While emphasizing that the rotation would not need to be set a specific way, she thought the move would help equalize the members and provide a unified vision. While admitting he was “initially intrigued” with the idea, Boyles thought the cons outweighed the pros. While he thought a rotation to be fair and a way to develop Council skill sets, he worried about the potential for a “poorly suited” leader to take the helm, confusion from other cities about who the Mayor is, and loss of credibility. “Sometimes equality is not the best option,” Boyles said, adding that El Segundo is very different from Manhattan Beach in that the former deals with commerce much more intensively. Calling the proposal a “major departure” from past practice, he felt it best to give the matter more due diligence and leave it to the residents to decide. Though noting a mayor can be “mostly ceremonial” in other places, Fuentes said the position holds “more gravitas” in State affairs when it comes to El Segundo given the presence of major industry, the Air Force Base, airport, Hyperion and other key entities. “We are taken very seriously in the county,” she explained. “We’re invited to the table. The cities with rotating mayors are not.” Pointing out that some municipalities have four-year elected mayors, Fuentes felt it best to maintain continuity and keep the existing two-year term in place so as not to confuse outside communities as to “who the Mayor is this month.” Dugan then made a motion to direct staff to look into what it would take to amend the City code to adopt the new selection process. Pirsztuk seconded it. Though Brann chose not to weigh in on the discussion, he sided with Fuentes and Boyles on the vote to kill the motion and keep the current selection process intact. Tuesday night also included plaque presentations to each of the outgoing Council members, who addressed the public before leaving the dais and thanked their families and and local supporters. Fellhauer said she thoroughly enjoyed her 11 years (seven as Planning Commissioner and four on the Council) of service and was honored to do so. Though disappointed she did not win a second term, she was “thrilled Measure B passed” and that much-needed infrastructure projects will get addressed. “I only want success for El Segundo,” she said in wishing the new Council well. Atkinson spoke of how much the City does on a daily basis and stressed the importance of the business community and continued growth in order to keep services intact. Stating that he “ran for Measure B,” he said he hoped the additional revenues from the transient occupancy tax increase would go to infrastructure projects with a small portion set aside for hotels and economic development in order to generate business. “Without business revenues, this city will not survive,” Atkinson warned, but added that El Segundo is now in fairly decent financial shape and hopes the new Council builds upon it. Jacobson, who opted not to run after serving for six separate terms over two 12-year stints and 24 years in total (1984-1996 and 2004-2016), looked back at when he first started on the Council and remembered that his youngest daughter was in kindergarten at the time. She is now married and a mother of three. He said he hopes the new Council can “fulfill the dreams we’ve put forward so far and keep the City running well.” Jacobson received a standing ovation after his brief comments. The audience also had the chance to watch a short video documentary with highlights from Jacobson’s career that included clips from Council meetings and various events as well as a rundown of the countless commissions, committees and boards he served on over the years. Carpenter referred to him as “an encyclopedia of everything El Segundo” and promised to contact him as questions arise in the months to come. Fuentes described Jacobson as a “treasure” who “truly is service before self.” The newcomers also had a chance to introduce themselves and thank their own families and supporters. Boyles touched upon the need to ensure El Segundo is safe so that everyone from outside of town knows “safety is paramount” here.
