NOTICE OF INTENT TO CIRCULATE
PETITION
Notice is hereby given by the persons
whose names appear hereon of their
intention to circulate the petition within
the City of El Segundo for the purpose
of adopting an initiative that will enact
provisions regarding the regulation of
commercial cannabis activity in the City.
A statement of the reasons of the
proposed action as contemplated in
said petition is as follows (up to 500
words):
The purpose and intent of this Measure is
to accommodate the needs of medically-ill
persons in need of cannabis for medicinal
purposes, as advised and recommended
by their health care
provider(s), and adults over the age of
twenty-one (21), and to implement State
of California
(''State") law, which includes, but is not
limited to the provisions of the Medicinal
& Adult-Use Cannabis Regulation &
Safety Act, as may be amended and
augmented under State law, while
imposing regulations on the conduct of
business and use of land to protect the
City of El
Segundo's (the "City") neighborhoods,
residents, and businesses from negative
impacts. It is a further purpose and intent
of this Measure to regulate the cultivation,
manufacturing, processing, testing,
distribution, and retail sale and delivery
of cannabis and cannabis products in
a manner which is responsible, which
protects the health, safety, and welfare
of the residents of the City, and which
enforces rules and regulations consistent
with State law. In part to meet these
objectives, a commercial cannabis
business permit shall be required to own
or to operate a
cannabis business within the City.
Further, this Measure's requirement
for a cannabis business to possess a
commercial cannabis business permit is
in addition to any other permits, licenses.
and approvals which may be required
to conduct business in the City, and is
in addition to any permits, licenses, and
approvals required under State or County
of Los Angeles law.

The purpose of this initiative is to place
on the ballot a proposed ordinance
that amends the El Segundo Municipal
Code to repeal the current prohibition
on commercial cannabis activities in all
areas of the city and instead authorize
commercial cannabis retailing by right in
the General Commercial (C-3), Smoky
Hollow West (SH-W), and Smoky Hollow
East (SH-E) zones, subject to a cityissued
cannabis business permit and
any other license required by state law.
A cannabis retail business would not be
permitted within 600 feet of any school,
day care center, or youth center that
is specifically listed in the proposed
ordinance.
The proposed ordinance would limit the
total number of cannabis retailer permits
in the city to two and would establish a
commercial cannabis business permit
application procedure along with a
point-based ranking system pursuant
to which each application would be
evaluated. Each cannabis business
would be required to implement specified
security measures and to comply with
specified operating and recordkeeping
requirements. The delivery of cannabis
and cannabis products within the city by
city-permitted cannabis retailers would
be allowed subject to specified operating
requirements.
The proposed ordinance would also
authorize the commercial cultivation,
manufacturing, distribution, and testing
of cannabis within the city subject to a
city-issued cannabis business permit,
but would allow the city council, in its
discretion, to determine the total number
of cannabis business permits that may be
issued for those types of businesses.
