Tuesday, down from a high of 25 last month.
To keep its operating budget in balance,
city officials recommended keeping 20 fulltime
positions unfilled through the next 13
months. Mayor Drew Boyles noted that while
six are police positions and two are fire, El
Segundo’s public-safety departments won’t
be shorthanded because staffing levels are
already higher than in neighboring cities.
The lone spending increase in the 2020-
21 plan is for art in public places. The city
has collected $486,000 through a 1 percent
tax, which is kept separate in a Cultural
Development Fund. The Arts and Cultural
Advisory Committee has submitted a list of
projects and programs for approval, including
placing art at the new Gateway to the city
at Imperial Avenue and beautifying Library
Park. There’s also a plan to enhance outdoor
dining areas, which currently is the only
way to dine at a restaurant, per state orders.
The biggest revenue source for El Segundo
should be the business license tax, though
Lillio expects it to generate 15 percent fewer
dollars next year. Startups coming out of
the recession will be slow. However, license
income could reach almost $10.5 million,
followed by $9.1 million in property taxes.
Sales tax receipts will dip, too.
“A lot of moving parts, a lot of challenges,”
Mitnick said, before introducing his plan
to reorganize some city departments. The
Parks and Recreation Department and
Library Services would be merged and
called Community Services. Mitnick said
the combination has worked in other cities,
and the library director was planning some
restructuring.
The Planning and Building Safety
Department would be renamed the
Development Services Department, and a
Housing Division would be created within
it to manage affordable and senior housing
in El Segundo, according to Mitnick.
In an expected move because voters
approved making the city treasurer an
appointed position, the treasury’s office will
be merged with Finance. The city plans to
hire a risk manager who’ll be on staff to
manage workers’ compensation claims and
liabilities. Parks and landscape maintenance
would be rolled into Public Works.
“This just makes a lot more sense … how
we deal with our parks and our assets,”
Mitnick said.
Deputy City Manager Barbara Voss would
oversee the City Clerk’s Office, Development
Services, Fire and Police Departments, and
Human Resources under the reorganization.
The finance director would become the
number three administrator at City Hall,
and add deputy city manager to his title. Joe
Lillio would oversee Finance, Community
Services, Public Works and Information
Technology Services.
Mitnick told the council he balanced
Voss and Lillio’s skills and city-government
experience in dividing their new management
responsibilities. “To me, as long as you feel
this is the right way to do things based on
our goals as a city, I’m very much in favor
of it,” Councilman Lance Giroux. He asked
for - and received - the city manager’s
assurance that the reorganization is right
for El Segundo’s employees and residents.
Lillio said El Segundo is transitioning from
the May economic scenario 1 to a secondstage
spending plan. It reflects the virus
peaking in August and recovery beginning
in December. Lillio characterized it as a
“conservative approach.”
In Other City Business:
• Developers remain bullish about the
El Segundo commercial real-estate market,
including a new business-plaza project now
underway at the former Boeing building on
Pacific Coast Highway. The project calls for
the existing white building to be renovated
and modernized inside and out, and behind
it, a new seven-story office building and a
parking garage will be raised. The total value
of planned construction is close to $1 billion.
• The $40 million Top Golf improvement
project at The Lakes golf complex is still
happening. The driving range and golf
course are open again, using some city
employees who otherwise would be laid
off because summer Parks and Recreation
programs are canceled to comply with the
county’s COVID-19 orders about social
distancing and avoiding group gatherings.
The city’s subsidy for the golf property
will drop by nearly 30 percent next year,
partly because the restaurant and pro shop
aren’t operating.
• Fire Chief Chris Donovan told the council
that Los Angeles County had not met the
governor’s criteria set for reopening schools
for live instruction. Testing sites are returning
results within hours at some locations, while
others are taking days to report positive and
negative tests, the chief said. •
