other municipality sites to go over design
and user elements. The action came with
some controversy, as the City’s website
subcommittee did not side with the staff
recommendation to go with Granicus. The
Technology Committee also supported the
subcommittee opinion. However, staff praised
Granicus’ content management system (CMS)
for its markedly lower cost, pre-built capabilities,
technical offerings and consumer facing
features. After the meeting, Nicol elaborated
that he did not like the idea of “paying yearly
for a module” (a pre-programmed package
of software code that can be inserted into a
webpage for building purposes).
Additionally on Tuesday, the Council received
an update on the upcoming redesign
of Acacia Park. A pump station construction
project soon to wrap up at the site
necessitated dismantling of the long-time
recreation spot. RHA Landscape Architects-
Planners will provide conceptual plans for
the redesign and the City allocated $350,000
in the 2018/19 budget for the total project
scheduled for completion in spring 2020. In
the meantime, Recreation and Parks Director
Meredith Petit showed the Council renderings
for an “interim Acacia Park” that the
public can use in the short term after pump
station work finishes. The contractor will
restore the site to include a central grassy
area with picnic tables, place wood chips
along the perimeter and under trees, install a
decomposed granite path from the sidewalk
into the park, and provide an 18-hole portable/
modular miniature golf system along
the wood chip areas. The restroom and pool
(the future fate of which will be determined)
will remain closed. Three open community
workshops where citizens can provide input
will take place, with the first set for Nov. 29
at the Joslyn Center at 5:30 p.m.
Petit also received approval to establish
a new Gateway Committee to address the
entryway to town at Main Street and Imperial
Highway for which the Council previously
authorized $150,000 towards beautification.
The members will include three City staff
people and seven individuals representing
the Recreation and Parks Commission,
Planning Commission, Economic Development
Advisory Committee, Arts and Culture
Advisory Committee, Downtown Committee,
El Segundo Chamber of Commerce, and
Imperial Avenue Corridor business.
At the end of the evening, the Council
adopted a social media policy to guide how
its members and other appointed officials
can acceptably communicate on sites such as
Facebook to minimize any potential liability
or conflict. Some of the members expressed
concern about restrictions in certain policy
clauses they feel will hinder their ability to
effectively engage with the community – and
asked Hensley to come back next month
with revised language and clarification. Of
particular scrutiny is a provision not permitting
Council, Committees and Commission
members to “post on any City social media
profile or site in any official capacity, addressing
any topic, question or request for
information within the subject matter jurisdiction
of their office or appointment.” Another
clause prohibits any of the above members
from “liking” or “sharing” items related to
matters under their group’s jurisdiction – so
as to avoid a possible Brown Act violation.
Hensley noted that commentary, likes or
shares on social events is generally safe.
Tuesday’s meeting began with a proclamation
declaring the period of Nov. 12 through
Dec. 20 as the Spark of Love Toy Drive. The
program, 26 years and counting in town,
enables the community to drop off toys and
food items to El Segundo Fire Station 1 so
those may be handed out to families and
children in need during the holidays. •
