The larger of the two parcels would be dedicated to senior housing, both apartments (150) and assisted living units (150). The second, much smaller parcel, would be developed with four townhomes. While representatives of the City of El Segundo favor scenario one, a second option would include the construction of 58 single and multi-family residences. In June of 2010, the Board had entered into an agreement with Mar Ventures, Inc. to have the property entitled to be developed as a senior housing community with a multifamily residential component. At that time, the District favored securing a long-term lease agreement instead of an outright sale. But the District was unsuccessful in finalizing a transaction with any interested parties, and decided last summer to ask the Department of Education for a waiver of the competitive bid requirements to lease the property. The Department of Education granted the waiver in November of 2014, and process was set-in motion for the straight sale of the property. Superintendent Melissa Moore, who took over the position last summer, said that one of her priorities when taking the job with the District was to “reach a resolution” regarding the Imperial property. She noted that she had researched possible options, including a ground-lease, but came to the conclusion that the lease option did not seem to be as lucrative as the straight-sale option. Said Moore: “The Board has really explored all of the options, performed more than there due diligence. They really took the time to deliberate and come to the conclusion that this is in the best interests of the students of the ESUSD.” Perspective bidders were required to submit their bid proposal, along with a $10,000 bid security, in writing to the District by 3 p.m. on Tuesday. A bid hearing took place at 4 p.m. Interested parties who had not submitted a written bid were allowed to make an oral presentation at that time. Oral bids were then taken, and while eight prospective buyers placed bids, the bidding process soon narrowed to D.R Horton and TRI Point Homes. Horton and TRI Pointe representatives made the final 20 or so bids, with TRI Pointe conceding once the bidding reached the final sale point. Andreas Chialtas, a representative of the District’s law firm, conducted the bidding during the 50-minute session. The Board members and Moore then held a closed Board session to discuss the bids and review other District business; they reemerged from their closed session at 7 p.m. to start the regularly scheduled Board meeting, the only such meeting in July. President Jeanie Nishime said that the Board had decided in the closed session to select Alfredo Perez as the new Director of Maintenance and Operations. Said Moore: “ESUSD is proud to announce the promotion of Alfredo Perez as Director of Maintenance and Operations.” After the retirement of Andy Cox, a pool of applicants applied for the position, and Perez, who has been with the District since 1999, was selected to take over for Cox. He has worked at the school site as a custodian, as a plant foreman at the District office, and as a maintenance worker, and was recently recognized as one of the District’s Classified Employees of the Year. “Alfredo is a team player who is organized, “ Moore said. “His focus is on providing our students with safe schools.” As is often the case in summer-season Board meetings, there were no special presentations on the agenda. The Board went straight to the consent agenda items, which included the approval of conference attendance reimbursements for the Superintendent and Board members for the 2015-16 school year; a consultant agreement with Paul S. Mercier executive coaching; a contract agreement with Phillip Park to design a new logo for Richmond Street Elementary; an agreement with JW Photography for their services rendered in 2015-16; and an agreement with Jessica Schilling-Wigley to serve as a District consultant, serving special needs students. The Board also approved a new teacher technology boot camp that will be taking place on August 19; approved approximately 50 employees to attend the Illuminate Professional Development Day that will take place at the High School on August 19; and approved District office administrators, site administrators and Board members to attend an Apple Executive Briefing trip that will occur in Cupertino on August 13 and 14. After successfully launching the iPad one-to-one initiative in the last school year, the Apple people reached out to the District to assist in making the iPad program even more successful in upcoming school years. The acceptance of gifts kicked-off the action item portion of the agenda. The acceptance of the D.R Horton bid for the Imperial property was the highlighted action item. The Board also approved an agreement with UCLA that will provide professional development for elementary teachers in mathematics common core state standards; and the approval of the District’s revised job description for a computer science technology aide. Moore then noted upcoming events on the District’s informational calendar. Board reports followed, then Moore gave her Superintendent’s report.
