El Segundo Herald: Pub. 6/22, 6/29, 7/6, 7/13/2017 H-1649 meantime, City Manager Greg Carpenter said staff will track how many units are being built and where—and then report back to Council in another six months. Also on Tuesday, the Council heard from Mark Davis representing the City’s audit firm regarding the annual financial report covering the fiscal year that ended September 30, 2016. The news was positive, as the City received a “clean” opinion and there were only eight total discrepancies compared to 15 the previous year—with a number of those already resolved. The City has used the same audit company since 2008—and as reported in a separate agenda item, staff will soon issue a Request for Proposal (RFP) for professional audit services from qualified certified public accountant firms. State law as well as accounting best practices require municipalities to conduct an RFP at least every five years. Council approval of the new contract is slated for August 15. The Council opted to hold off on the decision whether or not to increase the number of Recreation and Parks commissioners from the current five to seven. Additional community members had shown interest in serving in the group, prompting the discussion. Recreation and Parks Director Meredith Petit noted that the existing members already reflect a “good cross-section of different interests and user groups” and have a fairly light workload. Councilmember Don Brann said he spoke with two commissioners, who told him they didn’t favor expanding to seven. Mayor Pro Tem Drew Boyles asked staff to look into forming a new commission dealing with aquatics. The Recreation and Parks Commission will also provide additional feedback that will come back to Council at a future date. On a related matter, the Council on Tuesday approved the appointments of Dave Lubs and Bob Motta to the Recreation and Parks Commission with terms expiring May 30, 2021. In a consent agenda pull, Boyles highlighted a decision to prepay the City’s 2017/18 unfunded liability contribution to California Public Employees Retirement System (CalPERS). The move will save the City $258,464 as it continues to look at ways to deal with the adverse impacts of retirement payouts going forward. “It’s one of the most important topics facing the finances of our city,” Boyles said. Brann asked for his colleagues’ input on changing the City’s longtime seal in favor of the centennial logo on display during 2017. He said he has received feedback on “how much brighter and positive” the new logo is and that it includes all the “important things” such as the high school, Chevron, waves, the water tower and blue butterfly. The item will appear on a future agenda. Fuentes reported that she received an invitation from Senator Ben Allen to participate in a diplomatic trade mission to China with the goal of representing local interests and provide potential investment opportunities. She will be there from July 25 to August 5, with all expenses paid by China People’s Association for Friendship with Foreign Countries. The Mayor also asked to agendize an upcoming item to address Main Street aesthetics. “It should be the pride and joy of El Segundo,” she said. Carpenter confirmed that Main Street landscaping is on the next agenda, but that other improvements can also be discussed. The City Manager announced that new Police Chief Bill Whalen will be officially sworn at 10:30 p.m. on July 5 in the Council Chambers. He went on to note that this past Tuesday was the final meeting for longtime Chief Mitch Tavera—and publicly thanked the latter for “his 38 years of dedicated service to the City of El Segundo.
