On the final day of the visit, the evaluators met with the High School leadership and made a presentation to attendees. The committee then sent their recommendation to WASC about the visit. The results should be known by the High School and District prior to the end of the school year in early June During the presentation to the Board, Doering said that he thought that “our visit went very, very well, a very positive visit.” He also noted “the amazing community support that we have.” Prior to the meeting, Superintendent Melissa Moore said in an email that “the presentation that provides an executive summary of the WASC (visit) serves as validation of the amazing work that the High School leadership team has accomplished.” “The visiting committee representing WASC really captured the numerous strengths regarding the program and services provided to our students. Chairperson Mark Doering did an incredible job facilitating a purposeful visit that resulted in identifying significant strengths and next-steps for the future. I commend the entire faculty and administration for representing the best of what ESHS has to offer.” After the WASC presentation, student representative to the Board Cassidy Shevlin made her report about the events at the High School. There were no discussion items on the agenda, so the meeting quickly moved into the consent portion of the 55-minute meeting. The Board consented to an agreement with a square dance caller who will add to the festivities at the Center Street School “Gold Rush Day,” the approval of a Richmond Street School assembly, and the approval of a parent information night that is scheduled to take place at the Middle School on April 22. Carl Willson will be the guest square dance caller at the Center Street “Gold Rush Day” that is on the District calendar for April 24th. Willson’s expertise is expected to enhance the experience for the Center Street 4th grade students, who will be able to participate in activities that “recreate the excitement and hardships suffered by the early California settlers during the California gold rush” The real-life, hands-on activities presented during “Gold Rush Day” will help to enrich and bring the social studies curriculum to life for the expected 140 participants. The Richmond Street School assembly is slated to take place towards the end of the school year. Taking place on June 11, the “Mobile Ed” production will allow students the opportunity to learn about the night sky through a “portable, inflatable planetarium brought to the school for the day. Set-for the last day of regularly scheduled classes, the hope is that students will be able to connect their new learning to their real-world summer activities. The final consent item approved was a parent information night set to take place at the Middle School on April 22. Called “Self-Harm Awareness,” the presentation will be run by two outside –the-District therapists who work in close conjunction with the Middle School IMPACT programs. The presentation is expected to include critical and creative thinking, innovation and problem-solving, and help increase achievement for students struggling with social and emotional needs. Joanie Chapman, the clinical director at Stillwater Family Therapy, and Katie Piceu, therapy specialist at Stillwater, are expected to be the presenters. The action item portion of the agenda was limited, with a $3,000 gift being accepted from The Seattle Foundation that is earmarked for the Middle School, and the acceptance of the El Segundo Teacher’s Association’s amendment to the successor collective bargaining agreement. The information pending action that was on the agenda dealt with the updated actuarial study for post-retiree benefits. The upcoming informational calendar was then read by Moore, highlighted by the Spring break, which begins in the District on March 30. NOTICE The original Corporate Campus Development project was approved in 2002. The approval included a Specific Plan, Development Agreement, General Plan Amendment, Zone Change, and Subdivision. The original Corporate Campus included the development of 2,175,000 square feet of commercial, office, and retail on a 46.5 acre site (“Original Project”). In 2013, the revised Corporate Campus project was approved (“Revised Project”). A previously approved Draft Addendum to the Certified EIR for the 2013 Revised Project analyzed the environmental effects of a proposed Specific Plan Amendment that would (1) affect the distribution of vehicle traffic throughout the project site’s private streets and (2) change the site plan of 23.87 acres of the site to a 625,205 square-foot commercial office/retail development to be constructed in three phases (Phases 1, 2 and 3). Proposed Project and Location The proposed project is a further scaleddown project consisting of up to 133,000 square feet of combined offices, athletic training facilities, and an exhibition venue for a professional sports team in a single two-story building (“Lakers Project”). The Lakers Project only involves the Phase 3 5-acre site of the 2013 Revised Project, and is 81,340 square feet smaller than the previously approved 214,340 square-foot commercial office/retail development for Phase 3 of the previously approved Revised Project. Additionally, the previous Addendum to the Certified EIR for the Revised Project allowed for a daily maximum allowable trip count in the Phase 3 area of 2,343 trips. The Lakers Project will generate a total of 1,260 daily trips which is 1,083 fewer trips than the maximum trip generation used to evaluate the traffic impacts of the Phase 3 portion of the Revised Project. The proposed Lakers Project includes modification of certain development standards of the Specific Plan that would: 1) Amend the CCSP to list combined offices, athletic training facilities, and exhibition venues for professional sports teams as a permitted use; 2) Amend the parking section of the CCSP to permit shared on-site parking as set forth in a parking demand study for the exhibition venue and office use; and 3) Amend the signage section of the CCSP to allow: a) a non-projecting roof sign up to 24,300 square feet in size; b) one 265 square-foot window sign; c) an increase in the total area of signage per building face to exceed five (5) percent size up to a maximum combined twenty seven (27) percent for projecting wall signs and LED digital signs with individual projecting wall signs up to 2,000 square feet in size and LED digital signs up to 450 square feet in size; d) allocation of up to 65 percent of the sign area of the window sign and seven of the projecting wall signs with sponsorship name and/or logo information; and e) allocation of up to 100 percent of the sign area of the non-projecting roof sign and the LED digital video sign. Environmental Review The City of El Segundo prepared a Draft Addendum to the previously Certified Final Environmental Impact Report (FEIR) for the proposed Los Angeles Lakers Corporate Office and Training Facility Development project to evaluate potential environmental effects which may be associated with changes in the previously-approved Corporate Campus Development. The addendum has been prepared under the authority of 14 California Code of Regulations § 15164(a) (CEQA Guidelines) which allows a lead agency to prepare an addendum to a previously certified EIR if some changes or additions to the previously certified EIR are necessary but a subsequent EIR need not be prepared (CEQA Guidelines § 15162). Based on the analysis in the Addendum to the Certified EIR, following incorporation of mitigation measures, the proposed project would have no additional significant and unavoidable impacts not previously identified. The project, as analyzed in the Certified EIR, has a significant and unavoidable impact relative to transportation/ traffic, air quality, and construction noise. The proposed project will also contribute to a significant cumulative impact relative to traffic/transportation, regional population growth and housing, and solid waste but will less than the Original Project as the proposed project is smaller in scale.
