The El Segundo City Council
PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that
a public hearing will be held before
the City Council of the City of El
Segundo to consider the following
ordinance on Tuesday, November
5, 2019, at 6:00 PM in the Council
Chambers, City Hall, 350 Main
Street, El Segundo, CA 90245.
Interested persons will be given an
opportunity to testify.
Proposal: A City of El Segundo
Ordinance amending Title 15
of the El Segundo Municipal
Code to establish a Public Art
or In-lieu Fee Requirement and
a Cultural Development Fund.
The proposed ordinance will require
new construction of commercial
or industrial development projects
where the project cost is or
exceeds $2,000,000, to either (a)
commission or acquire and install
new artwork in a public place on or
in the vicinity of the project site, with
the appraised value of such artwork
and any direct expenses being
equal to or exceeding one percent
of the project cost; or (b) pay to the
City of El Segundo a fee equivalent
to one percent of the project cost.
The funds derived from the in-lieu
fee may be used by the City to
design, acquire and install public
artwork in the City, and to support
artistic or cultural services, as
defined by the proposed ordinance.
The proposed ordinance also
exempts certain projects, such
as certain rehabilitation work or
reconstruction of structures that
have been damaged, and outlines
the proposed process for submitting
a Public Art Plan and having artwork
approved by the City.
On October 10, 2019, the Planning
Commission formally considered
the ordinance and recommended
the City Council adopt the
ordinance. The City Council is the
final decision-making authority for
the proposed ordinance.
The project is exempt from the
California Environmental Quality
Act (CEQA) pursuant to 14 CCR
§ 15061(b)(3) of the CEQA
Guidelines because it can be
seen with certainty that there is
no possibility that the proposed
ordinance will have a significant
effect on the environment.
A copy of the proposed ordinance
is available for public review at the
Office of the City Clerk located at
City Hall, Room 5, 350 Main Street
El Segundo, CA 90245, phone

All persons wishing to appear for or
against the proposed ordinance are
directed to attend the hearing or file
a statement in writing with the Office
of the City Clerk, 350 Main Street
El Segundo, CA 90245 prior to the
hearing.
If you wish to challenge this action
in court, you may be limited to
raising only those issues you or
someone else rose at the public
hearing described in this notice, or
in written correspondence delivered
to the City Council and/or City
Clerk’s Office, at, or prior to, the
public hearing.
