EL SEGUNDO HERALD March 9, 2017 Page 3 Farmers Insurance Donates $500,000 to Team Rubicon to Support Veterans On Wednesday morning, March 1, Farmers Insurance announced its latest commitment in support of America’s veterans with a $500,000 donation to Team Rubicon, an El Segundo-based national nonprofit organization that unites the skills of military veterans with first responders to rapidly deploy emergency response teams. Farmers CEO Jeff Dailey, Chief Claims Officer Keith Daly and Team Rubicon CEO Jake Wood described the unique public-private partnership between the two organizations and how they can combine forces to respond and help communities recover after natural disasters strike--making Farmers even better able to serve its customers in the greatest time of need. Farmers and Team Rubicon first launched their partnership in late 2015, integrating assistance from Team Rubicon’s 43,000-strong veteran membership into Farmers robust disaster response efforts. More than one million military personnel will make the transition from the military in the next couple of years, according to the Department of Defense office of Employer Support of the Guard and Reserve, underscoring the importance of employers and organizations like Farmers Insurance and Team Rubicon to invest in the future of veterans. “Farmers was founded by two World War I veterans, and our commitment to the military runs deep,” said Dailey. “Our collaboration with Team Rubicon also creates business value by leveraging the skills of America’s veterans and integrating our efforts to be there for our customers in their time of greatest need.” Farmers has long been an industry leader in disaster response. California Has a Plan B in Case Obamacare Is Repealed By Rob McCarthy Few states embraced the Affordable Care Act the way California did, starting in 2010 with decisions by then-Governor Arnold Schwarzenegger and lawmakers to expand Medi-Cal eligibility and open a healthcare exchange so residents could shop for their coverage plans. Nearly five million Californians became insured through Obamacare, the highest number in the country. The national healthcare law fixed one giant problem, yet created another in the process. The uninsured rate for Americans who weren’t covered through a work plan dipped into single digits, achieving one goal of the healthcare law. The ranks of the newly insured paid what they could afford for coverage, in some cases as little as a $1 per month or less if their incomes fell below the poverty line. Patients with physical or mental illnesses suddenly had access to treatment. However, a provision of Obamacare that allowed young adults up to 26 to remain on their parents’ healthcare insurance had an unintended consequence. While young, healthy adults didn’t go uninsured, far fewer than anyone expected signed up at  CoveredCA.com  for individual plans. The architects of the health law had counted on young adults to enroll rather than face a penalty for remaining uninsured after 2010. Sicker, older patients joined the plans instead. As healthcare costs to treat previously uninsured Californians mounted, the big insurers raised their rates elsewhere. Employer-sponsored and family plans, in some cases, became more expensive and public opinion soured toward Obamacare. Support for the healthcare law was divided between the groups: one receiving affordable healthcare vs. people now paying higher premiums. The Council adopted the ordinance on February 21, 2017. The ordinance (1) regulates the parking of oversized vehicles, recreational vehicles, and trailers; (2) establishes a registration/ permit process; and (3) prohibits the placement of electrical cords, cables and similar items between such vehicles and nearby property. With members of Congress talking behind closed doors about a repeal of the Affordable Care Act and the expansion of the federal Medicare system to the states, a Los Angeles County state senator is ready with a Plan B in case President Obama’s healthcare law is dismantled. Sen. Ricardo Lara, D-Bell Gardens, has introduced a single-payer health bill in Sacramento to replace Obamacare and address runaway costs for diagnostics, treatment and pharmacy drugs that health insurers say is behind the run-up in insurance costs for individuals and their families. A single-payer system would be a replacement for Obamacare and consolidate several government plans into one. Proponents argue that single-payer systems make healthcare more affordable and efficient, but opponents say they raise taxpayer costs and give government too much power. Lara’s bill doesn’t give specifics about how a public healthcare system would replace private plans. Medicare, the federally-funded health coverage for the elderly, is often held up as a model of what a single-payer system might look like, health-industry observers say. California has flirted with the single-payer healthcare model before. Gov. Schwarzenegger’s administration twice pushed bills to create a state-run healthcare system.
