or exceeding metric of 8 percent in ELA, with
a 4 percent drop in Math.
Gooden said that all campus administrators
and staff take the assessment numbers seriously,
and she reported that she was pleased that
no one was playing “the blame game” -- but
rather collaborating to make a concerted effort
to continue to develop top-flight educational
opportunities.
ESMS administration and teacher “action
steps” delineated by the presenters to increase
student success included ramping up teacher
efficacy, with a shared commitment “to own
the data” and retool practices, as well as implementing
after-school intervention classes with
the goal of addressing perceived achievement
gaps in ELA and Math scoring.
Data was then shared regarding what is
termed “chronic absenteeism” and campus
suspensions. According to the supplied data,
the 2017/18 school year saw a precipitous drop
in students receiving one suspension, but a rise
in students who received multiple suspensions.
School climate survey results, involving students
and parents, were also shared. Students
were asked, among other questions, whether
they felt safe at the school, were happy attending
ESMS, and if they thought they were
treated fairly by teachers. Parents were asked
to answer if they felt engaged by the school,
if the school is a safe place for their child, and
whether the school allows for parent input.
Among the presentation’s goals and action
plans: The current school year goal is to increase
the number of students meeting standards in ELA
and Math by 10 percent. Action steps included a
revamped Math intervention program and ongoing
professional development and collaboration.
Action steps regarding the campus International
Baccalaureate (IB) Programme included continued
teacher training and refining design class.
Among the culture, climate and safety action
steps: the addition of a campus security assis-

TO POTENTIAL BIDDERS: If you are
considering bidding on this property lien,
you should understand that there are risks
involved in bidding at a trustee auction.
You will be bidding on a lien, not on the
property itself. Placing the highest bid at
a trustee auction does not automatically
entitle you to free and clear ownership of
the property. You should also be aware
that the lien being auctioned off may
be a junior lien. If you are the highest
bidder at the auction, you are or may be
responsible for paying off all liens senior
to the lien being auctioned off, before
you can receive clear title to the property.
You are encouraged to investigate the
existence, priority, and size of outstanding
liens that may exist on this property by
contacting the county recorder’s office
or a title insurance company, either
of which may charge you a fee for this
information. If you consult either of these
resources, you should be aware that the
same lender may hold more than one
mortgage or deed of trust on the property.
NOTICE TO PROPERTY OWNER: The

wish to learn whether your sale date has
been postponed, and, if applicable, the

PUBLIC NOTICE
Notice of Availability of a Draft
Environmental Impact Report/Environmental
Assessment (EIR/EA)
Park Place Extension and Grade Separation Project
WHAT IS
BEING
PLANNED?
The City of El Segundo (City) proposes to extend Park Place from Allied Way to Nash Street with a railroad grade
separation to implement a critical project as identified in the City’s 2004 General Plan Circulation Element Update, its
2005 Traffic Impact Fee Study Update, and the Southern California Association of Governments (SCAG) 2017 Federal
Transportation Improvement Program (FTIP). Park Place currently exists in two segments with a roughly quarter mile
gap across an undeveloped area which consists of Union Pacific Railroad (UPRR) and Burlington Northern Santa Fe
(BNSF) railroad spurs. The project would implement a gap closure to develop Park Place as an alternate east-west
route between Sepulveda Boulevard and Douglas Street to relieve congestion along portions of Rosecrans Avenue
and Sepulveda Boulevard, as well as to improve local traffic circulation and access to and from the I-105 freeway. The
California Department of Transportation (Caltrans) District 7 is the lead agency under the National Environmental
Policy Act (NEPA), while the City is the lead agency under the California Environmental Quality Act (CEQA). There
are four Build Alternatives and a No-Build Alternative under consideration.
WHY THIS
NOTICE?
Caltrans, in conjunction with the City, has studied the effects that the proposed project may have on the environment
and community. The results of these studies are contained in an environmental document known as a Draft
Environmental Impact Report/Environmental Assessment (EIR/EA). The purpose of this notice is to inform the public
of its completion and availability to any interested individuals, and to provide the public an opportunity to comment.
T
he City has determined, through preparation of the EIR, that the project would not result in any significant impacts
under CEQA, upon implementation of identified mitigation measures. A portion of the project site has been identified
on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 of the Government
Code.
WHAT IS
AVAILABLE?
The Draft EIR/EA is available for viewing and download at www.elsegundo.org and http://www.dot.ca.gov/d7/envdocs/.
The Draft EIR/EA is also available for review and reproduction at Caltrans District 7, Division of Environmental
Planning (100 S. Main Street, Los Angeles, CA 90012) on weekdays from 8:00 a.m. to 4:00 p.m.; and the City of El
Segundo City Hall (350 Main Street, El Segundo, CA 90245) Monday through Thursday and alternating Fridays from
7:00 a.m. to 5:00 p.m. Additionally, the EIR/EA will be available for review at the City of El Segundo Public Library
(111 West Mariposa Avenue, El Segundo, CA 90245) on Monday through Thursday from 9:00 a.m. to 9:00 p.m. and
Friday and Saturday from 10:00 a.m. to 5:00 p.m.
WHERE YOU
COME IN
Have the potential impacts been addressed? Do you have information that should be included? Would you care to
make any other comments on the project? The date we will begin accepting comments is September 27, 2018.
Please submit your questions or comments in writing no later than 5:00 p.m., November 13, 2018 to:
Paul Samaras
City of El Segundo
Principal Planner

El Segundo, CA 90245
psamaras@elsegundo.org
If there are no major comments, Caltrans will proceed with a Finding of No Significant Impact (FONSI).
WHEN AND
WHERE
A public hearing under NEPA for the project will be held on October 30, 2018 at 5:00 p.m. at the City of El Segundo
City Hall, City Council Chambers, 350 Main Street, El Segundo, CA 90245. Subsequent to the public review period,
the City will schedule additional public hearing(s) under CEQA for consideration of the EIR.
Individuals who require special accommodation (American Sign Language interpreter, accessible seating,
documentation in alternate formats, etc.) are requested to contact Mr. Paul Samaras, Principal Planner, City of El
Segundo, at (310) 524-2340 (Voice), at least three days prior to the scheduled public hearing date. TDD users may
