Description of the Proposed Project The proposed project consists of demolishing the existing 8,195 square foot (gross) restaurant building (known as “Cozymel’s Mexican Grill”), and constructing three new buildings totaling 13,570 square feet (gross) in area and associated parking. The project would result in a net increase of 5,375 square feet (gross) in floor area. The proposed buildings and improvements consist of the following: Building A: a new 4,060 square foot building to accommodate a full service restaurant with Department of Alcoholic Beverage Control (ABC) Type 47 license for on-site alcohol sales and consumption, and 1,500 square feet of covered outdoor dining area; Building B: a new 6,500 square foot building to accommodate two restaurant uses (fast-food or full-service) each with ABC Type 47 license for on-site alcohol sales and consumption or ABC Type 41 license for on-site beer and wine, and 2,200 square feet of total covered outdoor dining area for the two restaurants; Building C: a new 3,010 square foot building to accommodate a new bank; and, A total of 87 parking spaces will be provided on site, two loading spaces to serve the restaurant buildings, and an additional driveway access along Continental Way. The applicant is requesting approval of a Zone Text Amendment (ZTA 16- 01) to amend several sections of the El Segundo Municipal Code. Specifically, a) Sections 15-2-14 (Landscaping) and 15-15-5 (Parking Area Development Standards) to allow onsite parking to encroach into interior side yard and rear yard setback areas; b) Section 15-2-7 (Open Space Areas and Encroachments) to allow outdoor dining areas and outdoor gathering areas to be located within certain setback areas; and, c) Section 15-5F-8 (Site Development Standards) to modify front and side yard setbacks. In addition, as part of the project, the applicant is also requesting: a) a Conditional Use Permit (CUP 16-01) for 3,700 square feet of total outdoor dining area, which would be provided and distributed for the proposed restaurants; b) a Master Administrative Use Permit (AUP 16-01) for the onsite sale and consumption of beer, wine and alcohol at the proposed new restaurants; c) an Administrative Adjustment (ADJ 16-04) to allow one of the two required loading spaces to be located along a parking lot drive aisle; and d) an Off-Site Parking Covenant (MISC 16-05) to allow 90 of the 177 required parking spaces to be located off-site, in a parking structure located on the abutting property to the north of the project site, which is also owned by the applicant. Environmental Review (Mitigated Negative Declaration) As lead agency for this project, the City of El Segundo has prepared an Initial Study/ Mitigated Negative Declaration and a Mitigation Monitoring Report Program in compliance with Sections 15063 and 15070 of the California Environmental Quality Act (CEQA) Guidelines. The Mitigated Negative Declaration analyzed impacts to agriculture and forestry resources, biological resources, cultural resources, geology/soils, greenhouse gas emissions, hazards/hazardous materials, land use, mineral resources, noise, population and housing, public services, recreation, utilities, and transportation/traffic, and determined that impacts will be less than significant. With the incorporation of mitigation measures, impacts to air quality, aesthetics and hydrology/water quality will be less than significant. The proposed environmental document was available for public review from Thursday, June 23, 2016, through 5:00pm on Thursday July 14, 2016.
