Though battalion chiefs will receive a four percent base salary increase starting on June 13, 2015, that will be offset by both the loss of the 401 (a) match as well as these employees contributing an additional five percent towards their retirement. The fiscal impact of all the moves for the remainder of 2014/15 is just over $260,000— with much of it due to the fact that savings on the 401 (a) side won’t be realized until next year. Carpenter estimated that the City’s cost will drop to just $36,000 in 2015/16. He added that the goal is to continue to move the two groups that fell below the curve “closer to the labor market median.” The Council voted unanimously to adopt the recommendations with almost no comment. Speaking on behalf of his colleagues, Councilmember Mike Dugan said that the five of them were “aligned” on remaining competitive. Meanwhile, negotiations continue with the six bargaining units that represent the other 220 City employees. The most recent labor agreements expired last September 30, so pay and benefit structures for those personnel reverted to pre-concession levels. The Council was not quite as aligned on a consent agenda item requesting approval to hire a permanent half-time administrative specialist in the Water Division of Public Works to deal with the growing backflow program that includes various requirements to protect the City’s water supply from cross-contaminants. Public Works Director Stephanie Katsouleas provided a detailed overview of the proposed person’s responsibilities and explained that it would free up an operations field staff lead worker currently bogged down by those duties— since the number of commercial and industrial tenants that have to be monitored for compliance with their backflow devices has nearly doubled in recent years to about 900 (mainly due to ownership changes in Smoky Hollow). While not debating the importance of the work itself, Mayor Suzanne Fuentes voted against the item because of concern of bringing in a part-timer who would still be fully benefited. Mayor Pro Tem Carl Jacobson and Councilmember Dugan sided with her. Fuentes also thought much of the future monitoring system could potentially be automated. Also on Tuesday, the Council agreed (with the final vote in two weeks) to extend the renewal period for preferential permit parking from one to two years to make the process more efficient and more cost-effective for the City. Residents living adjacent to businesses on Sepulveda Boulevard and Walnut Avenue have complained of nearby employees taking up spaces on their blocks, resulting in a preferential permit parking area that continues to grow in size. While supporting the item, Dugan warned that the latest Council move only treats the symptom but does not address the root cause. He suggested engaging the City’s Economic Development Advisory Council (EDAC) for assistance in addressing the problem of the business community impinging on residential parking. Councilmember Marie Fellhauer was hesitant to approach EDAC on this particular matter, questioning if this falls under the group’s responsibilities. Fuentes thought it couldn’t hurt to ask. Tuesday’s meeting also included recognition of the Center Street School PTA’s 25th annual Ice Cream Social set for Friday, June 5. It is the school’s largest fundraiser with over 1,500 guests annually. This year’s event will also incorporate sock hop music as well as games and prizes. A second presentation proclaimed June as Relay for Life month in conjunction with the American Cancer Society event that will take place at Library Park on Saturday, June 27 from 12 to 9 p.m. with a survivors’ lap scheduled at noon and memorial lap at 8 p.m. The third proclamation singled out Saturday, June 6 for the El Segundo Power/El Segundo Kiwanis Beauty 15th annual Beauty and the Beach clean-up event taking place from 9:30 to noon from El Segundo Beach (at Grand) south to the power plant. In addition to removing debris, the festivities will also feature a free barbecue and art contest with local schools. • Laker Luck from page 6 next year. Bryant, Kupchak and the Lakers will need a little luck in free agency as well. No one knows what the future for the Los Angeles Lakers holds. No one, including maybe even the front office, knows who they will select with the second overall pick yet. They may even trade it for already proven assets. One thing that the luck of the draft has brought to L.A., however, is options. Now the Lakers have the option to do whatever they want and bring in a player that can make an immediate impact on the franchise and on the city. Laker fans, rest assured. The days of 21 wins are all but gone. Your Lakers may not be the Kobe and Shaq Lakers of old just yet, but the little amount of Laker luck that was received on draft lottery day undoubtedly changed the fortune of the team for good. • School Spotlight from page 3 sharks for a very long time as my tolerant date indulged my fascination. Many people were afraid the sharks would eat them, but luckily all survived. After Prom, most people took their fancy mode of transportation to an “after” event. Many headed to an after-party in the Hollywood Hills, and others attended parties at friend’s homes, or ate breakfast at IHOP or In-n-Out, still in their opulent dresses and suits or tux. It was quite a paradox indeed. A big thank-you to ASB for putting on such an amazing Prom.
