though those “might potentially create noise
and emission issues,” said Sassoon. Hyperion
intends to convent the two temporary stations
into permanent stations.
Executive Hyperion Plant Manager Tim
Dafeta told the council that the latest foul
odor situation resulted from chains in two of
the plant’s 27 tanks breaking, which required
the tanks to have their contents pumped
down to allow the repair crew to go inside
the tanks to do repair work and clean equipment.
That process resulted in elevated levels
of hydrogen sulfide, said Dafeta, who said
that once covers are placed back on top of
the tanks, the odor should diminish.
Sassoon said cameras had been placed
into pipes and conduits at Hyperion to determine
the cause of the July emergency spill
and flooding and that all appeared to be in
good shape. He added that the committee
investigating the incident is “concentrating
on the way that this plant is operating.” He
expects a report will be issued in 3-4 weeks.
Council also heard from members of the
public who spoke about cannabis and their
desire to keep it out of El Segundo. Another
resident addressed her concerns about two
recent pieces of California legislation, Senate
Bill 9 and Senate Bill 10. Another individual
asked the council to consider pulling an item
so that his bid could be reevaluated now that
he had updated a missing dues payment that
had made his bid ineligible, citing a 90-day
provision paving the way for the council to
do so. Council did pull the item from the
Consent Calendar.
A representative of Continental Development
Corporation presented the company’s
view on changes to ordinances that the
company said would be burdensome in terms
of time and money and why that is. The
company objected to a proposal for noticing
the occupants of buildings, including renters
and commercial occupants, instead of only
property owners (56% of residents are renters,
according to city data) and asked that
the city Development Services Director be
allowed to approve off-site parking for up
to 20 spaces without any further steps. The
proposed ordinance asked for public notice
for up to 20 spaces and planning commission
approval for more than 20 spaces with public
notice added to the process. Council also said
all bar and liquor license approvals would
have to come before them. The ordinance
will be brought back to the next council
meeting with the two changes requested by
the council, which include alignment with
Continental’s positions.
The presentation on The Plunge outlined
a construction timeline that puts the new
building and pool opening in Spring of
2025. The city will be issuing a Request For
Proposals on Wednesday, October 20, with
a January 3, 2022 deadline. Then in March
0f 2022, the final building and pool design
will begin to be designed, with its completion
by Spring of 2023. At that time, the city
could be asked to authorize the solicitation
of construction bids, followed by the council
awarded a construction contract sometime in
the Fall of 2023.
Council members took issue with the
timeline, noting they thought the city already
had a plan and design for the building and
pool. Sassoon, however, explained that the
renderings the city has are just conceptual
designs. It was also noted that Mithun,
the firm that drew the renderings and that
council had approved to solicit a proposal
and cost estimate from provided the city
with “unacceptable design services,” hence
the city now creating a new RFP.
The Urho Saari Swim Stadium building
was built in 1940 by the Works Progress
Administration and named after a highly
regarded swim coach who came to El Segundo
in 1941 and coached U.S. Olympic
water polo and swim teams. It holds an 8-lane
pool that is 25 yards long and a separate
junior pool. It has traditionally been used
year-round for recreational swimming, lap
swimming, fitness classes, swim lessons,
practices, and competitions. Due to repair
needs, the much-beloved swim stadium was
closed for 99 days in 2019, which was the
last year it was used for a full year.
The Mithun design, with contingencies,
city council approved at its June 1 meeting,
ranges from $8.5 million to $10 million in
projected costs. The city currently has $2.5
million committed to funding the project,
leaving a capital funding shortfall of $6 to
$7.5 million. According to the staff report,
in addition to the one-time construction cost,
the recurring operational costs (staffing,
maintenance, etc.) are projected to be more
than $1 million. •
