ES Fire Gets Even in Second
Battle of the Badges Fundraiser
On Sunday, March 25, the El Segundo Police and Fire personnel (athletes pictured above) met in the 2nd Annual Battle of the Badges basketball game that took place at the Los Angeles Lakers new
practice facility and raised $3,500 for the El Segundo Education Foundation. It was a hard-fought battle, but the fire guys came away with the victory and took home the coveted trophy. The fundraising
event also included a beautiful rendition of the National Anthem by the El Segundo High School Choir and both teams were given encouragement by the ESHS band and cheerleaders. With the series

City Council Approves Release
of RFP for The Lakes Site

On Tuesday night, the El Segundo City
Council gave the go-ahead to release the
request for proposal (RFP) for future operations,
management, improvements and/
or development at The Lakes at El Segundo
site. The document goes out today, targeting
via direct email a cross-section of golf course
and other sports management companies as
well as real estate developers.
The RFP describes the City’s vision and
goals for the site, with number one on the list
to emphasize “recreation and parks’ values”
to benefit El Segundo residents and provide
“educational and other community programs
involving juniors, seniors, local schools and
charities” regardless of the proposed use.
Other priorities include ensuring financial
performance is self-sustaining, allowing the
possibility of capital investment and facility
improvements, complying with the existing
grant deed, and finding a partner who is an
“experienced and proven operator.”
A mandatory pre-bid walk-through
meeting will take place at The Lakes on
Tuesday, April 24 at 10 a.m. Proposers must
submit any initial questions in writing to
Recreation and Parks Director Meredith Petit
no later than Tuesday, April 16 at 2 p.m.,
with responses posted on the City’s website
by end of business day on April 18. The
deadline for final questions is Thursday,
April 26 at 2 p.m. with responses posted by
Tuesday, May 1 at 5 p.m.
Proposals will be due by June 14 at 2 p.m.
Interviews with the top candidates will take
place July 12 and 13 and the Council will
select the preferred bidder in August. The
evaluation process will consider financial
impact (25 percent), experience/capability (25
percent), comprehensive resident/community
involvement (20 percent), business/operating
plan (15 percent) and capital improvement
plan (15 percent).
Also on Tuesday, a West Basin Municipal
Water District representative gave the Council
a summary of the agency’s proposed desalination
facility at the El Segundo Generating
Station (ESGS). West Basin recently released
the draft environmental impact report (EIR)
for the project, with the public review and
comment period running through May 25.
Public meetings will take place at Richmond
Street Elementary School on April 25 and
May 12.
The project would produce between 20
million and 60 million gallons per day of
drinking water from the ocean by removing
the salt. Among the objectives are diversifying
the source of potable water; increasing
reliability; improving water security; and
controlling supplies and infrastructure. Price
stability, climate resiliency and environmental
responsibility are other stated goals. West
Basin’s preferred project site is the southwest
corner of the ESGS where it can use intake
and discharge systems in place.
The EIR found two areas of significant
and unavoidable impacts in the areas of air
quality and noise during the construction
period. West Basin will look at ways to
mitigate those issues with cleaner emission
equipment, dust reduction, sound blanketing
and paneling.
City Attorney Mark Hensley recommended
holding a public hearing on the matter in
six months, but advised the Council not to
express an opinion on the desalination project
since it won’t make the final decision on the
facility -- the California Coastal Commission
will. The public can read through the EIR

The Council approved a request to establish
an operating and capital reserve policy for the
Park Vista senior apartments in order to have
funds in place in the event of emergencies or
