To preserve character, staff recommends keeping Smoky Hollow’s floor to area ratio (FAR) at the current 0.6 and building height maximum at today’s 30 feet. However, they suggest possible allowances of up to 1.0 FAR and 50 feet of building height on new projects that meet certain specific plan objectives—for example, if a developer provides public parking, public open spaces and is sensitive to surrounding topography. McClain also discussed setting up an in-lieu parking program with all revenues going towards Smoky Hollow improvements, as well as streamlined parking standards. Next on the schedule is a scoping meeting April 12 for the Draft Environmental Impact Report (DEIR), with an initial release in May/ June and revised document in July. Public review of the Smoky Hollow DEIR will take place in August/September. The Planning Commission will weigh in during October, with the City Council to follow in November/December. A proposed in-lieu parking plan will be presented sometime during the fall. Also on Tuesday, Finance Manager Joseph Lillio provided budget updates on 2015/16 year-end and 2016/17 first quarter numbers and delivered some good news in the process. Revenues for 2015/16 estimated at $64.6 million actually came in higher at $65.3 million, while expenditures projected at $63.7 million finished lower at $62.6 million. The result was a general fund balance revised from the originally anticipated $14.1 million to $15.9 million (an increase of $1.8 million). Despite large payouts to Park Vista and various capital projects, expenditures dropped overall primarily due to unfilled vacancies (Police and Public Works departments) as well as savings in Public Works maintenance/contracts. For 2016/17, Lillio reported that revenues are on target so far—though only 12-14 percent of the annual monies comes in during the first quarter—making it hard to gauge how the fiscal year is truly going until the mid-year report (scheduled for May). He added that expenditures are tracking slightly under staff projections due to continued vacancies. Councilmember Don Brann asked Lillio about the pending transient occupancy tax audit and learned that a kick-off meeting with hotel operators and the El Segundo Chamber took place a few weeks ago. The actual process will begin in April and take nine to 12 months. Lillio said there will be no audits for facilities that show no anomalies in the initial review (that can examine records going back three years). Lillio additionally provided the first update on the City’s key performance indicators (KPI) as part of the three-year strategic plan that hopes to meet five major goals—enhance customer service and engagement; support community safety and preparedness; develop as a choice employer and workforce; develop quality infrastructure and technology; and champion economic development and fiscal responsibility. Because February was the first month to report, staff had no comparison numbers yet and also have not completed customer or employee survey statistics. As a result, City Manager Greg Carpenter noted that the information will become much more telling in the coming months. Lillio listed various results across all the departments ranging from the number of plan checks and film permits (and how long those took on average to review) to public safety response times. During Council member reports, Brann and Fuentes both indicated they received an email about the lack of parking by the dog park—with an allegation that employees of an airline food service company on the other side of Imperial are taking up spaces since they can’t park for free at their office location. The construction of Emerald Homes at the former Imperial Avenue school site also took away previous lot spots, according to Brann. He suggested putting in two-hour parking limits to discourage the employees, though Fuentes thought that would penalize residents. She mentioned the idea of converting some red zone areas to green to allow people to quickly pop into the dog park. Meanwhile, Police Captain Brian Evanski said officers are aware of the issue and will try to get to the bottom of which company is the culprit. City Attorney Mark Hensley bemoaned the low public turnout at the March 9 Planning Commission meeting that discussed state provisions to allow accessory dwellings (e.g. living quarters above garages) and hoped to get the word out so that citizens aren’t surprised later if and when construction work begins at a neighbor’s property (since no formal notice will be required). The Planning Commission will again discuss the item tonight (March 23). Republic Services representative Sam Pena addressed some recent complaints on trash/ recycling pick-up, noting that the company recently trained new employees who hadn’t become acclimated to the routes--in one case, a resident’s trash is inside an enclosure and the new driver was not yet aware of the arrangement. Pena explained that El Segundo is unique compared to the company’s other 40-plus franchises in that all the service is manual with no automated trucks, is curbside, and allows an “unlimited system” in which for instance residents can put out as many bulky items as they like without being charged a fee. He pointed out that by being fully manual, drivers must get out of their trucks at each stop. With 3,900 local customers, that translates to 32,000 separate drive-bys every month—with occasional slow-downs a possibility particularly during heavy rains. Presentations at the beginning of the meeting included a proclamation of April 2017 as “DMV/Donate Life California Month” in El Segundo to encourage citizens to mark “yes” when renewing their driver’s license or ID card to be organ, eye and tissue donors. A second proclamation marked Saturday, March 25 as the 100th Anniversary Concert, which will take place at the El Segundo High School Performing Arts Center and feature the El Segundo Concert Band. The event will honor past citizens of the year and include a program of music going back as far as the era when El Segundo was founded. •
