City Council Establishes Top Priorities for Upcoming Year By Brian Simon In advance of a major budget meeting set for August 31, the El Segundo City Council on Tuesday afternoon held its second strategic planning session of the summer (with consultant Construction Training Program Launched to Meet LAX Demand By Rob McCarthy The building industry and Los Angeles International Airport need construction workers to complete the airport’s $14 billion facelift. The partners have launched a free training program that offers South Bay residents a gateway to a career in the building industry and a little piece of history. The Apprenticeship Readiness Program is open to residents of Inglewood, Hawthorne and Lennox who are at least 17 1/2 years old and have a strong interest in the construction industry. A California identification card and a Social Security card are required to join the program. The eight-week training program, provided through HireLAX, offers job-seekers an introduction to construction careers, union rules, safety, basic on-the-job math skills, and first aid training. The classes at Los Angeles Southwest College will offer hands-on training with construction materials and tools, and assistance with creating a resume and preparing for job interviews to land a construction job. The classes begin September 11 at the college, 1600 W. Imperial Avenue in Los Angeles. The instruction will take place from 7 a.m. to 1 p.m. Mondays through Fridays. Asked to sift through a list of nearly three dozen items on a worksheet presented last month, the Council members ultimately labeled six of those as “Tier 1” projects that will receive primary attention. The Council members had to literally affix an orange dot (each had 10 total at the start) next to the choices displayed on large sheets in the meeting room in the El Segundo Public Library. Items with the most orange dots (three or more) achieved Tier 1 status. Those with one or two orange dots fell into the “Tier 2” category as projects to be pursued as resources permit. As part of the overall goal to enhance customer service and engagement, the Council wants to move forward with a community survey to measure satisfaction about City services and to understand more about El Segundo’s changing population and interests. The process will seek customer feedback at the point of contact with City services. Plans for launching the survey—which will encompass both residential and business customers--are already underway and staff has identified a company to handle the particulars. The hope is to kick it off during the 2017/18 year and then use the results to determine future action. Mayor Pro Tem Drew Boyles sees the survey as a way of “capturing data at the transaction phase.” Councilmember Carol Pirszuk added that if the City provides premium service, customers will be more willing “to partner with us to pay for that service.” Next up, as part of the goal to support community safety and preparedness, the Council wishes to increase the focus on crime prevention including greater community engagement. Police Chief Bill Whelan will provide an overview of his organization and law enforcement strategy to determine what future resources may be needed to accomplish this objective.
